I CALL TO ORDER
Chairman Glass called the meeting to order at 7:04 P.M.
II ROLL CALL
Members Present: Lorraine Ross, Ted Puckett, Jim Hulett,
Gary Cissel, Dave Burns, Donna Davison,
Jerry Glass.
Members Absent: None.
Staff Present: Paul D. Carr, Dan. VanHemert.
III APPROVAL OF MINUTES
Ms. Davison moved to approve the minutes of February 12,
1986, with an amendment to the Temporary Use Hearing for
Lighthouse Christian Center, noting that the original TUP
was granted in 1982. Mr. Puckett seconded the motion, which
passed uanimously.
IV COMMUNICATIONS FROM THE PUBLIC
None.
V PUBLIC HEARINGS
Proposed Residential Single-Family Districts, RS-7 and
RS-9.
Mr. Carr explained the public notification efforts and
public involvement acti vi ty by the Department. Mr.
VanHemert reviewed the specific changes in the proposed
single-family residential districts. Chairman Glass opened
the public hearing.
Larry Leonard explained that lending institutions are not
concerned if wheels, tongues, axles, and similar appurten-
ances are removed. Chairman Glass noted that the Federal
lending institutions required removal of this equipment.
Mr. Leonard explained the occupancy rate in the current
County mobile home parks. Lou Sagle of Lamplighter Mobile
Homes, explained how manufactured homes are installed on
lots. Considerable discussion regarding the four conditions
attached to manufactured housing as permitted uses ensued
between the Commission, staff and audience. The Commission

also discussed private stables in the RS-9 District and
lighted signs for utility structures. Chairman Glass closed
the public hearing.
Following further discussion among the Commission, Ms. Ross
moved to recommend adoption of the proposed RS-9 and RS-7
Residential Single-Family Zoning Districts, with the
following amendments:
1. That the provisions for private stables in the existing
RS-9 Code be included in the proposed RS-9 District.
2. That utility substations be allowed to have 20 square-
foot signs, lighted.
3. That a requirement that no more than one foot of the
skirting is visible above grade be added to Condition 3
of the manufactured homes section.
4. That a Condition 5 prohibiting service of manufactured
homes by private power poles be added to the manufac-
tured homes section.
Mr. Puckett seconded the motion, which passed unanimously.
Ms. Ross moved to recommend the Planning Department request
amendment to the City's Building Codes to adopt by reference
the State guidelines for the installation and set-up of
manufactured homes. Mr. Hulett seconded the motion which
passed unanimously.

Mr. Carr discussed mapping in the City.
