Minutes of Port Angeles Planning Commission meeting of March 18, 1969.
Present: Hunt, McHone, Treat, Driscoll, Dilling, Anderson, Hankins,
Building Inspector Willson.
Absent: None
Meeting was opened at 7:30 P.M., for the first time in the new
location of the Council Chambers and Municipal Court, Minutes of
the previous meeting were approved as received.
Old Business
(Tabled from 3/4/69) Charles E. Gilliland, 824 East Caroline,
had requested a variance to allow him to enlarge an existing single
family residence. The enlargement would bring the front of the
house to 18' 6u from the south margin of Caroline Street instead
of the 25' setback required in an RS-7 zone. After a short discussion,
the Planning Commission voted to recommend approval of the request.
New Business - Two variance requests had been received and properly
posted for hearing at this time.
Mr. C. C. McVicker Jr. of 136 West Columbus, had requested a
variance from the sideyard requirements of an RS-7 zone to enable
him to construct an attached double carport to two feet from his
property line. Mr. McVicker assured the Planning Commission the
carport is to remain unenclosed and that his neighbor on this side
of his property had no objections. Following a brief discussion,
the Planning Commission voted to recommend approval of this request.
Mr. Floyd McRevey of Uptown Motel Enterprises had requested
a Conditional Use Permit, a variance rom the sideyard requirements
and the percent-of-Iot coverage in an RMF zone to enable him to
construct a multipurpose building. This is to be in the form of
an addition to his existing motel unit on the southwest corner of
Second and Laurel Street intersection. A lengthy discussion
followed. Mr. McRevey described the building as a one-story, concrete
block building about 70' x 24', to be used, as occassionej requireS.,
for a lounge, exercise room or conference room for motel patrons.
The building would have to go to the west property line. Much of
the discussion centered around the off-street parking requirements,
particularly relative to parking as related to non-patron attendance.
The vote recommending approval was carried 4 - 2.
Other Business
Mr. Al Hanson was in to discuss the use of the former Smock
Music Store as a shop for ~ trophy sales and production.
Mr. E. L. McWilliams was in~relative to his proposed plat
of Seamount Estates. The Planning Commission set April I, 1969
as the date for the public hearing on the preliminary plat. Mr.
McWilliams was advised it is his responsibility for preparing and
posting the notices of the time, place and purpose of the hearing,
in accordance with the requirements of the subdivision ordinance. Mr.
McWilliams was also requested to provide the Commission with a copy
oL the posting and certification of the postings.

Old Business
Chas. E. Gilliland 824 East Caroline, request tor relief of
front yard set-back requirements in RS-7 zone. Tabled from last
week.
New Business
C. C. McVicker Jr. 136 West Columbus, variance requested to
permit construction of carport attached to house on front 2/3 of
property 2 feet from the property line instead of required 7 feet
in RS-7 zone.
Floyd McRevey, Uptown Motel; variance requested to construct
70' x 241, one-story multi-purpose building adjacent to west side
of existing motel unit on southwest corner of 2nd and Laurel inter-
section. This is proposed to go to property line instead of 7'
required in RMF zone. (% of lot coverage, parking????)
Council Action - At its meeting of March 6, 1969 the City Council
took the following action on items referred to it from the Planning
Commission meeting of March 4, 1969:

Trierweiler - Jehovahs Witnesses - mobile home- denied as
recommended.
Monnot - 1109 Craig Ave. - enlarge pre-existing non-conforming
SFR - approved as recommended.
McWilliams - Seamount Estates Plat - concurred with Planning
Commission.
David Stephens - Grace Street right of way south of Viewcrest
concurred with Planning Commission. Referred to City
Engineer
Following this meeting might be an opportune time for further study
on the zoning ordinance revisions.
