I CALL TO ORDER
Chairman Hulett called the meeting to order at 7:25 P.M.

Members Present: James Hulett, Jerry Cornell, Brad Banner,
Lorraine Ross
. Members Absent: Todd Holm, Ted Puckett, Richard Anderson
Staff Present: Paul D. Carr, Dan VanHemert
III APPROVAL OF MINUTES
Mr. Banner moved to approve the minutes of March 14, 1984,
as submitted. Mrs. Ross seconded the motion, which passed 3
- 0, with Mr. Cornell abstaining.
4It IV COMMUNICATIONS FROM THE PUBLIC
None.
V PUBLIC HEARINGS
Vince Ingham - Consideration of request by Thunderbird
Boathouse to continue overnight camping at their
present location. Location: Ediz Hook West of Coast
Guard Station.
Mr. Carr reviewed the Department Report. Chairman Hulett
opened the public hearing.

Mr. Ingham explained the nature of the operation. Henry
Hamm, representing the Clallam County Health Department,
raised concern about disposal of holding tank effluent. If
water is provided to overnight campers, sewage disposal
would be a greater problem. Mr. Ingham explained that
people are required to dump their holding tanks uptown;
however, water is available. They do provide a sheet of
rules that campers are required to follow. Mr. Banner asked
if the Inghams would have any problems with a condition that
prevented filling of water tanks, to which Mr. Ingham
responded "no problem". Chairman Hulett closed the public
hearing.

Mr. Cornell moved to interpret that a recreational vehicle
park could be compatible in the M-2 Heavy Industrial
District as a conditional use. Mrs. Ross seconded the
motion which passed unanimously.
Mr. Cornell moved to direct staff to amend sections of the
Zoning Code to remove recreational vehicle parks from mobile
home parks. Mr. Banner seconded the motion, which passed
unanimously.
VI PLANNING STUDIES
Bob Jones, Superintendent of the Sanitation Division of
Public Works - presentation on Sanitary Landfill and
Solid Waste collection.
Bob Jones, Superintendent of the Sanitation Division made a
presentation on the Sanitary Landfill and Solid Waste
collection, including the proposed mechanized collection
program and disposal.
Zoning Districts - CC
Mr. Carr provided a brief review of the proposed Central
Commercial District. Following a brief discussion on the
45-foot height limitation with additional height through
Conditional Use, the Commission decided the proposed Central
Commercial District was ready for public consideration.
Mr. Banner moved to set a public hearing for consideration
of the proposed Central Commercial District of the zoning
Ordinance for April 25, 1984. Mrs. Ross seconded the
motion, which passed unanimously.
Mr. VanHemert reviewed the proposed General Commercial
District of the new Zoning Code. He also discussed the
proposed Neighborhood Commercial District. The concensus.of
the Commission was that the General Commercial District was
appropriate as written; that the Commission should review
the Neighborhood Commercial issue on~ more time, and then
map commercial areas. If time permits, the Commission would
review the Neighborhood Commercial at the April 11, 1984,
meeting.
VII STAFF REPORTS
Mr. VanHemert reminded the Commission that the Short Course
on Planning is scheduled for April 18, 1984.
