I CALL TO ORDER
Chairman Ross called the meeting to order at 7:05 P.M.
II ROLL CALL
Members Present: Ted Puckett, Jerry Glass, Jim Hulett,
Lorraine Ross, Jerry Cornell, Gary Cissel
Members Absent: None; one vacancy
Staff Present: Paul D. Carr, Dan VanHemert, Gary Braun
III APPROVAL OF MINUTES
Mr. Cornell moved to amend the Minutes of the February 27,
1985, meeting to read that the Port of Port Angeles did not
oppose light industrial zoning west of the Airport runway,
and then moved to approve the minutes as amended. Mr.
Hulett seconded the motion, which passed unanimously.
IV PUBLIC HEARINGS
SHORELINE MANAGEMENT PERMIT ITT RAYONIER.
Application for a permit to replace wood pilings and
wood floor under the existing warehouse with 4,500
cubic yards of gravel fill and rock rip-rap at the
present mill site. (Continued from February 13, 1985)
Mr. Cissel moved to continue this hearing to the June 12,
1985, meeting, per the request of the applicant. Mr.
Cornell seconded the motion, which passed unanimously.
STREET VACATION REQUEST SCHOENFELDT/PEACOCK
Vacate portions of Vine Street and alley between Park
and Vashon Streets.
Mr. VanHemert reviewed the Department Report. Chairman Ross
opened the public hearing.
John Spiess, representing the Schoenfeldts, explained that
his clients assumed the right-of-way was vacated. John
Peacock, son of the Peacocks, provided additional history on
the vacations in the area. Chairman Ross closed the public
hearing.
Mr. Cornell moved to recommend vacation of the rights-of-way
subject to the following conditions:

1. That utility easements for sewer lines and electrical
facilities by retained by the City.
He cited the following findings:
A. Without rededication or grant of easement, the rights-
of-way cannot be used for public access or utility
purposes.
B. There are no immediate impacts on traffic patterns,
utility services, or public safety in this vicinity.
C. Consolidation of these rights-of-way into the adjacent
lots will assist in clearing title to the properties to
be placed on the tax rolls and enhance the tax base of
the community.
Mr. Puckett seconded the motion which passed unanimously.
SHORELINE MANAGEMENT PERMIT MERRILL & RING-
Application for a permit to allow expansion of the
existing wood chip facility including installation of a
chip belt conveyor, chip feeder and blower, along with
maintenance dredging adjacent to the existing pier.
Location: North side of Marine Drive, west of Port
Angeles Boat Haven.
Mr. Carr reviewed the Department Report. Chairman Ross
opened the public hearing.
Dick Stroble of M & R explained that they presently receive
eight vessels a year are now loaded. Expansion should not
increase the number of vesselsvessels, but would increase
the volume of chips. In response to a question, he noted
that wind-blown wood chips are not a problem with the
current pneumatic system. The mechanical conveyor will be
partially enclosed by a metal cover on top of the conveyor.
In response to another question, he explained that no
additional dolphins will be installed; therefore, it will
not interfere with the Boat Launch to the east. Chairman
Ross closed the public hearing.
Mr. Cissel moved to recommend approval of the Shoreline
Permit citing the following findings:
1. The proposed project conforms with the Shoreline Master
Program.
2.
The site is identified for industrial uses in the
Comprehensive Plan.
3. The proposed project complies with the City Zoning
Ordinance.

Mr. Puckett seconded the motion which passed 5 - 1. Mr.
Cornell voted "No" because there was inadequate understand-
ing of the effectiveness of the conveyor enclosure.
TEMPORARY USE HEARING - WARREN - Request for extension
of a Temporary Use Permit allowing the use of a mobile
home as a residence for elderly parents in the RS-7,
Single-Family Residential District. Location:
Northwest corner of 18th and Reyes
Mr. VanHemert reviewed the Department Report and noted there
had been no public comments on the extension. Chairman Ross
opened the public hearing.

