I CALL TO ORDER
Chairman Glass called the meeting to order at 7:06 P.M.
II ROLL CALL
Members Present: Mike Lemon, Ted Puckett, Jim Hulett, Donna
Davison, Dick Wight, Jerry Glass.
Members Absent: Gary Cissel.
Staff Present: Paul D. Carr, Jeff Abram.
III APPROVAL OF MINUTES
Mr. Lemon moved to approve the minutes of the January 28,
1987, meeting as submitted. Mr. Puckett seconded the
motion, which passed unanimously.
IV PUBLIC HEARINGS
SHORELINE MANAGEMENT HEARING - CROWN Z: Reque s t to
construct a bulk storage silo tank at the existing Mill
site on Marine Drive at Ediz Hook. Location: Marine
Drive.
Mr. Carr reviewed the Department Report. Chairman Glass
opened the public hearing.
Bruce Beane of Crown Zellerbach explained that presently the
clay is stored in bags on palletts throughout the Mill. The
proposed tank will be constructed of steel. The clay will
be trucked in and then blown into the tank which has filters
to catch dust from the operation.
Julie Gillespie, a resident of the area, asked about the
life of the tank and the effectiveness of the filters. Mr.
Bean explained that the tank would last 50 to 100 years, and
possibly longer. They will be using one and one-half times
the recommended amount of filtering material. Chairman
Glass closed the public hearing.
Mr. Wight moved to recommend approval of the Shoreline
Substantial Development Permit, citing the following
finding:

The proposed development is an upgrade of an existing
activity on the Crown Zellerbach Mill facility.
Accordingly, the permit complies with General
Regulation C.1 and C.4.
Ms. Davison seconded the motion, which passed unanimously.
STREET VACATION HEARING - MERRILL & RING, INC.:
Request for vacation of a portion of "F" Street
abutting Lot 1, Block 119, and Lot 7, Block 115, TPA,
lying north of the 4/5 alley. Location: "F" Street
north of the 4/5 alley.
Mr. Carr reviewed the Department Report. Chairman Glass
opened the public hearing.

Dick Stroble of M & R Timber, Inc., explained that they own a
wedge-shaped piece of property (Sampson Land Donation) which
truncates the "F" Street right-of-way south of the bluff.
They intend to subdivide the property to create view lots
and vacation would result in better shaped lots. He
anticipated four lots approximately 57 feet in width and one
larger lot to the west of "F" Street that could possibly be
sold in portions to the abutting property owners. Mr.
Steele, co-petitioner, explained that the right-of-way would
not serve as a good street-end view park because it does not
extend all the way to the bluff. Mr. Stroble noted that a
house could be build directly north of the "P" Street right-
of-way on their property.
Staff noted that there were ten street-ends on the top of
the bluff between the Truck Route and Crown Park to the
west. This is the only one that has private property
between it and the top of the bluff. The Corrunission
discussed the importance of retaining all rights-of-way on
the bluffs for street-end view parks versus the utility of
this specific right-of-way, since there was private property
to the north.
Following considerable discussion, Chairman Glass closed the
public hearing.
Mr. Lemon moved to recorrunend approval of the street
vacation, citing the following findings:
1. The vacation will not affect traffic patterns, public
safety, or utility services in the area because of the
topography.

Vacation would facilitate development and increase the
tax base of the community.

Because there is private property to the north of the
right-of-way that could be developed and thereby block
the view of the Harbor, this section of right-of-way
has limited value as a potential view park and is
better developed as residential use.
Mr. Hulett seconded the motion, which passed 5 - 1, with Ms.
Davison voting "No" because the right-of-way still has
potential as a recreational view site and should be retained
in the public interest for that reason.
STREET VACATION REQUEST - PRIEST: Request for vacation
of a portion of the right-of-way north of Highway 101
on First Street east of Alder Street, TPA. Location:
First Street east of Alder Street.
Mr. Carr reviewed the Department Report, noting that this
was a bookkeeping measure between the City, State and the
applicants to quiet title to property which the applicants
had already purchased from the State. Chairman Glass opened
the public hearing.
There was no one present to comment, so the public hearing
was closed.
Mr. Lemon moved to recommend vacation of the subject right-
of-way because it will clear title to property that has
already been considered privately owned. Mr. Hulett
seconded the motion, which passed unanimously.
V COMMUNICATIONS FROM THE PUBLIC
None.
VI STAFF REPORTS
Mr. Carr requested a special meeting on February 18, 1987,
to continue processing of current applications. The
Commission concurred.
The February 25th long-range Planning meeting would be a
joint meeting with the City Council to discuss the Harbor
Plan.
VII REPORTS FROM COMMISSIONERS
Mr. Lemon noted that the beauty salon Home Occupation that
was denied should be reviewed for compliance. Staff would
investigate.
