PLANNING COMMISSION

I CALL TO ORDER
Chairman Hulett called the meeting to order at 7:10 P.M.
II ROLL CALL
Members Present: Lorraine Ross, Dick Anderson, Jim
Hulett, Jerry Cornell, Brad Banner
Members Absent: Todd Holm and Ted Puckett
Staff Present: Paul D. Carr, Dan VanHemert
III APPROVAL OF MINUTES
Mr. Anderson moved to approve the minutes of the February
8, 1984, meeting as submitted. Mr. Cornell seconded the
motion, which passed unanimously.

Mr. Cornell moved to approve the minutes of the February
15, 1984, meeting a submitted. Ms. Ross seconded the
motion, which passed unanimously.

VI STAFF REPORTS

Following considerable discussion regarding view blockage,
solar protection, economic constraints, and site con-
straints, the Commission decided that the maximum height
in the area north of Railroad Avenue should be determined
during the Shoreline permit review and maximum height
outside the Shoreline area be 45 feet outright, but could
extend above that by Conditional Use Permit. Staff was
directed to prepare guidelines to that effect for incor-
poration into the proposed Central Commercial District.

The Planning Commission decided to make parks and public

in excess of 63,000 square feet" as a Conditional Use was
changed to "developments in excess of 63,000 square feet
land area" as a conditional use.

The Commission then discussed apartments in commercial
zones, and the appropriateness of a distinction between
an Arterial Commercial Zone and a General Commercial
Zone.

The Planning Commission decided to discuss Neighborhood
Commercial at the next meeting.
Mr. VanHemert suggested of April 18, 1984, (third Wednes-
day) for a Short Course on Planning conducted by the
Planning & Community Affairs Agency. The Commission
tentatively scheduled the meeting and inquired about
conducting it jointly with the County Planning Commission.
VII Chairman Hulett inquired about better ways to make appli-
cants actually construct in the manner that was promised
during public hearings.
Mr. Cornell expressed concern about atendance at meetings.
There were no other reports of Commissioners.
VIII The meeting adjourned at 9:25 P.M.
