TO: Members of Port Angeles Planning Commission
RE: Meeting scheduled for January 16, 1968
I have received two requests which have been properly posted for
hearing at this meeting.
The first, a Conditional Use Permit requested by Cecil R. Bail~y
to conduct an automotive repair service at his home. 2422 South
Lincoln. Mr. Bailey's present shop on north Lincoln Street has been
sold to Mr. Sahar who is constructing the Bayshore Motel complex on
Hollywood Beach.
The second request is from Mr. W. S. Holgate of 2527 South Cherry
Street who has requested a variance to permit him to construct a
carport closer to the rear property line than permitted in an RS-7
zone. Mr. Holgate, a recent arrival in town, has iust purchased
the property. He was unaware of local building codes, permits etc.
and had the stn'cture partly erected before I discovered it and
stopped him. A prior owner had converted the garage to a family
room and this property has no rear access.
No other business has been scheduled for this meeting. Two or 411,
three individuals have asked questions which I though had better
be considered by the Planning Commission. They mayor may not
appear at this meeting. One concerned a party who owns two adjacent
50 foot lots. His house is built 1 - 2' across the property line
and the neighboring house on the otherside is built nearly on the
property line. He wishes to sell the empty lot between his and his
neighbors house. RS-7 zone.

Minutes of Port Angeles Planning Commission
Present: Hunt, McHone, Hankins, Dilling, Anderson, Director of Public
Works Warder, Building Inspector Willson.
Absent: Driscoll, Treat
Minutes of the Planning Commission meeting of December 19, 1967 were
approved as published. No meeting had been held on January 2, 1968.
New B~siness ~ Requests for Conditional Use permits and Variances
had been received and posted as follows:
Cecil R. Bailey, of 2422 South Lincoln Street had requested a
Conditional Use permit which would allow him to construct a 40'x 40'
garage closer to the alley and street right of way lines than per-
mitted in an RS-7 zone and conduct an automotive repair service on
his permises. During the discussion of this request, four protests
were received and acknowledged. After considerable discussion it
was voted to recommend the request be denied.
W.S.Holgate, 2527 South Cherry Street had requested a variance
from th e re a r 11 ne setback requ i reme nts of the RS-7 zone, to enab 1 e
him to construct a detached, double carport in back of his residence.
After a brief discussion, it was voted to recommend approval of this
request.
Other Business - The secretary p~esented a letter from John Kochanek
requesting the vacation of IlAIl Street between Third street and the
3/4 alley. This request was presented for discussion only, as the
City Council will have to set the date for a hearing. During the
discussion, the members reiterated their opposition to vacation of
streets and alleys in general but conceded that under some particular
set of circumstances, such action might be desirable.
Jack L06wen was present andJbrought up two separate matters for
discussion. The first concerned the installation of a mobile home on
4 acres of property which he owns on the northside of Ahlvers Road
in the vicinity of Haller- Road. The Commission advised Mr. Loewen
that they would not give him permission to install-.a single mobile.
home on the site, which is zoned RS-9, but with property of about
4 acres, with the proper plans, they might consider an application
for re~oning to an RTP.
The second matter which Mr. Loewen brought up was the matter of
adding eight more alleys to Laurel Lanes Bowlin1-Ce~. Mr. Loewen
proposes to provide an off street parking deck above the present and
proposed addition. This would cover three lots, or 21,000 sq.ft. and
might be able to accomodate 45-50 vehicles after area is deducted for
vents, stnirs, ramp and driving aisles. The offstreet parking ordin-

Loewen felt that by provldlng1 oe eX1s~lng Sl ua~lon, ev noug ne
was increasing the demand. Members of the Commission felt that the
present 16 alleys required 96 offstreet parkinl spaces and the pro-
posed overhead parking deck would provide perhaps 50. This would leave
a deficit of 46 vehicles plus a new demand for an additional 48 or a
total of 94 vehicles which would still have to park on the streets.
The general sentiment of the Planning Commission was that this did not
represent much of an improvement in the existing situation. Mr. Loewen
was advised to explore other possible solutions which would more closely

approach the required 144 off street parking spaces.
A short discussion on a variety of subjects was then opened, following
which the meeting adjourned at 8:30 P.M.
