PLANNING COMMISSION

I CALL TO ORDER
Chairman Wight called the meeting to order at 7 P.M.

Members Absent: David Brewer.

APPROVAL OF MINUTES

Mr. Hulett moved to approve the March 23, 1983, minutes
as submitted. Mr. Anderson seconded the motion, which
passed 4 - 0, with two abstentions.

HEARINGS
CONDITIONAL USE PERMIT - WARE. Request for a
Conditional Use Permit to operate a conununi ty-based
training and placement program for disabled adults as a
Home Occupation. Location: 610 West 11th Street.

Mr. VanHernert reviewed the Department Report; Chairman
Wight opened the public hearing.

Judith Ware submitted a letter and petition in favor of
the application. In response to questions from the Com-
mission she explained that there would be no training on
the site; the second story of the detached garage would
be used for a staff office with phones, confidential
files and records. There will be one meeting per week
with four to five persons in that meeting. Carole Owens,
Clallam County Human Services Coordinator, spoke in favor
of the program and noted there might be some space avail-
able in the County Courthouse basement in a year. Chair-
man Wight closed the public hearing.

Following addition discussion, Mr. Cornell moved to
recommend approval, subject to the following conditions:
1. The application terminates if the applicants are no
longer employed in the program.
2. A maximum of one non-resident employee is permitted
on the premises.
3. There be no exterior remodeling that changes the
appearance of the garage.
4. That an application be made for space in the
Courthouse within the next year.
5. The hours of operation be from 8 AM to 4 PM Monday
through Friday.
As findings of fact, he cited that t~e proposed Home
Occupation generally complies with the requirements. Mr.
Hulett seconded the motion, which passed 5 - 1, with the
minority vote stating that operation in a detached garage
did not generally comply with the ordinance.

TEMPORARY USE PERMIT - JEHOVAH'S WITNESSES. Request
for a Temporary Use Permit to park; a trailer on site
for 7 days once every 5 months. Location: 1714 South
"N" Street. (Continued from March 9, 1983.)
Mr. VanHemert reviewed the Department Report; Chairman
Wight opened the public hearing.
Reverend Munson explained that the Circuit Overseer and
his family come for seven days once every five months to
assist the Church in its activities. . This activity has
been occurring for approximately 25 years. They live in
a 26- to 30-foot travel trailer which is their only home.
The proposed location would not occupy any parking spaces
and the trailer would be connected to the sanitary sewer
and electricity of the Church. Chairman Wight closed the
public hearing.
Mr. Downie moved to recommend approval for a one-year
period initially for location of a travel trailer on the
Jehovah's Witnesses Church site for seven days once every
five months for the Circuit Overseer and his family only,
subject to the following conditions:

1. That a fire extinguisher and smoke detector be
provided in accordance with the requirements of the
Fire Marshal. '
.
2. That the existing City water hook-up be inspected by
the Public Works Department.
Mr. Downie cited the following findi~gs of fact:
A. A travel trailer on a temporary basis at this
location will not have a significant impact on local
streets, utilities and public services.
B. The Temporary Use Permit will not cause a significant
increase in population density in this residential
neighborhood or seriously overcrowd the site.
C. Located adjacent to the church and on a relatively
large parcel of land, the travel trailer will not
have a major visual impact. .
Mr. Anderson seconded the motion, which passed
unanimously.

M-l PERMIT HEARING - DEL HUR, INC. Request for an M-1
Permit to expand an equipment and material storage area
for an existing contractor's shop and office.
Location: 4333 Tumwater Access Road. (Continued from
March 9, 1983.)
Mr. VanHemert reviewed the Department Report; Chairman
Wight opened the public hearing.
Tony Sample, representing DelHur, expressed concern
regarding restriction of use of Newell and nC" Street
Extension Roads and suggested that the use be restricted
to the present usage. Ken Williams, representing Mr.
and Mrs. Glenn Johns, supported the four conditions
recommended by the Department and recommended adding a
condition to prevent blockage of views and restricting
use of the storage yard to daylight hours only. Mr.
Sample did not have any concern with the Johns' recommen-
dation. Chairman Wight closed the public hearing.
Following additional discussion, Mr. Anderson moved to
recommend approval of the proposed M-l Permit, subject to
the following conditions:
1. That grass, trees and shrubs be planted on the berm
and along the west and north property boundaries, to
provide visual relief and transition between the
residential and industrial distriGts.

