MINUTES PLANNING COMl\flSSION Port Angeles, Washington 98362 March 25, 1992 I. CALL TO ORDER Chairman Souders called the meeting to order at 7:00 pm ll. ROLL CALL Commissioners Present: Cindy Souders, Bill Anabel, Ray Gruver, Roger Catts, Bob Philpott, Larry Leonard, Bob Winters Commissioners Absent: None Staff Present: Brad Collins, David Sawyer ill. APPROV AL OF MINUTES Commissioner Philpott moved to accept the minutes of March 11, 1992 as corrected. The motion was seconded by Commissioner Anabel and passed unanimously. IV. REQUEST FOR INTERPRETATION: 1. Skerbeck: Auto repair in CSD, Community Shopping District Brad Collins presented staff's report, including a recommendation that the Planning Commission uphold the Planning Department's interpretation that automobile repair is not a service station and therefor is not a permitted use in the CSD-C2 zone. Mr. Collins also referenced a letter received from Mr. Skerbeck addressed to the Planning Commission dated March 2, 1992, which was included in the Commission's packet. The Commission then began a general discussion regarding this issue which included questioning the applicant about the exact location of the project. Mr. Skerbeck, 312 West Forest Avenue, indicated the project is located on the west side of C Street between 15th Street and 16th Street. As a result of the discussion it was determined that the property is actually located in the ! :..0 . . , PLANNING COMMISSION MINUTES March 25, 1992 Page 2 CSD-C 1 zone, not the CSD-C2 zone. In light of this fact, the Commission decided to continue on with the application with regards to the CSD-C2 zone and noted that dependent upon the Commission's decision, the applicant would have the option of applying for a zone change to the CSD-C2 zone. The Commission noted that tonight's decision would be for all of the City's CSD-C2 zones. That any future applications regarding this particular applicant's site would be considered independently with a decision based on the individual circumstances of that particular application. Discussion resumed regarding the interpretation with Commissioner's Leonard and Gruver agreeing that engine repair was historically included in the work performed at a service station. Motion, Commissioner Leonard moved that the Planning Commission make a determination that a business perfonning auto repair, including engine repair but not including body work and painting is the same as a service station. Commissioner Gruver seconded the motion. Commissioner Winters questioned whether there would be a limit on the size of such an operation and if that might cause a problem with adjacent permitted uses in the CSD-C2 zone. Staff responded that there would be no limit on the size of the business. V ote, the motion passed 5-2 with Commissioners Carts and Winters voting no. Chairman Souders revised the agenda moving Item VI, 1 ahead of Item V, 1. VI. STAFF REPORTS 1. Hospital Vicinity Zoning Review Brad Collins, presented staffs report and recommendation that the Planning Commission forward a recommendation to the City Council to initiate a rezone of property from RS-7 to OC as depicted on the map included in the Commission's packet. The Planning Commission invited the representative from the hospital to speak on the subject. Donna Davison, 939 Caroline Street, Port Angeles, stated that she supported staffs recommendation and asked if the following issues could also be considered, to allow parking in the OC zone as a stand alone use and to expand the DC zone to the east and square it off on the west. She also referenced a letter from the hospital to the Planning . . . PLANNING COMMISSION MINUTES March 25, 1992 Page 3 Commission dated March 25, 1992 which explained the hospital's increase in growth and expansion needs. Chairman Souders asked about any other Planning Commission decisions about parking in the OC zone. Staff stated that an application last year included a discussion on the subject as it related to that particular case, but it had not been dealt with on its own. Staff suggested that if parking is to be considered by the Planning Commission as a stand alone use in the OC zone that it be allowed only for parking that is associated with the hospital. Chuck Turner, 1207 E. 2th Street, Port Angeles, indicated that he supported the hospi tal's request. Commissioner Gruver asked Mr. Turner if there is a heavy demand for office space in the area or was is it mostly the hospital in need. Mr. Turner replied that he felt it was mostly the hospital's need. Commissioner Gruver said that it sounded to him that the need of the hospital was not expansion of the OC zone as much as it is the need to provide more parking. He suggested the Planning Commission address the parking needs of the hospital as a separate issue and not as part of an expansion of the OC zone. Donna Davison, 939 Caroline Street, Port