I CALL TO ORDER
Chairman Hulett called the meeting to order at 7:00 P.M.

III APPROVAL OF MINUTES
Mr. Anderson moved that the May 11, 1983, minutes be
approved as submitted. Mr. Cornell seconded the motion,
which passed unanimously.
IV HEARINGS
CONDITIONAL USE HEARING - PUTROW. Application for a
Conditional Use Permit for a Retail Stand. Location:
North side of Railroad Avenue, West of Lincoln Street.

Mr. Downie left the room due to the appearance of fair-
ness doctrine. Mr. VanHeffiert reviewed the Department
Report. Chairman Hulett opened the public hearing.
Vern Putrow explained that he will modify the trailer to
alter its appearance, including constructing a planter
box over the hitch, and skirting the base. He may also
hang planters or flags from the roof. The Planning
Commission expressed concern about the appearance of the
proposed retail stand from the Harbor and its compati-
bility with the recent Downtown improvements. Mr. Putrow
explained that the larger size trailer was better for his
purposes than a small retail stand. Chairman Hulett
closed the public hearing.

Following discussion by the Commission, Ms. Ross moved to
recommend approval of the retail stand permit for an
eight-month period, subject to the following conditions:
I. That a fire extinguisher be installed and other
protective measures taken in accordance with the
requirements of the Uniform Fire Code.
2. That the retail stand and trash receptacles be
set adjacent to the sidewalk.
3. That skirting be installed and the hitch be
camouflaged.
Mr. Holm seconded the motion, which passed 4 - 2,
with Messrs. Cornell and Brewer voting "No". The
following findings of fact were cited by the Planning
Commission:
A. The retail stand does not pose a fire hazard or
a burden on local utilities and streets.
B. The retail stand reinforces the evolving tourist
nature of Railroad Avenue and the pedestrian
orientation of the CBD.
C. Located in the Central Business District, the
stand complies with the Comprehensive Plan and Zoning
Ordinance.
D. The specific location, including the additional
width of the sidewalk, the nearby benches, and the
restricted nature of the Railroad Avenue/Lincoln
Street intersection constitute unique circumstances
not found in all Downtown locations.
The minority finding was that the proposed use would
create an appearance that was not compatible with the
Downtown image and could create a proliferation of such
uses.
V COMMUNICATIONS FROM THE PUBLIC

VI PLANNING STUDIES
Shoreline Rehabilitation
Mr. Carr made a slide presentation on the Shoreline
Rehabilitation Plan and explained that following public

hearings this summer, the Commission would be making a
recommendation to the City Council regarding possible
adoption and implementation of the Plan.
Commercial zoning.
Mr. VanHemert reviewed the progress on commercial
zoning and the comments from the previous long-range
session. The Commission decided not to take additional
action at this meeting, in light of the turn-over that
would be occurring in its membership at the next meeting.
VII STAFF REPORTS
None.
VIII REPORTS OF COMMISSIONERS
Chairman Hulett commended Messrs. Brewer and Downie
for their service.

Mr. Brewer requested a regular joint meeting with
the City Council.
No other Commissioners had any comments.
IX ELECTION OF OFFICERS
Mr. Hulett was unanimously elected Chairman. Mr.
Cornell was unanimously elected Vice-Chairman.
X ADJOURNMENT
The meeting adjourned at 9:15 P.M.
