develop Terminal #4, located in the M-2, Heavy Industrial Dis-
trict. (Applicant has requested withdrawal of this applica-
t ion. )

2. SHORELINE MANAGEMENT PERMIT - SMA 89(03)96 - JOE SCHMITT
AND WATERFRONT ASSOCIATES, 121 East Railroad Avenue: Request
for a Permit to allow the replacement of 1 piling and add an
additional 7 pilings, with planking between, in association
with a charter boat service located at The Landing Mall site.
(Applicant has requested a continuance of the application.)
3. STREET VACATION REQUEST - STV 89(02)1 - PRIEST/ZIEGLER/
QUINN, a portion of Alder Street: Request for vacation of that
portion of Alder Street lying between Front and First Streets
abutting Block 133, TPA, along with the alley in said Block

4. APPEAL OF RETAIL STAND PERMIT DECISION - RTS 89{03)4 -
JOHN TANGEDAHL, 128 East Railroad Avenue: Appeal of the
Planning Director's decision concerning a Retail Stand appli-

5. CONDITIONAL USE PERMIT -CUP 89(04)7 - SOLGANICS, Critch-
field Road: Request to locate a sept age waste treatment and
utilization facility within the LI, Light Industrial District.

I CALL TO ORDER
Chairman Wight called the meeting to order at 7:00 P.M.

Jim Hulett, Dick Wight, Jerry Cornell,
Bob Philpott, Larry Leonard, Jerry
Glass.
Members Absent:
Donna Davison.
Staff Present:

III APPROVAL OF MINUTES
Mr. Cornell moved to approve the minutes of the meeting of
March 22, 1989, as submitted. Mr. Philpott seconded the
motion, which passed 5 - 0, with Mr. Glass abstaining.
IV PUBLIC HEARINGS

SHORELINE MANAGEMENT HEARING - SMA-SS(11)93 - SEA FARM
OF WASHINGTON: Request for a Shorel ine Substantial
Development Permit to develop Terminal #4, located in
the M-2 Heavy Industrial District. Location: Railroad
Avenue and Oak streets. (Applicant has requested
withdrawal of this application.)
Chairman Wight reviewed a letter from

Harry Murray, 3021 Seabeck Highway, Bremerton, read a
prepared statement into the record. Mr. Murray stated that
he has pending litigation in conjunction with Termial #4,
and requested this hearing be continued, rather than
withdrawn as the applicant requested.
Chairman Wight closed the public hearing.
Mr. Leonard moved to table the item until an op~n~on from
the city Attorney could be obtained. Mr. Cornell seconded
the motion, which passed unanimously.

Shoreline Substantial Development Permit to allow the

pilings, with planking between, in association with a

Location: 121 East Railroad Avenue. (Applicant has
reouested a continuance of the application.)
The applicant has submitted a letter requesting a
continuance of this application.
Mr. Cornell moved to continue this item to the May 10, 1989,
meeting of the commission, as requested by the applicant.
Mr. Philpott seconded the motion, which passed unanimously.

Chairman Wight asked if the applicant or a representative
was present in the audience. There being no representative
in the audience, Mr. Cornell moved to postpone the item
until the end of the agenda. Mr. Leonard seconded the
motion, which passed unanimously.
APPEAL OF RETAIL STAND PERMIT DECISION - RTS-89(03)4-
JOHN TANGEDAHL. Appeal of the Planning Director I s
decision concerning a Retail Stand application, located
in the CBD, Central Business District. Location: 128
East Railroad Avenue.
Mr. Miller reviewed the Department Report.

John Tangedahl, 128 East Railroad Avenue, was present for
questions. Mr. Tangedahl discussed the denial of his retail
stand permit by the Planning Director because the stand
could not comply with the Retail Stand Chapter of the City
Zoning Ordinance. Mr. Tangedahl explained he wished to
appeal the provision of the Ordinance indicating that no
outside power hook-up will be allowed for retail stands
within the City. He further stated he could not operate an
espresso cart without an outside power source. Mr.
Tangedahl read a letter from Marty Meyer, of Boyd Coffee
Co., Seattle. Mr. Meyer said that a retail stand would not

be able to offer an espresso service without a utility
source.
There was discussion between the Commission members and Mr.
Tangedahl as to other possible locations which would comply
with the Retail stand Chapter of the Zoning Ordinance.
Chairman wight closed the public hearing.
Mr. Cornell asked Fire Marshal Becker about the possibility
and the hazards involved in an extension cord to a stand,
such as an espresso stand.
Fire Marshal Becker indicated that a cord that was manu-
factured into the machine would be approved; however, an
extension cord longer than 15 feet would not be permitted
and that the cord would have to be protected from damage by
the public.

After further discussion, Mr. Cornell moved to set a public
hearing for the next possible Planning Commission meeting,
and directed staff to provide wording for a possible
amendment to the Retail Stand Chapter of the City Zoning
ordinance, utilizing the wording provided by the staff,
including limiting the length of electrical hook-up to be
within 15 feet of the stand, protected to the satisfaction
of the Fire Department, as well as limitations placed on
the location of the outlets so they are outside of walkways
which are accessible to public and private use. Mr. Glass
seconded the motion, which passed unanimously.
Mr. Leonard moved to extend consideration of the request for
appeal of Retail stand Permit, RTS-S9(03)4, to the April
26th meeting of the planning commission. Mr. Cornell
seconded the motion, which passed unanimously.
CONDITIONAL USE HEARING CUP-S9(04)7 SOLGANICS:
Request to locate a septage waste treatment and
utilization facility within the LI, Light Industrial
District. Location: Critchfield Road.
Chairman Wight noted the memo indicating an attached letter
from staff had been sent to the applicant requesting more
information on the septic disposal site for approximately
120,000 gallons per month.

Mr. Glass moved to continue the item to the May 10, 1989,
meeting of the Commission. Mr. Philpott seconded the
motion, which passed unanimously.

Chairman wight asked if anyone representing the item was in
the audience, and receiving no response, asked if staff had
contacted the applicant concerning the meeting date and
time. Mr. Miller indicated that the staff had telephoned
Mrs. Priest on Monday, April 10, 1989, informing her of the
hearing" date, time, and location, due to the fact that the
Priests could not be contacted by mail.
There being no one in the audience representing the petition
for street vacation, Mr. Leonard moved to continue the item
to the April 26, 1989, meeting of the Commission. Mr.
Cornell seconded the motion, which passed unanimously.

V COMMUNICATIONS FROM THE PUBLIC
Bob Smith, 620 Milwaukee Drive, was present. There was a
brief discussion between Mr. Smith and members of the
Commission as to items that had been discussed the previous
evening at the Town Hall Meeting concerning the Comprehen-
sive Plan.

willing to take input on items for revision of the Compre-
hensive Plan.
VI STAFF REPORTS
Request for Interpretation as to the Permissibility of
a Shake and Shingle Manufacturing Operation in the
Liqht Industrial District.
Ken Sweeney, Port of Port Angeles, gave a brief description
of the proposal for a shake and shingle manUfacturing
operation in the Port's industrial area. Mr. Sweeney said
it was his understanding this was a high-tech operation,
with low to no noise outside the building.

trial District. Mr. Leonard seconded the motion, which
passed unanimously.
VII REPORTS OF COMMISSIONERS
There was discussion on the Town Hall meeting which had
taken place April 11, 1989.
Commission members discussed the Comprehensive Plan review
and methods thereof. It was agreed to do the legal posting
for a special meeting of the Commission for May 3, 1989, at
Mr. Glass' residence, 1103 South Oak Street, to discuss the
Comprehensive Plan.
