I CALL TO ORDER
Chairman Wight called the meeting to order at 7:05 P.M.

Members Present: Jerry Glass, Larry Leonard, Jerry Cornell,
Bob Philpott, Donna Davison-Ness, Dick
Wight.
Members Absent: Jim Hulett.
Staff Present: Paul D. Carr, otto Miller, Larry Romig.
III APPROVAL OF MINUTES

Mr. Cornell moved to approve the minutes of the April 13,
1988, meeting as written. Mr. Leonard seconded the motion,
which passed 4 - 0 with Mr. Philpott and Chairman Wight
abstaining.
IV PLANNING STUDIES
1. Adult Residential Care Facilities in Residential
Districts
Mr. Miller reviewed the proposed amendments and distributed
the possible public oplnlon survey. Louis Torres, Mr.
Leonard and Mr. Cornell expressed concern that the staff
proposal would result in public opposition to the facilities
in single-family areas because the density would be too
high. Duane Folden of Crestwood Convalescent Center
described their operations and the typical sizes of nursing
homes and boarding homes that could be anticipated.

Building Official Romig explained that adult family care
homes are not adequately covered in the Building Codes.
There are a number of. life and safety issues, such as
adequate hallway and doorway widths and access that are not
being addressed. Consequently, older non-ambulatory people
living in those homes would be unable to leave in an
emergency and could perish. Mr. Folden concurred that adult
family homes do not have to meet the same Code requirements
for hallways and other design features that nursing and
convalescent centers do.
Following further discussion, the Commission concluded that
there are some very real safety, health, and well-being
concerns associated with adult family care (facilities) that
while they are not specific land use concerns of the

Planning commission, are concerns that should be addressed
by the City, perhaps through an ordinance or revisions to
the Building Code.
Following discussion on the value of public input, the
Commission decided that now is not the time to distribute a
pUblic opinion survey. Additional publicity may be as
effective as a survey.
Following considerable discussion, the commission directed
staff to provide detailed information on the adult residen-
tial care facility densities at the ratios of base lot plus
1,000 square feet per bed, base lot plus 2,000 square feet
of land area per bed, and base lot plus 2,500 square feet
per bed. They also requested staff provide additional
information on impacts on the infrastructure ~ details on
the street classifications and a map Showing the arterials
in the city.
staff would also provide the scheduled topics of the Zoning
Code for future revision to assist the Commission in
evaluating its workload.

V COMMUNICATIONS FROM THE PUBLIC
None.
VI STAFF REPORTS
Mr. Carr noted that the Council had concurred with the
commission that procedures for granting extensions needed to
be revised and had directed the Planning Department to
prepare an ordinance to streamline them.
Following a brief discussion, five points were identified:
1. Extensions for multiple years;
2. The appeal process should be the same as for the recent
Code amendments (B & B and Retail Stands);
3. Staff could. handle extensions under strict guidelines,
which would include:
a. Continuation of posting;
b. The use complies with permit conditions;

c.
There had been no change in circumstances; and
d. There had been no complaints.
staff would provide the Commission with copies of the draft
material going to the Council.

VII REPORTS OF COMMISSIONERS
Ms. Davison-Ness expressed concern about workload impacts on
staff. The Commission and staff discussed the workload and
possible solutions.
Mr. Philpott noted that the drop box design at City Hall was
still not very good. Mr. Carr noted that it was being
worked on.
Mr. Cornell requested a report on the Council's disposition
of Planning Commission recommendations. The Commission
decided that staff should provide the information in the
easiest, cheapest way possible.
Mr. Leonard asked for an explanation of the environmental
process on the upcoming Daishowa proposal. Mr. Carr
provided the information.

Mr. Leonard then inquired if the City I S response to the
environmental impact statement would be approved by the City
Council. Mr. Carr said staff would investigate and provide
a response.
Mr. Glass noted that the red pickup on blocks at 212 or 215
West 11th still has not been removed.
