BOARD OF ADJUSTMENT
Special Meeting
Port Angeles, Washington
May 16, 1984
I CALL TO ORDER
Chairman Rexroat called the meeting to order at 7:00 P.M.
II ROLL CALL
Members Present: John Lacey, Steve Pazan, Jim Rexroat.
Members Absent: Evelyn Tinkham, one vacancy.
Staff Present: Paul D. Carr, Dan VanHemert
III APPROVAL OF MINUTES
Mr. Pazan moved to approve the minutes of April 2, 1984, as
submitted. Mr. Lacey seconded the motion, which passed
unanimously.
IV COMMUNICATIONS FROM THE PUBLIC
None.
V VARIANCES
V-84(5)5 - VIRGINIA SCHNEIDER - A request to allow a
reduction in the front yard setback requirement from
251 to 13.51 in the RS-7 Zone. Location: 410 South
"E" Street.
Mr. VanHemert reviewed the Department Report. Mr. Torres
submitted photographs of the site and house in question.
Chairman Rexroat opened the public hearing.
Mr. Torres of Clark & Associates, representing Mrs.
Schneider, described the special characteristics of the
property, in particular the bluff. Mr. Roberts submitted a
petition with 16 signatures opposing the proposed variance.
Mr. Ellis opposed the variance because traffic would use "EII
Street where he presently has a garage. Mr. Carr displayed
a viewfoil on the overhead projector showing the garage and
the right-of-way. Messrs. Critchfield, Roberts and Denzard
spoke against the variance. Chairman Rexroat closed the
public hearing.

Mr. Pazan moved to grant the variance to allow reduction of
the front year setback requirement from 25 feet to 13.5 feet
citing the following findings:
1. The bluff and corner lot location are special circum-
stances limiting the use right of building at maximum
density within the RS-7 Zone.
2. Since other homes on corner lots in this vicinity
encroach upon required yards and the subject property
seeks to exercise the use right of maximum allowed
densi ty, the variance does not convey a special
privilege to this property.
3. The variance will not be materially detrimental to the
general welfare or injurious to adjoining properties or
improvements.
Mr. Lacey seconded the motion, which passed unanimously.
V-84(5)6 - DAVID P. BRACKETT - A request to allow a
reduction in the side yard setback requirement on Lot 7
from 71 to 2~1; the lot width of Lot 8 be reduced from
the required 501 to 47~1; and the lot size requirement
of 7,000 square feet be reduced to 6,650 square feet
for Lot 8. Location: 1628 West Seventh Street.
Mr. VanHemert reviewed the Department Report.
Rexroat opened the public hearing.
Chairman
Mr. Brackett explained that he wants to replat the property
to create another building site. Chairman Rexroat closed
the public hearing.
The Board then asked Mr. Brackett why he did not want to jog
the lot lines to create a lot with minimum area. Mr.
Brackett responded that he felt a straight lot line was
better. The Board and Mr. Brackett then discussed the
magnitude of a lot line change to provide adequate air,
light and fire protection.
Following this discussion, Mr. Lacey moved to grant a
variance from 7 feet to 4 feet in the side yard between Lots
7 and 8 adjacent to the existing house on Lot 7, provided
that the lot width remain 50 feet from the front setback
line to the front property line of Lot 7, and that the lot
line between Lots 7 and 8 and 2 feet south of the house is
re-established sufficiently toward the interior of Lot 7 so
that Lots 7 and B each contain 7,000 square feet.
Mr. Pazan seconded the motion, which passed unanimously.

Bill Roden, representing Mike and Sandi Hansen, explained
that the variance would not detrimentally affect anyone.
Chairman Rexroat closed the public hearing.
Mr. Pazan moved to grant the variance in the front yard
setback requirement from 25 feet to 21 feet to allow the
construction of a bay window to an existing residence,
citing the following findings:
1. The southward orientation of the lot and house front
are special circumstances related to the appropriate
location of the bay window.
2.
The variance does not grant a special privilege to the
property because the addition will not significantly
expand the living space of the house and other houses
in this vicinity and zone do intrude upon their front
yards.
3. The bay window will not be injurious to nearby prop-
erties or be materially detrimental to the general
public.
Mr. Lacey seconded the motion which passed unanimously.
V-84(5)8 - JAMES O. SULLIVAN - A request to allow a
reduction the 251 rear yard setback to 71 to allow the
construction of a second story, and a reduction in the
side yard setback from 71 to 21 to allow construction
of a carport. Location: 1221 West Fifth Street.
Mr. Lacey moved to continue this item to the June 4, 1984,
meeting. Mr. Pazan seconded the motion, which passed
unanimously.