Mr. Hulett moved to recommend approval of the extension for
a two-year period subject to the original conditions. Mr.
Cornell seconded the motion, which passed unanimously.

CONDITIONAL USE HEARING - THANHEISER - Request for a
Conditional Use Permit allowing a Retail Stand ("Weenie
Wagon ") in the Central Business District. Location:
Northeast corner of Lincoln and First Streets
Mr. VanHemert reviewed the Department Report, noting that
conditions have not changed for approximately four years and
there have been no complaints received. Chairman Ross
opened the public hearing.
Mr. Thanheiser explained that he complies with all the
conditions and would like a permit for longer than one year.
Chairman Ross closed the public hearing.
Mr. Cornell moved to recommend approving the retail stand
permit, subject to the following conditions:
1. That a fire extinguisher and power source approved by
the City Fire Chief be installed.
2. The applicant sign a hold-harmless agreement with the
City.
3. If the retail stand proves to be an impediment to
pedestrian traffic, the use will vacate the site on
inspection by and order of the City Engineer.

4. Permit shall be valid for two years.
Mr. Cissel seconded the motion, which passed unanimously.

CONDITIONAL USE PERMIT - HUETHER - Request for a
Conditional Use Permit allowing a beauty shop as a Home
occupation in the RS-7, Single-Family Residential
District. Location: 815 West Ninth Street
Mr. VanHemert reviewed the Department Report. Chairman Ross
opened the public hearing.
Penny Huether explained that she expected only one customer
at a time. Irene Krueder, 817 West Ninth, and Deah
Jacobson, 821 West Ninth, both support the Horne Occupation.
Chairman Ross closed the public hearing.
Mr. Glass moved to recommend approval of the Conditional Use
Permit, subject to the following conditions:
1. Only one operator be present.
2. Customers be notified that they must park in the
carport.
3. One 2AIOBC dry chemical fire extinguisher be installed
per NFPA #10.
He cited the following findings:
A. The beauty shop as a Home Occupation will not introduce
excessive noise, vibration or odor into this
residential area.
B. Properly controlled, vehicular traffic and on-street
parking will not be significantly increased.
c. The Home occupation will not adversely affect nearby
residential properties.
D. It will not endanger the public health, safety, morals,
or welfare and is in the public interest.
Mr. Puckett seconded the motion, which passed unanimously.
CONDITIONAL USE HEARING - MATTHEWS - Request for an
extension of a Conditional Use Permit allowing the
seasonal retail sale of bait and tackle as a Home
Occupation. Location: 323 East 13th Street
Mr. VanHemert reviewed the Department Report and noted there
had been no complaints in the last few years. Chairman Ross
opened the public hearing.
Mr. Matthews explained that he has removed the one sign that
was noted in the staff report. He has been at this location

for approximately 46 years. Chairman Ross closed the public
hearing.
Mr. Glass moved to recommend a two-year extension of the
permit, subject to the conditions attached in 1981 and 1983.
Mr. Puckett seconded the motion, which passed unanimously.
V COMMUNICATIONS FROM THE PUBLIC
None
VI STAFF REPORTS
Mr. Carr received confirmation from the Planning Commission
that the area in the Del Hur Periphery Zoning Resolution
that was designated F-3 in the County Zoning would be
classified LI in the Periphery Zoning Ordinance.
VII REPORTS OF COMMISSIONERS
Mr. Glass noted that his comments regarding bed and break-
fasts referred to those that had not been permitted,
because bed and breakfasts are not exempt.
Mr. Hulett observed that there were a number of used cars
for sale in Alberston's parking lot. Sections of the
Waterfront Trail south of the Boat Haven have some low
spots where ground water collects and. the paint stripe
was showing winter wear. He also requested an update
on the cross-walk at Eighth and Laurel near the bowling
alley and inquired about the merging arrows on Race
south of First Street.