2. That if security lights be installed in the equipment
storage yard, or on the site, they be directed inward
and away from the outer property lines. No signs or
other business identification be placed along the
north and east boundaries of this property or be
visible from adjacent residential zones.
3. That no heavy trucks, commercial :vehicles or mobile
equipment be permitted on "C" Street Extension or on
Newell Road north of the property, except those
destined for job sites absolutely requiring use of
these two roadways.
4. That removal of trees, the garage or the existing
dwelling unit on the northeast corner of the property
and expansion of any component of the use must be
preceded by an amendment to this M-l Permit.
5. That the the hours of heavy equipment movement to and
from the storage area be limited to 6 AM to 7 PM.
He cited the following findings of fact:

A. The existing berm and fence, along with the required
landscaping, will provide adequate visual and light-
suppressing buffer between the use and adjacent
residential development, in compliance with Comprehen-
sive Plan Industrial Development Policy No.6.
B. With the condition that there be no egress or ingress
onto either Newell Road or "c" Street Extension, and
that commercial vehicles and heavy equipment be
restricted from these roadways, adequate separation
between industrial-oriented traffic and residential
traffic can be assured, in accordance with
Circulation Policy No.9. These measures will also
prevent land use conflicts resulting between
incompatible uses, as required by Land Use Objective
No.2, and reduce the intermingling of disparate
uses.
C. The construction-industry type of use meets the
purpose and intent of the M-1 Industrial Zone
because, provided the conditions are attached, it
will not have an undue adverse effect on the land use
in the surrounding area or the traffic patterns in
the neighborhood.

D. Provided the conditions are attached, the proposed
use would comply with the basic c!iteria for
permitted uses in the M-l Zone.

Mr. Downie seconded the motion, which passed unanimously.
ANNEXATION HEARING - DEL HUR, INC. Consideration of
annexation of approximately 425 acres adjacent to the
City Limits. Location: South of the airport, north of
Edgewood Drive and east of Lower Elwha Road.
Mr. Carr reviewed the Department Report. Chairman Wight
opened the public hearing.

Tony Sample explained their purpose in requesting permis-
sion to circulate a petition. Chuck Schramm, owner of
one of the areas excluded from this request for annexation
but in the original request, stated that the requestors
are isolating the opposition so that annexation will oc-
cur. There will be fire and police protection problems.
The residents oppose the annexation. Jerry Payne, owner
of approximately 7~ acres included in the proposed an-
nexation area, opposes the annexation. Dennis Dille,
representing the Dry Creek Sub Area Planning Group
reviewed their efforts and stated they do not want indus-
trial uses in the area. Low-density rural residential,
approximately 2 dwelling units per 5 acres, is more
appropriate. The proposed boundary is not logical. He
requested the Planning Commission review the Group1s plan
and deny the request to circulate a petition. Roy Kemp,
owner of approximately 26 acres in the proposed annexa-
tion area, cited potential fire protection problems and
expressed opposition to the request. Ralph Waite and Jim
Critchfield, from the general area; and Everett Gant, in
the annexation area, also opposed the request. Carrie
Waite of the Dry Creek Homeowners Association stated that
this was a piece-meal annexation involving poor planning
and would set a bad precedent.
Ken Sweeney, representing the Port of Port Angeles which
owns approximately 225 acres in the area, expressed
interest in circulating a petition and subsequent
industrial use. Chairman Wight closed the public
hearing.

Following additional discussion, Mr. Downie recommended
to permit circulation of annexation petition provided the
two small areas near the east and west boundaries be
included, the annexation area assume the bonded indebted-
ness of the City and the property be classified RS-9,
Residential Single-Family 9,000 square feet per lot. Mr.
Holm seconded the motion, which passed 4 - 2, with the
minority vote opposing because the first petition which

included this area plus the areas excluded could not
obtain the 75% and the new area would be a more difficult
annexation for the City to serve.
CONDITIONAL USE HEARING - HOELSCHER. Request for a
Conditional Use Permit to operate a bookkeeping service
as a Home Occupation. Location: 2131 West Seventh
Street.
Mr. VanHemert reviewed the Department Report; Chairman
Wight opened the public hearing.
Ella Hoelscher explained there would be no other
employees on the site. Chairman Wight closed the public
hearing.
Mr. Anderson moved to recommend granting the proposed
Home Occupation for a one-year period for the client as
the only employee, and provided there was a fire
extinguisher on the premises. He cited the following
findings of fact:
1. The home occupation will not generate excessive noise
or introduce obnoxious conditions into this
residential neighborhood.
2. There will be no significant increase in local
vehicular traffic.
3. The home occupation will not be injurious to
adjoining properties or endanger the public health,
safety or welfare.
Mr. Downie seconded the motion, which passed unanimously.
REZONE HEARING - CITY OF PORT ANGELES. Request to
rezone 140,000 square feet from PBP (Public Buildings
and Parks) to CAD (Commercial Arterial District).
Location: White Creek area between First and Front
Streets.
The Commission continued the above matter to the May 11th
meeting.

COMMUNICATIONS FROM THE PUBLIC

VI STAFF REPORTS
No action taken.
VII REPORTS OF COMMISSIONERS
Mr. Holm was selected to represent the Commission at the
next Council meeting as Mr. Brewer w~s not present.
Mr. Downie officially announced his resignation from the
Commission as of June 1, 1983. A formal letter will be
forthcoming.
The Commission and Staff discussed ways to improve
distribution of Commission packets, given the limitations
of Staff. The Commissioners offered .to pick them up at
City Hall or the Police Station on Friday afternoon.
