I CALL TO ORDER
Chairman Glass called the meeting to order at 7:05 P.M.
II ROLL CALL
Members Present: Lorraine Ross, Ted Puckett, Jim Hulett,
Dave Burns, Donna Davison, Jerry Glass.
Members Absent: Gary Cissel.
Staff Present: Paul D. Carr, Dan VanHemert, Jeff Abram.
III APPROVAL OF MINUTES
Ms. Davison moved to approve the minutes of the January 22,
1986, meeting as submitted. Mr. Burns seconded the motion,
which passed 5 - 0 with Mr. Hulett abstaining.
IV PUBLIC HEARINGS
CONDITIONAL USE HEARING - McMICKEN. Request for a
Conditional Use Permit to allow an electronics repair
sales/ service business as a Home Occupation in the
RS-7, Single-Family Residential District. Location:
817 East Sixth Street (Continued from January 8, 1986.)
Mr. Carr requested this item be continued for one month.
Mr. Hulett moved to continue the item to the March 12, 1986,
meeting. Mr. Puckett seconded the motion, which passed
unanimously.
CONDITIONAL USE HEARING - TINA STOSSEL. Request for a
beauty shop as a Home Occupation in the RS-7,
Single-Family Residential District. Location: 1216
South "A" Street.
Chairman Glass read the letter from Ms. StoBsel withdrawing
the application. Ms. Ross moved to accept the withdrawal.
Ms. Davison seconded the motion, which passed unanimously.

CONDITIONAL USE HEARING - DAVIS. Request for a
Conditional Use Permit to allow a beauty shop as a Home
Occupation in the RS-7, Single-Family Residential
District. Location: 736 East Caroline. (Continued
from January 8, 1986.)
Mr. Carr reviewed the Department Report and distributed a
four-space parking arrangement. Chairman Glass opened the
public hearing.
Linda Davis stated that she did not have any problem with
the revised parking arrangement. Their family owns two
vehicles; however, her husband works off-site during the
day. Chairman Glass closed the public hearing.
Ms. Ross moved to recommend granting the Conditional Use
Permit, subject to the following conditions:
1.
That there be no exterior display, sign or facade
treatment that would change the residential character
of the building and that the south elevation of the
building under construction be submitted to the
Planning Department for review to ensure compliance
with this condition.

2.
The hours of operation be from 9 AM to 5 PM, Monday
through Saturday only.
3. One 2A10BC dry chemical fire extinguisher be provided
on the premises.
4. A parking lot layout that provides space for two resi-
dent vehicle spaces and two graveled customer vehicle
spaces, and complies with the Parking Ordinance design
requirements, be provided to the Planning Department
prior to occupancy of the building and the spaces be
improved prior to operation of the beauty salon.
stating that with the conditions, the proposed Home Occupa-
tion would comply with the Home Occupation requirements of
the Zoning Code. Ms. Davison seconded the motion, which
passed unanimously.
CONDITIONAL USE HEARING - MICHAEL HASTINGS. Request
for a Conditional Use Permit to allow a one-person
legal practice as a Home Occupation in the RS-7,
Single-Family REsidential District. Location: 721
East Fifth Street.

Mr. Hastings was not in the audience. Accordingly, Ms. Ross
moved to continue this item to the end of the agenda. Mr.
Puckett seconded the motion, which passed unanimously.

STREET VACATION HEARING - HERMANN/SUNSET WIRE ROPE.
Request for vacation of that portion of Pine Street
lying between Blocks 49 and 50, TPA. Location: pine
Street.
Mr. Carr reviewed the Department memo.
opened the public hearing.
Chairman Glass
Mr. Hermann was available to respond to questions. Chairman
Glass closed the public hearing.
Mr. Hulett moved to recommend vacation of the subject right-
of-way, subject to the retention of a 20-foot easement for
utility purposes, and citing the following findings:
A. There will be no adverse impact upon traffic patterns,
development patterns, and public welfare.
B. With the retention of a utility easement, the existing
power and water lines can be maintained.
c. The vacation will place property on tax rolls, enhanc-
ing the tax base of the community.

Mr. Burns seconded the motion, which passed 5 - 0, with Ms.
Ross abstaining.
TEMPORARY USE HEARING - SEA FARM OF NORWAY. Request
for a Temporary Use Permit allowing a mobile office to
be located in the CBD, Central Business District.
Location: 117 Railroad Avenue.
Mr. Carr reviewed the Department Report. Chairman Glass
opened the public hearing.
Fernando Nuez of Sea Farm of Norway explained that they
desire to place an 8' x 25' trailer on the dock. The
trailer will be rented and would be there for a maximum of
one year. There were two trailers there approximately three
years ago. Chairman Glass closed the public hearing.
Ms. Ross moved to recommend granting a Temporary Use Permit
for a mobile office for Sea Farm of Norway, subject to the
following conditions:
1. The trailer shall be for office use only.
2.
The exact location of said trailer to be reviewed by
the Light Department so as not to conflict with the
existing transformer.

