I CALL TO ORDER
Chairman Glass called the meeting to order at 7:04 P.M.
II ROLL CALL
Members Present: Mike Lemon, Ted Puckett, Jim Hulett, Dick
Wight, Donna Davison, Jerry Glass.
Members Absent: Gary Cissel.
Staff Present: Paul D. Carr, Otto Miller, Bruce Becker.
III APPROVAL OF MINUTES
Mr. Puckett moved to approve the minutes of the February 11,
1987, meeting as submitted. Mr. Wight seconded the motion,
which passed 5 - 0, with Ms. Davison abstaining.
IV PUBLIC HEARINGS
CONDITIONAL USE HEARING - BURKE. Request for a
Conditional Use Permit to allow the "Weenie Wagon", a
Retail Stand, to locate in the CBD, Central Business
District. Location: Northeast corner of Lincoln and
First Streets.
Mr. Miller reviewed the Department memo. Chairman Glass
opened the public hearing.
In response to questions, Mr. Burke explained that the
"Weenie Wagon" was operated Monday through Saturday from
approximately 10 AM to 3:30 PM, for four to five months.
They do not anticipate changing the operation which has been
at this location for approximately six years. Chairman
Glass closed the public hearing.
Ms. Davison moved to recommend approval, subject to four
conditions. Following further discussion, Ms. Davison
withdrew the motion.
Mr. Wight then moved to recommend approval of the Retail
Stand Conditional Use Permit, subject to the following
conditions:

1. A 1A5BC or larger fire extinguisher be available for
use and attached to the "Weenie Wagon" as proposed.
2. That the applicant sign a hold-harmless agreement with
the City.
3. I f the Retail Stand proves to be an impediment to
pedestrian traffic, the use will vacate the site on
inspection by and order of the City Engineer.
4. This Permit shall be valid for a two-year period.
5. The period of operations shall be April to October (six
months) ;
and citing the following findings:
A. This project is consistent with the City of Port
Angeles Zoning Ordinance.
B.
This project will not be detrimental to the health,
safety, morals, comfort, or general welfare of persons
residing in the neighborhood.
C.
This project has been found to be categorically exempt
from SEPA.
Mr. Hulett seconded the motion, which passed 6 - O.
CONDITIONAL USE HEARING - KOCH. Request for a
Conditional Use Permit to allow a private counseling
practice as a Home Occupation, located in the RS-9,
Single-Family Residential District. Location: 2535
West Tenth Street.
Mr. Carr reviewed the Department Report. Chairman Glass
opened the public hearing.
Marge Koch Critchfield explained that approximately one-half
of her work is seminar and workshops conducted elsewhere.
If the business increases to approximately five clients per
day, she will use an existing Downtown office that she
shares with another professional. Only individual and
family counseling will be conducted at the home. Her
counseling focuses on grief, bereavement, stress management,
relationships, and does not include drug and alcohol or
serious mental health issues. Chairman Glass closed the
public hearing.
Mr. Lemon moved to recommend approval of the Conditional Use
Permit, subject to the following conditions:

1. The hours of operation be from 9 AM to 5 PM, Monday
through Friday.
2. The Home Occupation shall be four to five clients per
day by appointment and one client per appointment only.
A family receiving counseling is considered one client.
3. One 2AIOBC fire extinguisher be installed.
4. Four parking spaces be designated, two for the
residents, two for clients;
and citing the following findings:
A. Provided the conditions are attached, the proposed Home
Occupation can comply with the Home Occupations Chapter
of the Zoning Code.
Ms. Davison seconded the motion, which passed unanimously.

CONDITIONAL USE HEARING - ANGELES MEDICAL SUPPLY.
Request for a Conditional Use Permit to allow a
business supplying medical supplies and durable medical
equipment to locate in the OC, Office Commercial,
District. Location: 1004 Caroline Street.
Mr. Miller reviewed the Department Report. Chairman Glass
opened the public hearing.
Gary Gano, the applicant, explained that their delivery of
crutches, wheelchairs, etc., is from a storage warehouse
elsewhere. The proposed building will be used primarily as
a show room; thus he does not have need for a loading door
or zone. There currently is landscaping on the east side of
the property and it may be better to construct a handicapped
access ramp to the back door. There is no patient care
involved in the business. Following further discussion,
Chairman Glass closed the public hearing.
Mr. Wight moved to recommend approval, subj ect to the
following conditions:
1. Parking space No.4, as submitted,. should be omitted to
allow a loading zone and ramp for supplies entering and
leaving the building.
2.
The capacity of the rear door should be increased in
order to safely and adequately accommodate the
inherently heavy and awkward supplies characteristic of
the proposed service.

