I CALL TO ORDER
Acting Chairman Hulett called the meeting to order at
7:00 P.M.

APPROVAL OF MINUTES

Mr. Brewer moved to approve the minutes of the March 9th
meeting as submitted; Mr. Anderson seconded the motion, .
which passed 4 - 0 with Mr. Hulett abstaining.
IV
HEARINGS
STREET/ALLEY VACATION HEARING - LAMB and HARPER.
Petition to vacate a portion of Fifth Street, a
portion of the 5th/6th alley, a portion of the
4th/5th alley, a Portion of Fourth Street, and a
portion of Sixth Street. Location: Fourth, Fifth
and Sixth Streets, west of Tumwater Access Road.

Mr. VanHemert reviewed the Department Report. The
Commission asked about the possible land-locking of Lots
12 and 13, Block 75. Staff advised that the owner of
these lots is a co-petitioner and some of these lots are
partially on the hillside. Acting Chairman Hulett opened
the public hearing.
Charles Lamb, representing the app~icants, stated that
the 20-foot easement from each bank of Tumwater Creek
could take as much as 70 feet of the property of the
right-of-way, since the Creek is 15 to 20 feet wide. The
applicants prefer 20 feet from the centerline of the
Creek. Acting Chairman Hulett closed the public hearing.

the City and still provide a usable area for the applicant.
Following the discussion, Mr. Ander~on moved to recommend
granting the street/alley vacations subject to the
following conditions:
1. That utility easements as requi~ed by the Light
Department be retained for the maintenance of the
existing electrical facilities.
2. That a floodway/drainage easement over Tumwater
Creek, extending 10 feet from the west bank and 20
feet from the east bank, under which the Tumwater
Creek cannot be further contained or altered without
the approval of the City be ret~ined and granted
where the Creek crosses the appiicants' lots.
3. That no further excavation occur at the base of
Tumwater Creek Ravine and that the Ravine, wherever
possible, be stablized with appropriate structures
and landscaped with grasses and shrubs suitable for a
steep slope.

He cited the following findings of fact:
A. With the exception of existing Light Department
facilities, the rights-of-way a+e not used for
streets and underground utilities and are not likely
to be so used in the future.
B. That the vacation will assist in the assembly of
industrially-zoned land in compiiance with Industrial
Policy No. 2 and Economic Objectives Nos. 1 and 2.
C. That the provision for stablization of the toe face
of the Ravine wall and the floodway easement over
Tumwater Creek will further Open Space Policies Nos.
2 and 3.
D. That the vacation of these rights-of-way will put
additional land on the tax rolls and be in the best
interests of the community.
Mr. Brewer seconded the motion. During discussion, the
Commission clarified that Condition No. 3 applied to all
the property in question, not just the rights-of-way.
Mr. Lamb acknowledged that he understood this fact. On
call for the question, the motion passed unanimously.
The Commission requested Staff investigate runoff from
the alley on the hill above the property in question.
Staff said they would look into it.'

COMMUNICATIONS FROM THE PUBLIC

VI PLANNING STUDIES
Commercial Land Use.
Mr. VanHemert, the Commission and Mr. Carr discussed the
principles, theories, and standards of commercial land
use location. Following the discussion, the Commission
requested a packet for preparing the zoning maps, which
would include standardized colors to be used for the
different land use zones, basic commercial principles,
directions, and maps. The Commission then decided to
discuss their individual proposed zoning maps at the
long-range meeting in April.
VII STAFF REPORTS
None.

VIII REPORTS OF COMMISSIONERS
Mr. Cornell asked if the Commission should look into the
relationship of the new Downtown Organization to the
parking requirements. Following a discussion, the
Commission decided that might be appropriate at a later
date.
In response to a question from Mr. Hulett, Mr. VanHemert
provided an update on the City's regulation of Jay
Ketchum's Dive Shop.
Mr. Hulett also requested the Staff investigate the size
of the sign at the Davils Hair House Conditional Use Home
Occupation on Boulevard.
Mr. Brewer asked what happened with the domestic services
home occupation that had not acquired a Conditional Use
Permit. Mr. VanHemert replied that they appeared to have
gone out of business.
