I CALL TO ORDER
Chairman Glass called the meeting to order at 7:05 P.M.
II ROLL CALL
Members Present: Mike Lemon, Ted Puckett, Donna Davison,
Dick Wight, Jim Hulett, Jerry Glass.
Members Absent: Gary Cissel.
Staff Present: Paul D. Carr.
III APPROVAL OF MINUTES
Mr. Lemon moved to approve the minutes of the January 14,
1987, meeting as submitted. Ms. Davison seconded the
motion, which passed 3 - 0 with Messrs. Hulett, Puckett and
Wight abstaining.
IV PUBLIC HEARINGS
CONDITIONAL USE HEARING - UMBRELLA COMMUNITY SERVICES:
Request to allow a transition house for women and
children recovering from domestic violence situations
to more stable relationships: in the RS-9, Single-
Family Residential District. Location: 1013 Craig
Avenue. (Continued from January 14, 1987.)
Ms. Davison excused herself from the hearing room on the
appearance of fairness.
Mr. Carr reviewed the Department Report. Chairman Glass
opened the public hearing.
Janice Meyers of Umbrella Community Services explained the
proposed activity and answered questions. The transition
house will be a nine-month pilot program that will be
renewed if it is successful. Presently, Umprella Community
Services counsels 365 abused women per year. Once they have
passed the crisis stage and have been counseled for a number
of weeks or months, they will be eligible to live in the
transition house. Most of the clients will have a standing
restraining or protective order against the violent spouse
before they are allowed in the transition house. The loca-
tion of the house will be kept a secret and the clients will
sign a confidentiality statement. They are willing to

remove a portion of the front yard fence so that the area
can be used for parking of vehicles~ however, most of the
clients and do not have cars. They anticipate that most of
the clients will have younger children rather than older
children. Each client will be responsible for cooking meals
for their own family. They anticipate putting locks on the
doors to provide security for the clients. They will prob-
ably use electric baseboard heating in the house, rather
than the existing fireplace because of concern about clients'
lack of knowledge about how to operate the fireplace. The
likely total number of people in the house will be seven.
Following further discussion, Chairman Glass closed the
public hearing.
Mr. Lemon moved to recommend approval of the Conditional Use
permi t for a transition house, subj ect to the following
conditions:
1. That the permit be for one year with an extension
possible.
2. The quiet/reading/study room be on the first floor.
3.
Clientele shall be limited to no more than ten people.
4. One fire extinguisher shall be installed on each floor
and one smoke detector installed in each bedroom or in
a location recommended by the Fire Marshal.
5. Parking for four vehicles shall be provided off-street,
although two of the spaces may be stacked.
6. The City shall be contacted regarding modification of
the fireplace so it is not usable and the installation
of any locks on doors inside the house.
He cited the following findings:
A. The use is compatible with surrounding residential uses
in this RS-9 Zone because it is predominantly a residen-
tial use and the staff support includes many activities,
such as teaching parenting skills and nutrition, that
would occur in a residence.
B. With the attached conditions, the proposed use will not
introduce detrimental impacts upon the surrounding
residential area.
Mr. Puckett seconded the motion which passed 6 - O.
Ms. Davison returned to the hearing room.

V PLANNING STUDIES
Dissussion of Draft Final for Harbor Resource
Management Plan
Mr. Carr briefly reviewed the proposed Harbor Resource
Management Plan. The Commission discussed various aspects
of the Plan. Mr. Lemon said the concerns of recreational
sport fishing had been under-emphasized. The Plan is heavy
industrially oriented. Chairman Glass noted that the Oak
Street land use issue should be addressed more clearly. Ms.
Davison indicated that the existing Boat Haven Marina and
the proposed new marina did not clearly identify all the
needs and implications.
Following further discussion, the Commission expressed con-
cern at the cost of the recreational boating proposals and
the minimal examination of lower cost approaches and other
alternatives. Staff could provide additional information
for the next long-range meeting. Mr. Hulett suggested a
joint meeting with the City Council to discuss the Harbor
Plan.
The Commission concurred it was appropriate not to study the
importance of the Downtown and ways to improve it in great
detail, but stated that a stronger emphasis on the impor-
tance of the Downtown and tourism should be included in the
Plan before adoption.
Mr. Hulett expressed concern that Goals 6 and 8 were not
reflected in any depth in the Plan. Ms. Davison indicated
that the Plan should have more environmental emphasis before
adoption.

Mr. Lemon expressed concern about the intersection of Tenth
and "D" and the "Yield" sign.
Mr. Puckett requested an update on Council action on
Planning Commission items.
