PLANNING COMMISSION

I CALL TO ORDER
Chairman Wight called the meeting to order at 7:12 P.M.

Members Present:
Larry Leonard, Jim Hulett, Bob Philpott,
Donna Davison, Jerry Cornell, Jerry
Glass, Dick Wight.
Members Absent:
None.

III APPROVAL OF MINUTES
Ms. Davison suggested wording clarifying her "no" vote in
regard to the "F" street Harborview subdivision preliminary
plat,
.
Chairman Wight added his comment indicating the Planning
commission will require a Public Works Engineer and Light
Department representative to be present at any future
preliminary or final subdivision hearing.
Ms. Davison moved to approve the minutes of the February 8,
1989, meeting as corrected. Mr. Cornell seconded and the
motion carried unanimously.
IV PLANNING STUDIES
Discussion of the Adult Entertainment Ordinance Draft
After considerable discussion of the draft adult entertain-
ment ordinance, Mr. Glass moved to set a public hearing on
the ordinance for the April 12, 1989, meeting of the
Planning commission. Mr. Leonard seconded the motion,
which passed unanimously.

Commission members directed staff to get an interpretation
from the City Attorney on Page 4, items 1 and 2, a, b, c, d,
and e, regarding the waiver procedure of the separation
requirements of the Ordinance prior to the April 12th
meeting. It was also suggested that the annual fee for the
Conditional Use Permit be reduced to $90, in order to be
consistent with other Conditional Use Permit application
fees charged by the city.

V INTERPRETATION
Request for interpretation of the permissibility of an
outpatient counseling service for alcohol and substance
abuse treatment in the RMF, Residential MUlti-Family
District.
Mr. Miller stated the Department had received a request for
an interpretation of the permissibility of an outpatient
alcohol and substance abuse treatment facility proposed for
the RMF, Residential MUlti-Family District.
There was discussion of the permitted and conditional uses
allowed in the Residential MUlti-Family District. The
Commission concurred that the proposal is a commercial use,
more likened to a clinic or a doctor's office, and
therefore not permitted in the Residential MUlti-Family
District.
Mr. Cornell moved to interpret that the requested use is not
a permitted or conditional use in the Residential Multi-
Family District. Ms. Davison seconded the motion, which
passed unanimously.

VII STAFF REPORTS

VIII REPORTS OF COMMISSIONERS
Mr. Leonard asked what the status is for the adult congre-
gate care ordinance. Mr. Miller said that a committee has
been formed to review the ordinance.
The Commission discussed the issue of congregate care in
general.
Mr. Glass moved to request the Council include Commissioner
Leonard in the committee. Mr. Leonard seconded the motion,
which passed unanimously.
Chairman Wight opened discussion on the proposed update of
the City's Comprehensive Plan. He urged Commission members
to consider ways to begin the study.

Mr. Miller said the Comprehensive Plan is intended as
general guidelines for development and is a well-written
document. He suggested the commission may wish to set new
goals or refine current goals listed in the Plan.
Mr. Glass moved to instruct each Commission member to list
five items of interest or concern to be discussed and
compared to existing Plan guidelines and policies at the
March 22nd meeting. Mr. Cornell seconded the motion, which
passed unanimously.
Mr. Philpott requested the Planning Department contact the
Public Works Engineering Division to investigate the
infrastructure needs and impacts with regard to an
annexation east of the present City limits to Morse Creek.
Mr. Hulett reported Kelly's Day Care at 809 South Pine has a
sign that appears to be larger than is allowed for the Home
Occupation. The Associate Planner will investigate.
Mr. Glass gave a brief review of the outcome of the Permit
Review Process Committee meeting and the action taken by the
City Council.
