IV PLANNING STUDIES
Short Plat Ordinance Review.
Mr. Carr began the discussion of the Short Plat Ordinance
with a brief review of the relationship of subdividing to
community development, the Comprehensive Plan and State law.
He then reviewed the memorandum dealing with a summary of
short plat ordinances from ten other cities; and asked for
comments about the field trip.
During the course of the discussion, Mr. Torres spoke at
length on a number of issues, including the level of improve-
ments required, and procedures on short plats. He felt that
improvements should only be provided to the level of the
existing improvement in the immediate area. He also read
from a proposed short plat ordinance prepared by Clark &
Associates. His document proposed a formal preliminary
short plat procedure. Just prior to leaving the meeting,
Mr. Torres provided the Commission with copies of the docu-
ment his firm had prepared.
.
At the conclusion of the discussion, the Planning Commis-
sion summarized their conclusions and areas for further