3. To facilitate the wheelchair ramp, proposed by the
applicant, parking space No. 3 should be designated as
a handicapped parking space.
4. A connecting concrete wheelchair access way should be
located along the eastern side yard, connecting with
the proposed wheelchair ramp, which should be located
at the front of the building for public safety; or to
rear access, subject to No.6.
5. As recommended by the Fire Department:
a. A portable fire extinguisher with a 2A10BC rating
will be required for each floor.
b. Address numbers must be visible from the street.
6. The project plans be submitted to the Planning Depart-
ment for review and approval prior to issuance of this
permi t ;
and citing the following findings:
A.
The proposal, as conditioned by the Department Report,
is compatible with the medical uses in the surrounding
area.
B. The commercial use of this property will not adversely
affect the surrounding properties.
C. The project will not result in any significant adverse
environmental impacts, and a determination of non-
significance is recommended.
D. Potential impacts of this proposal are mitigated by
Conditional Use Permit Conditions Nos. 3, 4, 5 and 6.
Mr. Lemon seconded the motion, which passed unanimously.
PARKING VARIANCE HEARING - COUGHENOUR. Request to
allow a reduction of the required parking spaces from 6
to 2 spaces, in association with a law practice,
located in the CSD-C2, Community Shopping District.
Location: 101 East Fifth Street.
Mr. Carr reviewed the Department Report. Chairman Glass
opened the public hearing.
Brian Coughenour provided a history of the building and its
architectural significance. He is presently trying to place
the residence on the Historical Register. He intends to
rehabilitate it into a professional law office for himself
and one support staff person. There would be room for
another professional and possibly support staff. The

Department of Interior Guidelines for Historic Preservation
do not encourage surrounding architecturally and historic-
ally significant buildings with parking lots. He prefers
not to install any parking for the building. His specific
use should only generate three vehicle space users: him-
self, his secretary, and a client. It may be possible to
lease spaces from the Church to the southwest or the Safeway
parking lot to the north. Nonetheless, most people will
park on the street because the proposed parking lot is at
the rear of the building and not near the entrance.
Mr. Coughenour's use of the facility does not generate much
demand for customer parking because he is in court two days
a week; dictating work another day; conducting phone work
the fourth day; and only receiving clients on the fifth day
of the week. He anticipates perhaps 16 customer vehicles
per week.
After further discussion, Chairman Glass closed the public
hearing.

Following further discussion among the Commission members,
Mr. Lemon moved to recommend granting a parking variance
from s~x to two spaces, subject to the following conditions:
1. The structure is established as an historic site,
complying with the regulations and procedures of the
Historic Preservation Act.
2. Two spaces be provided in the garage and vehicles must
park inside.
3 . Within one year the applicant provide the Planning
Department with a written report on the status of the
building on the Historic Register.
4. If the Historic Register application is denied or
additional professional or staff support people occupy
the building, the applicant shall provide four spaces
on-si te or wi thin 100 feet of the property, or a
combination thereof;
and citing the fo~lowing findings:
A. The proposed parking lot is inconveniently situated
with respect to the door and therefore would not likely
be used.

B.
The applicant has demonstrated during the pUblic
hearing that the actual demand for parking spaces will
be less than six.

C. There have been no complaints voiced during the public
hearing about the proposed reduction.
D. Granting the parking variance would enable preservation
of an existing structure that may have historical
value.
E. Granting of the parking variance would preserve some
green open space in a commercial area.
Ms. Davison seconded the motion, which passed unanimously.
CONDITIONAL USE HEARING/INTERPRETATION WILSON/
WINDFALL LUMBER. Request for a Conditional Use Permit
to allow a small lumber production and processing
operation to locate in the LI, Light Industrial
District. Location: Lower Elwha Road.
Mr. Carr explained that staff is requesting continuation
until March 25, 1987, in order to complete review of the
application. Bruce Murdoch, one of the applicants, was in
the audience to answer any questions.
Mr. Lemon moved to continue this public hearing until March
25, 1987. Ms. Davison seconded the motion, which passed
unanimously.
V COMMUNICATIONS FROM THE PUBLIC
None.
VI STAFF REPORTS
Mr. Carr noted that staff had had some difficulty obtaining
current information from Zarana Fisheries; therefore, if the
application remained incomplete, staff may be tabling it
rather than processing it at the next meeting.
Mr. Miller provided a brief background of his job history
and expressed pleasure at being"in Port Angeles.
VII REPORTS OF COMMISSIONERS
Mr. Hulett asked about the remodel of Port Terminal 4. Mr.
Carr provided a brief review.
Mr. Wight noted that the City and the Port appear to be
moving toward determining lead agency status on the Harbor
Plan.
Ms. Davison had a specific question on the Harbor Plan.
