Minutes of the regular meeting of the Port Ange~ s Planning Commission,
April 14, 1959.

Members present were Hampton, McGee, Driscoll and Strange. Also present
was City Engineer Warder and a representative of the Cl~lam County Health
Department.
First order of business was the consideration of an application by Dewey
Schell for a variance in land use on the east 25 feet of Lot-12 and the
westerly 37~ feet of Lot-13 in Block 14 PSCC Subidivision, being approximately
at the corner of Front and Liberty Streets. Mr. Schellts application is for
permission to build a trailer court. This being the first application for
the construction of trailer courts within the City limites, the Planning
Commission has given the matter very careful study and after the careful
questioning of Mr. Schell, as ,well as the representative of the Health Dept.
the Planning Commission agreed to recommend to the City Council that the
application be approved, attaching thereto and being made a condition thereof
the rules and regulations of the State Board of Health, Part 17, Book 5,
governing sanitation on mobile homes and mobile home parks, revised December
19th, 1955, a copy of which is hereto attached.

Next order of business was the consideration of a request by R. H. Wehrli,
which had been addressed to Mr. M. W. Slankard, City Manager, for the
consideration of a vacation of a 20 foot roadway in the Bellevue Hills
Addition adjacent to Lot-7, Block 2. The Planning Commission was reminded.
that at the time Mr. Frank Christman submitted a platt of this addition, the
matter of the above refered to roadway came in for considerable discussion
and it was on the insistance of the Planning Commission at that time, that
the roadway was included in the platt. It being the only easterly outlet
to the alley in Block-l85, which is approximately 800 feet long and therefor
being quite essential. It was the unanimous decision of the Planning
Commission that we recommend to the City Council that the above application
be denied.
The next order of business was the consideration of a request by Mr. Alex
Nilsson for the permission to construct a house on Lots-1-2-3-in Block-281,
Townsite, being at the intersection of 9th and Jones Streets and Lauridsen
Boulevard. Mr. Nilsson's request is for permission to build with a holdM
back of only 15 feet instead of the usual 25 which is required in that area.
After inspection of the site by the Chairman of the Planning Commission and
Mr. Dodge the building inspector and due to its location, it was their
recommendation that no harm could accrue to the area by granting this request.
It was therefor the unanimous opinion of the Planning Commission that the
request be approved.
The next order of business was a continuation of the discussion on the
construction of another thru street on the east side of the City to eventually
De connected with Highway 101 East. This is a matter that has been before
the Planning Commission for some time and it is finally resolved and the
Planning Commission recommends that Front Street be the street selected for
this purpose for several reasons. The principal one of course being that it
will be accessable to and accommodate the greatest number of.people desiring
to travel in an easterly direction from the City as well as approaching
the City from the east and it is the Planning Commission's opinion, while a
crossing of Whites Creek Gulch on say 5th Street might be desirable, that this
~ crossing would in no way relieve the conjestion that could be accommodated by
. the Front Street Crossing.

The Planning Commission further recommends that if it 1s financially
fe8sable for the City to undertake the installation of a culvert in White's
.Creek, at the Front Street Crossing, that every effort should be expended
to do so especially in view of the fact of an impending LID Construction Jobs,
this site could be designated as a disposal area for any excess material
and thereby eventually realize the construation of the necessary fill at
practically no expense to the City.
No further business appearing, meeting adjourned at 9:30 P.M.
