Chairman Wight called the meeting to order at 7:00 P.M.

III APPROVAL OF MINUTES

The Commission concurred to continue the approval of the
minutes of the April 26, 1989, meeting to the regular May
10, 1989, meeting.
IV PUBLIC HEARINGS
ZONING CODE AMENDMENT - RENTAL VEHICLES IN THE CENTRAL
BUSINESS DISTRICT: Consideration of an amendment to
Ordinance No. 1709, as amended, to allow rental
vehicles, such as mopeds, in the Central Business
District.
Mr. Miller reviewed the Department Report.
opened the public hearing.
Jim Heckman, Budget Rent-A-Car, 111 East Front street, was
present for questions. There was discussion with the
applicant as to the different uses and types of vehicles
which might be considered for rental in the Central Business
District. It was agreed to include motorcycles and mopeds
as permitted uses for rent within the District. Chairman
Wight closed the public hearing.

Mr. Hulett moved to amend Section 17.28.041 of Ordinance No.
2303, as follows:

Mr. Glass seconded the motion, which passed unanimously.
ZONING CODE AMENDMENT - BED AND BREAKFASTS in the CSD-
C1, Community Shopping Districts: Consideration of an
amendment to Ordinance #1709, as amended, to allow bed
and breakfasts in the Community Shoppinq Districts.
Mr. Miller reviewed the Department Report. Mr. Glass stated
he is the owner of a bed and breakfast and asked members of
the audience if they had obj ection to his sitting on the
Commission to consider the Zoning Code amendment request.
No one from the audience objected.
Mr. Glass said there is no reason for a bed and breakfast
facility not to fit comfortably into any commercial district
in the City. Mr. Glass said bed and breakfasts should be
allowed in other commercial districts, as well as the CSD-Cl
District.
There was further discussion concerning the sign size
allowed in various districts of the City as they relate to
bed and breakfast uses, as well as the requirement that the
facility be owner-occupied. Mr. Glass suggested the
Commission further review the bed and breakfast ordinance at
a later date.
Chairman Wight opened the public hearing. There being no
public comment, Chairman Wight closed the public hearing.
Mr. Glass moved to recommend approval of the Zoning Code
amendment to conditionally allow bed and breakfast
facilities in the CSD-Cl, community Shopping Districti to
amend the Bed and Breakfast Ordinance, Section 17.18.040
DEVELOPMENT STANDARDS (E) to read: "All signs located
within residential districts shall be no more than five (5)
square feet in area."i and to .remove "apartments" as
conditional uses in the CSD-C1 Districts, as they are
currently legally permitted uses outright within the CSD-C1
and C2 Zoning Districts. Ms. Davison seconded the motion.
There was further discussion on use distinctions and other
uses in the CSD-Cl District. Mr. Miller further clarified
the distinction between the CSD-Cl and C2 Districts of the
city.
The question was called and the motion passed unanimously.

ZONING CODE AMENDMENT RETAIL STAND CHAPTER of
Ordinance #1709, as amended, City-wide: Consideration
of an amendment to the Retail Stand Chapter of the
City's Zoning ordinance to allow outside utility hook-
UP.
Mr. Miller reviewed the Department Report and suggested
changes from the Light Department. Chairman Wight opened
the public hearing.
John Tangedahl, 128 East Railroad Avenue, was present for
questions. There was discussion with Mr. Tangedahl
concerning the electrical requirements and the provision
that power be supplied by the adjacent property owner.
There being no further questions, Chairman Wight closed the
public hearing.
Mr. Leonard moved to recommend amendment to section 1,
Ordinance No. 2070, as amended, to read as follows:

Section 17.87.040 DEVELOPMENT STANDARDS.

Each retail stand shall be a self-contained unit,

PROVIDED, however, that self-contained electrical
power generators are not permitted. utility
service connections are not permitted except
electrical. when provided by the ad;acent property
owner. Electrical lines are not allowed overhead
or lyinq on the sidewalk. The outlet location
must be placed outside of walkways which are
accessible to public and private use. Lenqth of
electrical hook-up must be within 15 feet of the
stand. No extension cords will be allowed. The
hook-up must be hard wired to the retail stand and
meet National Electrical Code requirements as to
type. size. and qroundy~g. terminatinq in an
approved outside weather-proof G.F.C.I.-type
receptacle. Each retail stand shall require an
electrical permit and require inspection prior to
operation of the stand. unless previously UL
approved.
Mr. Cornell seconded the motion, which passed unanimously.
V COMPREHENSIVE PLAN REVIEW
The Commission concurred to continue discussion of the
Comprehensive Plan review to the May 24th meeting of the
Commission. It was decided that the Commissioners would
discuss pages 1 to 28 of the Comprehensive Plan at the May
24th meeting.

VI STAFF REPORTS

VII REPORTS OF COMMISSIONERS
The Commission inquired as to the date for appointment of a
new member, or the re-appointment of Mr. Philpott to the
Commission. commissioner Cornell said it was his under-
standing that the City council would postpone the appoint-
ment until a meeting when all seven members of the Council
could be present.

The meeting adjourned at 9:00 P.M.
