Minutes of the special meeting of the Port Angeles Planning Commission
May 14th, 1957.
Members present were McGee, Hankins, Driscoll, Hampton, Reiners and Strange.
Minutes of the previous meeting were read and approved.
First order of business was the consideration of an application of W. H.
Thompson for the vacation of Alder Street from 2nd Street to the alley
between 2nd and 3rd Streets. A committee of the Planning Commission had
visited the area and reported that it was feasable and practical that in
the future Alder Street could be graded as a regular thoroughfare from 2nd
Street south, thus opening the area for use of the fire" depar tment and other
utility trucks as well as the general public and feeling that this would
take place in the not too distant future, a motion was passed unanimously
by those present, recommending to the City Council that the application be
denied.
A petition from several property owners in the vicinity of Penn Street
asking for a vacation of the easterly ten feet of Penn St. from 1st Street
to 4th Street was read and after a considerable discussion and studying the
platt of the area and realizing that in granting the above petition, Penn
Street would be then a 70 foot thoroughfare and more in line with the
improvements and buildings in that area thereby making it more practical
to improve the street in the future, it was regularly moved and passed
unanimously that the Planning Commission recommend to the City Council that
the above petition be approved and gr~ed.
A communication from Mr. HURh Hanna regarding zoning classifications in the
area north of 4th street between A and Tumwater Streets was read and a
thorough discussion followed. The Planning Commission is of the opinion that
the zoning ordinance when drafted was in error as far as this particular
area is concerned and it is the unanimous recommendation of the Planning
Commission that a re-classification of all property on top of the bluff
lying North of 4th Street between "M" Street and Tumwater Street be included
as First Class Residence Zone.
A group composed of Mr. L. Everett, William Stewart and Cliff ChurChill calloo
on the Planning Commission with a protest against the allowances of larger
children playing ball on the Erickson playfield. The Chairman advised these
gaatlemen that their problems should be taken up with the Park Board who have
jurisdiction over playfields and are thereror in a position to consider their
protests.
Mr. Horace Phillips of III East 9th Street was present and spoke to the
members concerning a parking problem created in his area due to the
operation of a beauty parlor in the home of his immediate neighbor and while
the members of the Planning Commission were sympathetic toward Mr. Phillips's
problem, it appears that no zoning regulation is being violated therefor
there was little if anything the Planning Commission could do to afford him
relief. We did} however, promise to study the matter and if possible help
to relieve the problem.
No further business appearing, meeting adjourned at 9:30 P.M.
