PLANNING COMMISSION

I CALL TO ORDER
Chairman Glass called the meeting to order at 7:05 P.M.
II ROLL CALL
Members Present: Lorraine Ross, Ted Puckett, Jerry Glass,
Donna Davison, David Burns, Gary Cissel.
Members Absent: Jim Hulett.
Staff Present: Paul D. Carr, Dan VanHemert, Jeff Abram.
III MINUTES
Ms. Ross moved to approve the minutes of the January 8,
1986, meeting as submitted. Mr. Burns seconded the motion
which passed 3 - 0, with Ms. Davison and Messrs. Puckett and
Cissel abstaining.
IV PLANNING STUDIES
1. Single-Family Residential Districts
Mr. VanHeffiert reviewed the changes in the proposed RS-7 and
RS-9 Single-Family Residential Districts, noting that the
term "mul ti-sectional" will replace the the term "double-
wide" in Condition 2, under mobile homes.
The Commission discussed television dishes as an accessory
use~ Chairman Glass noted that they may not be appropriate
on smaller, RS-7 lots; confining them to rear yards was
also discussed; Ms. Ross suggested that the word "private"
be added. Mr. Burns requested additional information
regarding location of satellite dishes.
The Commission reviewed the list of conditional uses and
standards table.
Larry Leonard, 1030 Olympus Street, suggested that the term
"manufactured home" replace mobile home. He also suggested
that mobile home set-up requirements be adopted under a
separate ordinance. Mr. Burns suggested that further in-
formation from the Building Official be requested regarding
set-up requirements for mobile homes.

Ms. Ross moved to set a public hearing on the proposed
single-family residential districts at the February 26,
1986, meeting. Ms. Davison seconded the motion, which
passed unanimously.
2. Signs in Light Industrial District
Mr. Carr reviewed the materials on signs in the Light Indus-
trial District. He noted that the sign standards were
transferred from the previous M-1 District.
The Commission discussed the type, location and height, size
and lighting of signs. Generally, the Commission noted that
wall, free-standing and directional signs appear to be
needed in an industrial park, but projecting and roof signs
appear not to be needed. Industrial use signs are primarily
to direct customers to a site, not sell a product.
Staff will refine standards and provide additional informa-
tion at the February 26th meeting.
3. Central Business District Rezoning
Mr. Carr updated the Commission on the Central Business
District rezoning study.
The Commission and staff discussed potential uses on the
west side of the CBD. Jerry Cornell and Jean Fairchild,
members of the Port Angeles Downtown Association, noted that
the only direction the Downtown could grow is westward.
V COMMUNICATIONS FROM THE PUBLIC
None.
VI STAFF REPORTS
Mr. Carr stated that the Hospital had recently encountered a
problem with the prohibition of lighted signs in the PBP
District. A formal request for Zoning Code amendment is
forthcoming from the Hospital.
Jeff Abram, acting Fire Marshal, discussed the use of
individual fire systems in homes in the City.
VII REPORTS OF COMMISSIONERS
Ms. Ross noted that Tumwater Creek was very close to flood-
ing at the new gas station on the Truck Route. Mr.
VanHemert stated that the underground tanks are the
minimum State-required distance from the Creek.
Mr. Abram added that the tanks are waterproofed and
tied down.

Mr. Burns suggested a change in the format of draft
ordinances.
Chairman Glass asked whether Mr. McMicken was advised to
come to the next Planning Commission meeting, to which
Mr. Carr responded he had been sent a letter.

The meeting adjourned at 9:10 P.M.
