I CALL TO ORDER
Acting Chairman wight called the meeting to order at 7: 05
P.M.

Members Present: Ted Puckett, Jerry Glass, Jim Hulett, Bob
Philpott, Dick Wight.
Members Absent: Donna Davison-Nessi one vacancy.

III APPROVAL OF MINUTES
Mr. Glass moved to approve the minutes of the December 9,
1987, meeting as submitted. Mr. Hulett seconded the motion,
which passed 5 - O.

IV PUBLIC HEARINGS
CONDITIONAL USE HEARING - JANET FISCHER: Request for a
Conditional Use Permit to operate a gift consulting
service as a Home Occupation, located in the RS-7,
Single-Family Residential District. Location: 1221
East Second Street.
Mr. Carr

Chairman Wight opened the public hearing.
Janet Fischer explained that during the last six to ten
months, 95% of the business has been by phone or at the
client's home. Once a year, three to four people come to a
showingi however, normally she only has one person at a time
at her house. Fallowing further discussion, Chairman Wight
closed the public hearing.
Mr. Glass moved to recommend approval of the Conditional Use

1. That the merchandise in the premises be limited to
samples and display items only, and that the products
be delivered by the applicant to the client's home.

That a 1A10BC fire extinguisher be installed in the
basement, or in a location approved by the Fire

and citing the following findings:

A. On an appointment basis only, the Home occupation will
not generate sufficient vehicular traffic to detract
from the residential character of the neighborhood.
B. The Home occupation will not generate noise, dust,
fumes, vibrations or odors in excess of that normally
found in single-family residential neighborhoods;
accordingly, can be compatible.
C. The Home Occupation will not be injurious or
detrimental to abutting properties because of the
existing landscaping on the property and the adequate
additional paved parking area on the north which
provides access from the alley.
Mr. Philpott seconded the motion, which passed 5 - O.

PARKING VARIANCE - SUNBREAK TANNING: Request for a
reduction of the required parking spaces from 17 to 8,
in association with the expansion of an existing
commercial use, located in the ACD, Arterial Commercial
District. Location: 524 East First street.
Mr. Miller explained that there had been some changes in the
application and requested a two-week delay.
Mr. Hulett moved to continue this item to the January 27th
meeting. Mr. Glass seconded the motion, which passed
unanimously.
CONDITIONAL USE HEARING - ROGER SOVDE: Request
Conditional Use Permit to locate a duplex in the
Single-Family Residential District. Location:

Mr. Sovde explained that he works for the military, and was

of town. currently I the paperwork for the loan is being
processed. He expects to start construction in April or May
if the permit is approved. There should be approximately
675 square feet per unit in the duplex. Following further
discussion, Chairman Wight closed the public hearing.
Mr. Philpott moved to recommend approval of the Conditional
Use Permit for a duplex, subject to the following
conditions:

1.
The applicant clear the alley at his own expense for a
transformer and service droPI in conformance with Light
Department requirements.
2. The property shall be short platted prior to the
issuance of a building permit for a duplex;
and citing the following findings:
A. A duplex is compatible with the surrounding land uses.
B. The street and utilities can support one additional
dwelling unit on the site.
c. There will not be a significant increase in population
density in this vicinity.
Mr. Hulett seconded the motion, which passed 5 - O.
CONDITIONAL USE HEARING - PAMELA BURSON: Request to
allow a bed and breakfast establishment to operate as a
Conditional Use in the RS-7, Single-Family Residential
District. Location: 922 South Laurel street.
Mr. Glass left the dais on the appearance of fairness.
Mr. Miller reviewed the Department Report, recommending
approval. Chairman Wight opened the public hearing.
Pamela Burson distributed a site plan with a new parking lot
layout and explained that she would have no problem if the
hedge had to be reduced in size for sight distances.
Following further discussion, Chairman wight closed the
public hearing.
Mr. Hulett moved to recommend approval of the Conditional
Use Permitl subject to the following conditions:
1. A landscaping/parking plan shall be submitted to the
Planning Department. The plans shall include types,

