RE: Meeting scheduled for May 7. 1968
I have received two variance requests which have been properly
postp.d for hearing at this meeting.
James H. Lotzgesell, 2517 South Cherry, has requested a variance
which would allow him to construct a carport on the northeast
corner of his property closer to the property lines than permitted
in an RS-7 zone. (This is almost identical to a previous request
by his neighbor to the south)
L.G.Richards, 818 Georgiana, has r~quested a variance which would
allow him to construct an addition to the south side of an existing
non-conforminq single family residence in an RS-7 zone. The
existing house is too close to the west property line.
Old Business - Nothing further has been receivp.d from either Mr.
Ed Ranta (Truck parkin?) or Anderson Ford (alley vacation).
Memos from the Light, Water and Public Works Depts. have been received
pertaining to the plat proposed by E.L.McWilliams at 10th and "Nil
S t r~ e t s .
Council Action The City Council at its meeting of April 18th ~
took the following action on Planning Commission recommendations '
from their April 16th meeting.
Robert J. Lieby - denied as recommended
Ted Cooper - approved a recommended
Madge Olson - approved as recommended
Port Angeles Evening News - approved as recommended
Vern Grall & Harold Green - approved as recommended
Other Business Alpine Realty has started procedures for rezoning
and platting the area immediately east of Grandview Heights trailer
zone. The rezoning is to be from RS-9 to RTp. However, at this
time the application is not ndvanced far enough for referral to
the Planning Commission. The request is on behalf of Mr & Mrs
Douglas W. Eacrett (prospective purchasers) and Mr. & Mrs G. R.
Starnes (present owners).
A l~tter has b~en received from Rev. Robert J. Liehy regarding
his v~riance request which was denied. He is appealing the
decision on the basis that (1) the figures given for the lot
coverage were inaccurate, and (2) thflt he would n~duce the size
of the addition from 8' x 16' to 61 x 16'. He is quite correct
that tre ~riqinal figures were not accurate. In computing the
square footage under roof, I did not consider the irregular shapes
of any buildings, rather roughed-out an averaje dimension for eaCh.
side and camE' up with 3.n approximate square footage. This fiJure,
was so much in excess of the 30%, ot 2100 sq.ft., that I felt it
unnecessary to refine the calculations. The original figures were
2683 sq.ft. existing coverage and 2811 sq.ft. with the proposed
addition. The correct figures would have been 2553sq.ft. and the
proposed 2681 sq.ft. Mr Lieby also questions a figure of 42% of
lot coverage. I do not find this figure any place but vaguely
recall someone using this figure during the discussion of the
request.
No other business has been submitted for the meeting as of this
date.

Minutes of Port Angeles Planning Commission meeting of May 7,1968.

Present: Hunt, McHone, Anderson, Treat, Dilling, Director of
Public Works Warder and Building Inspection Willson.
Absent:
Driscoll, Hankins
Minutes of previous meeting were approved as published.
Old Business; Nothing further had been received pertaining to
the requests of either Anderson Ford (alley vacation) or Ed
Ranta (Truck parking).
Rev. Robert J. Lieby had appealed the denial of his request of
March 27, 1968. The appeal was based on inaccuracies of the
computed areas plus a rAduction in the planned dimensions of
the addition. After due consideration, the appeal was denied.
It was felt that (1) the inaccuracies were of no significant,
proportions (2) there are presently two dwellings on a 7000
sq.ft. lot in an RS-7 zone. This was previously zoned R-l
and the old ordinance did not provide for two dwellings on one
lot in this zone (3) the second house on the lot lies too close
to the alley right-of-way (4) the lot coverage at present exceeds
the allowable, even without the addition.

E. L. McWilliams - preliminary plat had been received at the
previous meeting for the subdivision of Suburban Lot 48. At
that time it was reque~ted that memos be obtained frem various
departments involved with providing utilities and services.
These memos were received at this meeting and the matter was
continued for further study.
New Business
Mr. James H. Lotzgesel1, 2517 South 6herry, had requested a
variance from the regulations of the RS-7 zone which would
permit him to construct a carport closer to the property line
than allowed. After viewing the plot plan and discussing the
request, it was voted to recommend the variance be approved.
Mr. L. G. Richards, 818 Georgiana, had requested a variance to
allow him to construct an addition to his existing single
family residence. The existing building in an RS-7 zone, is
too close to the side property line. The addition will be on
the rear of the house and toward the opposite side property
line. It was felt that this addition would in no way compound
the existing situation and would not be objectionacbe. The
Planning Commission therefore voted to recommend the request be
approved.
After a brief discussion about several minor items, the meeting
was ad~ourned at 8:15 P.M.
