Minutes of the regular "meeting of the Port Angeles Planning
Commission April ~, 1965.
Members present were Anderson, Hunt, McGee, Reiners
and StranJe. Also present w~rc DIrector of Public Works
John B. Warder and Asst. City EngIneer Robert Willson.
Minutes of the two previous m~etin~s were read and
approved.
There were four hearings scheduled for this meeting
requestIng variances from the Zoniny o~dinance.
The first item taken up for consideration was the
application of Orville Brandland of 521 South Cherry Street
on property described as Lot 11 and t~e west 5 feet of Lot
12 Block Q2 Townsite. The request is for permission to
construct a small e foot by 12 foot addition to the present
old structure, giving the house a strai~ht line on the east
side instead of the present in~. In as much as the requested
variAnce would not be any nearer to the property line than
the balance ot the old structure which is 3 teet instead of
the required 5 feet, 4 motion was passed,wIth one dissenting
vote,recommending to the City Council the application be
approved.

The second request was from Richard L. ~rlmsley of
322 South Liberty Street which is for permission to make
an addition to his pre5ent home which would put the house
within 7 feet of the 4th Str~et property line. In as much
as this property is platted in a different manner than the
usual layout in our City making the side yard facin~ east
and w~st strp-et instead of thp north and south street and
furthpr the proposed improvement would not be objectionable
to the nei1hborhood. A motion was passed recommending to
the City Council the application be approved.
Next under consideration was the application of Wm. B.
Dennis tor a variance from the hold back regulation of Lots
17, 18, 19 and 20 Block 145 Townsite located at 4th and "L"
Streets. Due to the fact most of this property lies over
the hill past the old railroad right-of-way leaving a rather
small area on top for bui1din1 purposes,a motion was passed
recommendin1 to the City Council the hold back requirement
be reduced to 10 feet with the prlviso two lots be consider-
ed one building site only.

The next application under consideration was from L.
O. Madison on an involved piece of property at the corner-
of Caroline and Francis Streets described as the north 52
f@et of Lots 8 and 9 and the east 8 feet of the south S8
feet of Lot 8 and the west 12 feet of Lot 7 Block 37 N.R.
Smith Subdivision. Mr. Madison plans to build a duplex on
this property and request the hold back regulation be
modified to either 20 or 22 teet depending on the amount
of side or back yard required. There were two protest on

file objectin~ to this application one from Dr. Thomas W.
Madsen, who resides across the street from this property,
the other from W. L. Kidd, who owns a house located on the
cast end of this block. After A 10nJ discussion it was
decided to defer action until our next mpetin1 to give the
members of the Commission time to determine the hold back
already established in the block hy the existing houses.
Next item was consideration of a replat,to be known
as Ed]ecliffe Addition, as s~bmjttcd by DouJlas C. Baker
of Suburban tots 30,. j3 and 34. ^fter study of t~e pro-
pused plat with relation to lot arpas, accessibility, etc.,
a motion was passed recommendin] approval by the City
Council, with the following provisions to be a~reed to by
the owner and become a part of the approval.
Special Provisions - 7-A - Edgrcliffe Addition
Strppts: Owner to rough ~ra~e, City will ballast, then
maintain. Curb and qutter pavinj, whpn rp.quired,
will be paid for by the owners.

Sanitary Sewer: Owner to eOJineer and construct, City
will provide inspection.
Storm Sewer: Owner to en~ineer and construct, City will
provide inspection. Storm sewer must be completed
at the time 50% of the lots on 4th Strp.ct have been
sold.
Water: Owner to pay one half of the tap in fees, $2,400,
-plus $2,.000 to reach the area. Upon the above pay-
ment, tpe City will install mains in the subdivision.
Electricity: Customers ~n thp subdivision requestin] service
must pay for the cost of line construction re~uircd
to serve In excess of two hundred feet from existing
facilities.
Maps: Furnish a Mylar reproducab1e of approved plat.
Monuments: In~tallation of indicated plat monuments.
No furth~r business appearing meetin~ adjourned at
9:15 P.M.