all plants. The parking portion of the site plan shall
include ingress and egress locations, provide vision
clearance for the intersection of Tenth and Laurel
Streets and for street and driveway intersections, as
per Article IX, Section 10 of the Zoning ordinance, and
provide four on-site parking spaces on an all-weather
surface for customers and two on-site parking spaces
for the owner/operator I with adequate screening and

lighting. Individual customer parking spaces shall be
identified by striping, or other means approved by the
Planning Department.
2. A floor plan shall be submitted to the Building Section
of the Public Works Department for review. If rooms
are to be rented on the second floor, two exits will be
required.
3. The proposed bed and breakfast shall be required to
meet all local and State Fire Codes and state and local
Health Codes;
And citing the following findings:
A. The proposed bed and breakfast, as conditioned, is
consistent with the RS-7 Zoning District and the City
of Port Angeles Comprehensive Plan.
B. Provided the conditions are attached, the proposed bed
and breakfast can be compatible with the surrounding
residential neighborhood.
C.
Provided the conditions are attached, the proposed use
should not be detrimental to the surrounding
residential properties.

Mr. Puckett seconded, which passed 4 - o.

CONDITIONAL USE HEARING - LYDIA HUFFMAN: Request to
extend a Conditional Use Permit allowing a beauty shop

CONDITIONAL USE HEARING STEVE AND ROBIN FRYAR:
Request for extension of a Conditional Use Permit to
allow a sun bed tanning service as a Home Occupation,
located in the RS-7, Single-Family Residential
District. Location: 206 East Vashon.
Mr. Carr reviewed the Department Report, recommending
approval of the extension, and noting that the Department
had received no complaints during the posting. Chairman
Wight opened the public hearing.

bed.
4. The hours of operation shall be from 12: 00 noon to 8
P.M., Monday through Friday.

The proposed Home Occupation does not involve equipment
or processes which introduce noise, smoke, dust, fumes,
vibrations, odors and other hazards in excess of those
normally found in residential areas.

B. Given the proposed size, the Home occupation does not
significantly increase local vehicular or pedestrian
traffic.
C. As proposed, the Home Occupation will not be injurious
or detrimental to abutting properties.
D. As proposed and conditioned, the Horne Occupation will
not endanger the pUblic health, morals, safety and
welfare, and it is in the public interest.
Mr. Glass seconded the motion, which passed 5 - O.
V COMMUNICATIONS FROM THE PUBLIC
Neal Peasley requested an opportunity to speak on boarding
house Code amendments during the Staff Reports.
VI STAFF REPORTS

Mr. Carr explained that the Council had directed the
Planning Commission to investigate permitting boarding
houses as conditional uses in the single-family residential
districts. He also briefly explained some of the background
leading to the request.
Mr. Glass suggested that on uses like boarding houses and
bed and breakfasts, the city require that the applicant
obtain all of the State requirements and permits prior to
requesting application from the City, and obtain their
renewals prior to extensions.
Neal Peasley read his letter to the Council to the Planning
commission. The Planning Commission indicated that the
i terns would be placed on the agenda for the next meeting,
along with the bed and breakfast issue that had been
continued from previous meetings.
VII REPORTS OF COMMISSIONERS
"---Mr~' --Puckett. ~noted- that there-~appeared to be a water leak
between Fifth and Sixth on "A" street which was causing
water to run down the street. Staff would forward the
matter to the Public Works Department.

Mr. Hulett asked for a status report on whether or when the
Sound store would be razed.
Mr. Philpott noted that the mail drop at the new city Hall
was not working well.

Mr. Philpott moved to change the Planning Commission By-Laws
to designate the new City Hall as the official location of
the planning Commission meetings. Mr. Glass seconded the
motion, which passed 5 - O.
