I CALL TO ORDER
Chairman Wight called the meeting to order at 7:05 PM.

III APPROVAL OF MINUTES

Mr. Anderson moved to approve the minutes of January 26,
1983, as submitted. Mr. Cornell seconded the motion,
which passed unanimously.
IV HEARINGS
The Planning Commission placed the Crown Zellerbach
Shoreline Management Hearing last on the agenda.
CONDITIONAL USE HEARING - HANSON. Request for a two-
year extension of a Conditional Use Permit for opera-
tion of a bookkeeping and tax service as a Home
Occupation. Location: 2139 West Seventh Street.
Mr. Carr reviewed the Department Report; Chairman Wight
opened the public hearing.
Lyndell Hansen briefly reviewed her business. Chairman
Wight closed the public hearing.
Mr. Anderson moved to recommend granting a two-year
extension based upon the original findings, because there
has been no change in conditions. Mr. Cornell seconded
the motion, which passed unanimously.

CONDITIONAL USE HEARING - McCRORIE. Request for
extension of a Conditional Use Permit to establish a
convenience store and self-service gas station.
Location: Southeast corner, First & Lincoln Streets.
Mr. Carr reviewed the Department Report; Chairman Wight
opened the public hearing.
Mr. MacArthur, representing Gull Oil, requested a six-
month extension because the applicants have not been able
to complete the transaction. Chairman Wight closed the
public hearing.
Mr. Downie moved to recommend granting a six-month
extension with the original conditions attached. Mr.
Anderson seconded the motion which passed unanimously.
CONDITIONAL USE HEARING - PARRISH. Request for
extension of a Conditional Use Permit to operate a
beauty salon as a Home Occupation. Location: 1206
South Vine Street.
Mr. Carr reviewed the Department Report: Chairman Wight
opened the public hearing.
Davi Parrish explained that business volume is still at
the level on the original permit application, and Bobbi
Hanna is the only employee. Chairman Wight closed the
public hearing.
Mr. Brewer moved to recommend granting a two-year
extension, subject to the original conditions and based
upon the original findings of fact and no change in
circumstances. Mr. Anderson seconded the motion, which
passed unanimously.
SHORELINE MANAGEMENT HEARING - PORT OF PORT ANGELES.
Request for a Substantial Development permit for
construction of a 50' x 80' building and accessory
paved parking area. Location: Marine Drive, between
"C" and "D" Streets.
Mr. Cornell excused himself from the hearing because of a
conflict of interest and left the room. Mr. Carr
reviewed the Department Report, Chairman Wight opened the
public hearing.
In response to a question from the Commission, Bill
Conley of the Port of Port Angeles explained that the
proposed eastward change in the use would eliminate

approximately 16 parking spaces used by the Boat Haven,
but the new parking provided by Bearings, Inc., would
include about 25 spaces resulting in no net loss of
parking in the area. He also noted that the Boat Haven
use peaks on the weekend, and at such times the parking
lot would be available to boaters. Dallas Gowdy of
Bearings, Inc., explained that his business is only open
Monday through Friday. Bill Conley isaid the Port's lease
could be written to permit Boat Haven use of the
Bearings, Inc., parking lot. Chairman Wight closed the
public hearing.
Mr. Anderson moved to recommend granting the Shoreline
Substantial Development Permit, subject to the following
conditions:

1. Storm water drainage facilities shall be installed
and hillside protective measures shall be taken.
2. An off-street parking area be designed and installed,
including drainage facilities, in accordance with
Ordinance No. 1588.
3. Since Marine Drive is an arterial, a sidewalk shall
be constructed on the south sid~ adjacent to the
subject property.
Mr. Anderson cited the following findings of fact.
A. The proposal is in compliance with the Shoreline
Master Program, in particular, Activities Policies
1.a and 8.a and General RegulatLons C.1 related to
water-dependent uses; and ,
B. The proposed structure will not impair the public1s
access to the shoreline.
Mr. Downie seconded this motion, which passed 5 - o.
Mr. Cornell returned to the hearing room.
CONDITIONAL USE HEARING - KETCHUM. Application for a
Conditional Use Permit to operate a mail order scuba
supply business as a Home Occupation. Location: 739
West Eighth Street.
Mr. VanHemert reviewed the Department Report; Chairman
Wight opened the public hearing.

