I CALL TO ORDER
Chairman Brewer called the meeting to order at 7:02 PM.

APPROVAL OF MINUTES

Mr. Anderson moved to approve the minutes of the March 11th
meeting as submitted. Mr. Whidden seconded this motion,
which passed unanimously.

STAFF REPORTS
1. Shor"eline"s Ordinance Amendment.
Mr. VanHemert explained that our Shoreline Master Program
does not state who responds to requests for letters of
exemption and handling minor administrative matters. Cur-
rently the Planning Department makes the responses. The
proposed amendment would make it official.
Mr. Bennett moved to recommend amendment of the Shorelines
Master Program to authorize the Planning Department to re-
spond to requests for letters of exemption and to handle
minor shoreline administrative matters. Mr. Downie seconded
this motion, which passed unanimously.
2. Kunce" Short Plat Appeal.
Mr. Carr reviewed the staff memo and the background on Ms.
Kunce's request for appeal of staff decision on her pro-
posed short plat. Chairman Brewer opened the discussion.

Ms. Kunce withdrew her request. Al Townsley, 1017 Flores
Street, asked if the Commission would be considering im-
provement requirements. Mr. Carr said that was set for
the City Council on April 7th. Ms. Kunce then said that
she would withdraw that request also.

V PLANNING STUDIES
1. Shor~ Plat Ordinance Review.
Mr. Carr briefly reviewed the background of the Short Plat
Ordinance. The Commission had asked Staff to investigate
some methods of equitably determining and achieving an
appropriate level of improvements for development in the
community. A proposal of the procedures section of the
new Short Plat Ordinance had also been prepared. The Com-
mission and citizens in attendance elected to discuss the
procedures portion of the Short Plat Ordinance.
Following considerable discussion, Staff was directed to
poll the other Departments to determine the least amount
of time that was necessary to adequately process short
plats. The Commission also requested that other Department
Heads be available at the next discussion of the Short Plat
Ordinance.
2. Hottle Occupation' Utility Charges.
Mr. Carr reviewed the Council's discussions on charging
commercial utility rates to home occupations, which resulted
in the referral to the Planning Commission. Chairman Brewer
commented that the big problem is dealing with those home
occupations which have never applied for a permit. Mr. Carr
said that once the utility charges question is resolved,
Staff will take action on those.
Mr. Bennett suggested that home occupations should be charged
commercial utility rates using a minimum annual income figure
as the cut-off line. Mr. Carr said that suggestion might have
some merit, as it would put the burden of proof on the appli-
cantj however, he will have to discuss it with the City At-
torney. Chairman Brewer asked if other cities charged com-
mercial utility rates; and Mr. Carr said he would investi-
gate.
The discussion was terminated.

Mr. Whidden: Asked about the "appearance of fairness" doc-
trine and the requirements for taping the public meeting.
Mr. Carr reviewed the Public Meetings Act and appearance
of fairness court cases.
Mr. Downie: Asked about several parking lots along First/
Front Streets which are not being paved. Mr. Carr said
he would inquire of the Public Works Department.

The meeting adjourned at 9:35 P.M.
