Planning Commission Meeting of January 21, 1969.

Present: Hunt, Anderson, Dilling, Hankins, McHone, Treat and
Building Inspector Willson.
Absent:
Driscoll
Meeting was opened at 7:30 P.M. in the Council Chambers.
Minutes of the previous meeting were approved as received.
Old Busine 55 -
Request of R. H. Scanlan for a variance at 16th and "Cn
Streets was again.tabled because of the confused ownership
situation. It was thought the problem may be clarified by
next meeting.
E.L.McWil1iams was present to discuss his proposed plat
of Suburban Lots 48, 38 and part of 37. Members of the City
Council were also present for this purpose. A lengthy
discussion followed, covering street widths, land-locked
property, street alignment, utilities access, zoning require-
ments, mapped street and subdivision regulations. At the
conclusion of the discussion, the members of the Planning
Commission voted to recommend that the sketch of the proposed
layout be accepted in principle. Mr. McWilliams was advised
to have the sketch translated to an actual plat layout, in
accordance with the requirements of the subdivision Ordinance,
tor further study of details.

New Business -
No applications had been received tor hearing at this
meeting.
Other Business -
Mr. L. N. Jungman brought in a sketch of tour lots in
Highland View Acre Tracts Addition which he proposes to
subdivide. During the discussion he indicated a willingness
to dedicate whatever rights-at-way would be required by the
City for streets and utility services. Mr. Jungman was
advised to proceed according to the subdivision ordinance
and get a plat of the proposed subdivision prepared.
The individual members of the Planning Commission and City
Council broughtup several items which they felt warranted
discussion.
No tutther business was advanced and the meeting adjourned at
9:30 P.M.

RE: Meeting scheduled for January 21, 1969
Old Business - R. H. Scanlon, request for variance at 16th and tiC" Streets, property
ownership was in question. After checking this property ownership at the Courthouse,
I was unable to determine who the owner actually was because of the multiplicity of
contract sales and repossessions. I next contacted th# City Attorney and after look-
ing over the requirements for a variance application in "'the zoning ordinance, he felt
the question of ownership was irrelevant as there is no requirement that the 6~appl icant
be the legal owner. (This is a feature which might warrant some consideration at a
revision study session.)
New Business - No new applications have been received for hearing at this meeting.
Other Business - Vannausdle1s Hardware on South Eunice Street have erected a new
sign (3' x 6') to replace an old one (2 I x 4 '). When they applied for the permit, they
were advised that the largest sign allowed in an RS-7 Zone was one square foot. I
suggested this was a matter for the Planning Commission.
Mr. Gary Monnot of East Craig Avenue wishes to enlarge an existing non-conforrra
ing single-family residence. (Insufficient front yard set back.) I advised him to ..
apply for a variance; however, he feels this is unreasonable and will probably attend

This might be a good evening to schedule a study session as the meeting should be
very short.
Council Action - The Ci ty Council has not met since the last Planning Commission
meeting, so no action has been taken on the items from the January 7, 1969 meeting.
As of this date I have no other business that has been presented for this meeting.