Mr. Ketchum explained the nature of his operation and the
fact that he had been operating illegally. He does not
expect more than two to three customers a day, and will
probably be open six days a week, 4 to 6 PM Monday to

Friday and 8 hours on Saturday, but be closed on Sunday.
Chairman Wight closed the public hearing.
The Commission asked Fire Marshal Braun if he had any
concerns regarding the air compressor in the basement.
Mr. Braun responded that provided the Fire Department
reviews the air compressor operation, there should be no
problem.
Mr. Cornell moved to recommend granting a Conditional Use
Permit to operate a mail order scuba supply business as a
Horne Occupation, subject to the following conditions:
1. The business, and in particular ithe air compressor,
be installed and operated in compliance with Fire
Department regulations. ~
2. The hours of operation be 4 to ~ PM Monday through
Friday, 9 AM to 6 PM on Saturday and closed on
Sunday.
3. The diver symbol on the garage door be removed
because it draws attention to this location as being
a business.

He cited the following findings of fact:
A. vlith appropriate safeguards, determined by the Fire
Marshal, the Home Occupation does not involve
equipment or processes which introduce obnoxious
conditions into this residential area.
B. At the proposed level of customer visitation, the
Home Occupation will not significantly increase local
vehicular or pedestrian traffic.
C. The Home Occupation will not be injurious or
detrimental to adjoining or abutting properties, nor
will it endanger the public health, morals, safety or
welfare, and it is in the public interest.
Mr. Brewer seconded the motion, which passed unanimously.
CONDITIONAL USE HEARING - THANHEISER. Application
for a Conditional Use Permit to operate a free-stand-
ing, pedestrian-oriented retail stand. Location:
Northeast corner of First and Lincoln Streets.
Mr. Carr reviewed the Department Report; Chairman Wight
opened the public hearing.

Horst Thanheiser spoke, explaining that they would be
open from 11 AM to 6 PM in the summer and from 11 AM to 3
PM in the winter. The location will be the same as last
year. Chairman Wight closed the public hearing.

Mr. Downie moved to recommend granting a permit for one
year under the original conditions. Mr. Hulett seconded
the motion, which passed unanimously.
SHORELINE MANAGEMENT HEARING - CROWN ZELLERBACH.
Request for a Substantial Development Permit for a
fuel oil tank farm and related product handling
facilities. Location: Ediz Hook and Port Angeles
Harbor. (Continued from January 12, 1983.)
Chairman Wight explained that the Department of Ecology
had not issued a written threshold determination regard-
ing this application; therefore, the Planning Commission
would take no action tonight, however, testimony could be
received. The Commission then voted to open the public
hearing and receive testimony. Chairman Wight opened the
public hearing.
Bob Morgan, Crown Zellerbach, introduced the other
members of the application team: Western Transport, Inc.,
a subdivision of Crown Zellerbach, and British Petroleum,
explaining that they would make a presentation on their
specific areas of involvement in the operation. They
then provided a general overview of the project, a
description of the tank farm and the Crown Zellerbach
properties, a description of the fueling operation,
including a slide presentation, and responded to ques-
tions from the Commission and public. Rosemary Cockrill,
Del Price, Clay Betting and Hattie Berglund asked speci-
fic questions regarding the nature of the operation. The
applicants provided information pertaining to those,
where possible, as did the Commission and Staff. The
Chairman then announced that the Commission would stop
receiving testimony at this point in the public hearing
and requested Staff to provide information on some of the
issues that had arisen.
Mr. Brewer moved that the hearing be continued to
March 9, 1983. Mr. Anderson seconded the motion, which
passed unanimously.

VI STAFF REPORTS
Commercial Land Use.
The Commission and the staff reviewed the background data
on the commercial zoning effort and decided that the
population and commercial land use projections and other
background data provided for developing the mapping of
commercial zones for the City was aqequate.

VII REPORTS OF COMMISSIONERS
Messrs. Downie and Brewer announced that they would be
leaving the Commission either the end of March or upon
conclusion of the ~rown Zellerbach hearing if it occurred
after March.
VIII ADJOURNMENT
The meeting was adjourned at 10:15 P.M.
