Old Business:
Race Streets.
Possibly st. Andrews Episcopal Church and 8th and
However, I have had no word on either.
New Business: Three variance requests have been received and properly
posted for hearing at this time.
Mr. Vern Bates, manager of the Arctic Circle Drive-In, has
requested a variance to p~mit him to enlarge his present building by
extending it to the alley right of way. This would provide him with
more storage area as well as space to provide restroom facilities
which the City has required be installed. The area is zoned CAD.
Mr. Weston D. Withers of 508 South Cedar St., has requested
a variance from the regulations of the CSD-CI zone to permit him to
operate an auction house in the 16th/17th alley just east of IlC" St.
(approximately 1611 So. C St.) The building is a garage and has
been occupied in the past hy "A &. A" Logging and Pat Hense's Towing.
Del Guzzi Construction Co. has requested a variance from the
off-street parking regulations to permit construction of a restaurant
on the southwest corner of First and Lincoln Streets 0~ the site of
the vacant service station. The property is in the CBD zone.
Other Business

Council Action - At its last meeting, the City Council took the
following action on items from the Planning Commission meeting of
April 27, 1970.

Mr. Fred'Jewel1 - land swap at 14th ~nd McDonald - tabled
and referred back to Planning Commission at Mr. Jewell's
request. Mr. Jewell expects to be in attendance at the
5/25/70 mee ting. . ..'
As of this date, I know of nothing else to be brought up at this
meeting.

Minutes of the Port Angeles Planning Commission meeting of May 11, 1970.
Present: Hunt, Sannes, McHone, Anderson, Dilling, Treat, Young and
Secretary Willson.
Absent: None
The meeting was opened at 7:35 P.M. in the Municipal Chambers. Minutes
of the previous meeting were approved as received.
OLD BUSINESS
The building committee of St.Andrews Episcopal Church had
requested, too late for inclusion on the agenda, that their Conditional
Use and Variance request be rescheduled for consideration at this
meeting. The matter was brought up from the floor at the opening of
the meeting. Rev. McNeil opened the discussion and presented Mr.
George Osborne, their building representative, to explain steps taken
in their study since the previous (3/23/70) meeting. Essentially,
poles, the height of the proposed structure, had been erected at
various sites on the property. Members of the building committee then
visited homes of the objecting property owners to evaluate the effect
on the view from their locations.
A site, designated as"Site 2" 8' the "northerly site'! was
ultimately determined to be the least objectionable to the greatest
number of people and acceptable to the building committee.
Mr. Hugh Elwell of 2914 South Regent spoke in opposition to
granting a conditional use permit for a church in the residential
zone, as well as the height variance. Other members of the objecting
property owners were also heard.
Various possibilities were discussed at considerable length
and scale models, profile and topographic plans were presented to
be used in the consideration.
After much deliberation, the chairman announced that undoubltedly
no decision would satisfy all parties completely and the Planning
Commission should attempt to reach a solution, within the limits of
the zoning regulations, which ~uld be the best compromise for' all
concerned. He then called for motions.
It was finally moved and voted to recommend the Conditional Use
permit be granted and the following restrictions be attached to it
and the variance:
1. The building is to be situated on the northerly or "Site
No. 211, which location is on lower ground than that previously
considered.
2. The building height is not to exceed 35', nor the elevation
of the highest ridge, 147.00 feet (assumed to be in city datum).
NEW BUSINESS - Three variance requests had been received and properly
posted for hearing at this time.
Mr. Vern Bates, manager of the Arctic Circle Drive-In, had
requested a variance fiom the alley setback".regulations of the CAD
~one, to permit him to enlarge his existing structure. City Ordinance
No. 1658 requires drive-in resturants to provide restroom facilities
for their patrons.' Mr. Bates desires to enlarge his storage area
at the same time he adds the required restrooms, and the most logical
addition would be on th~ north side of the present building. Following
considerable discussion, tha members felt they had insufficient
information and directed the secretary to obtain more details and
measurements for them. The matter was tabled until the meeting of
5/25/70.

NEW BUSINESS (cont.)
Mr. Weston D. Withers of 508 South Cedar, had requested
permission to open an ~u~tion house in ar former garage building
located approximately at 1611 South "et! Street in the 16th/17th
alley east of "C" St. A lengthy discussion followed. The Planning
Commission were of the opinion this type of business was not allowable
in the CSD-C1 zone and doubted its compatability with surrounding,
residentially zoned land. Mr. Withers cited a provision in the
zoning ordinance which permits specialty shops, such as "hobby ShOpSlf,
in this zone and contended that since his principal vocation was long-
shoring, this auction house would constitute a hobby and should he
permitted. The Chairman explained this was not the proper inter-
pretation of "hobby shop". Correctly interpreted, the term I1hobby shoptt
would apply to those establishments retailing specialized merchandise
used by those persons pursuing such avocations as stamp cOllecting,
model building, sewing etc. The members voted to table this request
for further consideration.
Del Guzzi Construction Co, on behalf of the owner and prospective
tenant of the property located on the southwest corner of First and
Lincoln Strets, had requested a variance from the offstreet parking
requirements. During the ensuing discussion, the owner emphasized the
restaurant proposed for this lot caters primarily to pedestrian traffic-
rather than conducting a drive-in type of operation. Since both the
owner and lessor are affiliated (or will be) with the Parking Associa-
tion, the Planning Commission voted to recommend approval of the
variance, contingent upon Parking Association membership being main-
tained to prov~de the necessary off-street parking on a cooperative
basis.
OTHER BUSINESS
C.A.Correll, 830 West 13th St. had requested an extension
on the hardship variance permitting temporary use of the trailer as
accessory living quarters, granted him in May 1968. Following a
brief discussion it was voted to recommend approval of the extension
for one year.
Fred Jewell, of McDonald St., had submitted an alternative
proposal for relocating a portion of west l4th St. at McDonald St.
The Planning Commission discussed the new layout briefly with Mr.
Jewell then voted to table the item for further consideration. The
secretary was requefited to obtain rnem~s from the various City depart-
ments affected by a relocation of a street .right-ofMway.
No further business was advanced and the m~eting adjourned at 9:30.