Angeles, asked the Planning Commission to keep in mind her request regarding the change to the jog in the west side of the DC zone. Commissioner Catts indicated that he previously had a problem with that change when it was brought up before and he still does. Rob Linkletter, 1324 E. 1st Street, Port Angeles, stated that the hospital is trying to better plan for its various types of parking such as short term, long term, employee and public parking. Commissioner Philpott suggested they go with the original staff recommendation plus allow stand alone parking in the Oezone for the hospital. Commissioner Catts indicated he would like to consider those issues separately. Commissioner Gruver said he wanted them separated and the future needs of the hospital should be kept in mind when looking at the long range planning of the PBP zoning. . . . PLANNING COMMISSION MINUTES March 25, 1992 Page 4 Donna Davison, 939 Caroline Street, Port Angeles, indicated the hospital's current long range planning is reflected in the present expansion project and that additional long range planning will be addressed after the present projects are completed. Chairman Souders stated the issues which she felt should be addressed were the staff s recommendation, rezoning RS-7 property to PBP, stand alone parking allowed in the OC zone with a C.U.P and the coordination of long range planning between the City and the hospital. Motion, Commissioner Leonard moved that the Planning Commission recommend the City Council consider expanding the OC zone to square off the west side, stand alone parking in the OC zone with a C. U.P., expansion of the PBP zone as property becomes available and an overall review of the parking code. Conunissioner Winters seconded the motion. Vote, the motion passed unanimously 7-0. V. COMPREHENSIVE PLAN: 1. Traffic Patterns (continued from February 26, 1992) David Sawyer presented staffs report listing the following traffic issues that should be addressed in the review of the City's Comprehensive Plan, local traffic patterns, ferry traffic patterns, truck routes, pedestrian/vehicular conflicts, bicycle routes, regional traffic patterns and alternative Highway 101 bypass routes. Staff also referenced a letter included in the Commission's packet addressed to the City from the Port Angeles Downtown Association, the Port Angeles Business Association and the Port Angeles Chamber of Commerce dated July 9, 1990 regarding traffic issues. Much of the Planning Commission's discussion centered on the issue of the Highway 101 bypass with Commissioner Philpott passing on some of the views he heard from the public at the recent Growth Management Advisory Committee's neighborhood meetings. The Commission also discussed whether the Comprehensive Plan should have one planned bypass route or should include alternative routes as well. The Commission did note that it felt that the truck route should connect to the bypass route. The discussion also included suggestions to better handle the flow of ferry traffic downtown such as a temporary third lane of traffic in the direction of the peak flow. The Commission also recognized the issues included in the PADA, PABA and Chamber of Commerce's letter as well as noting the need to develop addition of additional east/west cross town routes. . . . REPORTS OF COMMISSION MEMBERS Commissioner Leonard referenced a letter the Planning Commission received from Robbie Mantooth regarding the clearing and grading ordinance and stated that he resented the tone of the letter. Commissioner Gruver also referenced the letter and stated that the Planning Commission had two objectives in mind when they started on the ordinance and these were to help protect environmentally sensitive areas and to give the City a hammer with which it can stop the problem of unregulated substantial clearing and grading by requiring a clearing and grading review when a building permit is not required. He indicated that he felt these two objectives had been met and that he agreed with Commissioner Leonard regarding the letter. Commission Leonard agreed. Commissioner Gruver also pointed out two articles he would make available to the Commission on planning, building and community desires. Commissioner Philpott thanked the planning staff for arranging the agendas so that the Highland Communities hearings (for which he will be abstaining) at either the beginning or the end of the meetings when possible. Commissioner Leonard brought up the issue of wetland delineation and staff infonned the Commission about an upcoming technical workshop on that subject that staff is scheduling with the Department of Ecology for May 6, 1992. The workshop will be held here in Port Angeles and Planning Commissioners are encouraged to attend. Commissioner Winters also commented on the wetland delineation issue and how it can affect the desirability of a piece of land. IX.