3. The trailer shall be approximately the same dimensions
as the photograph submitted in the application.
4. A smoke detector and fire extinguisher shall be
installed.
5. The permit shall not be extended.
Mr. Hulett seconded the motion, which pass"ed 5 - 1 with Mr.
Burns voting "No".
CONDITIONAL USE HEARING - BEAUFORD McCREA. Request for
a duplex activity to operate in the RS-7, Single-Family
Residential District. Location: 1805 West Fourth
Street.
Mr. Carr Reviewed the Department Report. Chairman Glass
opened the public hearing.
Mr. McCrea explained that there is a smoke detector in the
house and he owns a fire extinguisher. Chairman Glass
closed the public hearing.
Ms. Davison moved to recommend approval of the Conditional
Use Permit for a duplex, citing the following findings:
l. The proposed use would be compatible with the purpose
and intent of the zone and the surrounding residential
uses, because dwelling unit density will not increase
and the structure will retain a single-family appear-
ance.
2. The proposed duplex will not introduce detrimental
impacts upon the abutting properties, because the
amount of traffic increase will not be noticed on the
Fourth Street and Hill Street arterials, and the
appearance of the structure will not change.
3. The property contains more than the minimum area re-
quired for a duplex.
Ms. Ross seconded the motion, which passed unanimously.
TEMPORARY USE HEARING - LIGHTHOUSE CHRISTIAN CENTER.
Request for an Extension of a Temporary Use Permit
permitting a temporary trailer to be located during
construction of the new facility. Location: 326
Viewcrest.
Mr. Hulett left the hearing room because of the appearance
of fairness.

Mr. Carr reviewed the Staff memo, noting that the original
Temporary Use Permit was granted in 1982. Chairman Glass
opened the public hearing.
G. L. Gustafson, a member of the Church, explained that the
trailer was occupied by a young couple who provide security
and caretaking for the building. Eventually, a permanent
caretaker1s house will be built but there is no specific
construction date. Chairman Glass closed the public
hearing.
Following further discussion, Ms. Ross moved to recommend
granting an extension for a one-year period, subject to the
original conditions, citing the financial circumstances
pertaining to the Church as findings. Mr. Puckett seconded
the motion, which passed 3 - 2 with Ms. Davison and Mr.
Burns voting "No" because extension of the permit defeated
the purpose of Temporary Use Permits and the trailer is
obviously a permanent use.
Mr. Hulett returned to the hearing room.

CONDITIONAL USE HEARING - FRICK. Request to allow a
machine shop to locate in the LI, Light Industrial
District. Location: 308 South Valley Street.
Mr. Carr reviewed the Department Report.
opened the public hearing.
Chairman Glass
Ed Brown, nearby resident, expressed concern about slides
from the hillside if a structure is built in that area. He
recommended that soils studies and erosion control measures
be undertaken. Mr. Frick explained that he proposes to
build on the front two lots and will use the westernmost
lot, which is in bluff, as a buffer. He does not anticipate
excavating the hillside. Chairman Glass closed the public
hearing.
Mr. Hulett moved to recommend granting the Conditional Use
Permit with the condition that City staff review the build-
ing permit to assure protection of the bank~ and citing the
following findings:
A. If the processing remains inside the building, the
proposed use should not introduce exterior nuisance
factors, such as noise, glare, air and water pollution,
to adjacent non-industrial property.
B.
The Valley Creek Ravine hillside provides additional
buffering between the proposed use and the nearby
residential districts.

C. The proposed use has good access to nearby manufactur-
lng uses that could use the products.
Ms. Ross seconded the motion, which passed unanimously.
ZONING CODE AMENDMENT - SIGNS IN PBP. Request for a
Code Amendment to the Zoning Code, Ordinance 1709, as
amended, expressly identifying hospitals as a permitted
use and permitting lighted signs in the PBP, Public
Building and Parks District. Location: All Public
Building and Parks Districts.
Ms. Davison left the hearing room on the appearance of
fairness.
Mr. Carr reviewed the Department Report. Chairman Glass
opened the public hearing.
Harold Buck, of Olympic Memorial Hospital, was available to
respond to questions. Following a brief discussion, Chair-
man Glass closed the public hearing.
Mr. Burns moved to recommend approval of an amendment to the
PBP Zoning District to allow lighted signs for utility
structures and hospitals and to expressly list hospitals as
permi tted uses. Mr. Hulett seconded the motion, which
passed 5 - O.
Ms. Davison returned to the hearing room.
Ms. Ross moved to continue the Hastings Conditional Use
Permit Request to the March 12, 1986, meeting. Mr. Hulett
seconded the motion, which passed unanimously.
V COMMUNICATIONS FROM THE PUBLIC
None.
VI STAFF REPORTS
Mr. VanHemert distributed the public hearing copy of the
proposed single-family residential districts.
Mr. Carr distributed the Public Information Brochures that
had been printed.
VII REPORTS OF COMMISSIONERS
Chairman Glass asked about the Victorian Boarding House
advertisement. Mr. VanHemert explained that the operator
has stated that business was not in operation.
