Minutes of the regular meeting of the Port Angeles Plnning Commission, June 5th, 1956
held in the Council Chambers.
Members present were McGee, Hankins, Gort, Hampton and Strange.
There had been prior plans by the Planning Commission to devote this meeting to two
applications for variances to our zoning ordinance.
First application considered was from Donald J. Smith covering Lots 5-6-7-8-9, Block
229 townsite of Port Angeles, being in the vicinity of 7th and Chase Streets. This
application was for a variance to allow the construction of a garage-warehouse and
office on the site. The chairman called for anyone desiring to speak on the application.
Mr. Donald J. Smith explained it was their plan to build a permanent building to be used
by the American Telephone and Telegraph Co. After some little discussion and further
explanation by Mr. Smith and no other person appearing to say anything on the matter,
it was unanimously agreed by the Planning Commission that we recommend to the City
Council that this application be approved.
Next order of business was the consideration of the application of Mr. B. N. Phillips
for a variance of our zoning ordinance covering Lots 1-2 in Block 343 townsite of Port
Angeles, being the corner of 11th and Lincoln Streets. The variance called for
permission to build a doctor's clinic. Chairman called for thostin attendance who were
interested to speak on the application. Mr. Ed B. Taylor spoke at length in opp'sition,
calling attention to the petition which he had presented in opposition. The petition
contained a list of some twenty property owners in the vicinity. Mr. Palmer Swenson
spoke in oppmsition and Mr. Myron Scott did likewise. PrinCipal opposition seemed to
be directed not particularly to a doctor's clinic, but any move that would commercialize
aQ1 portion of the area. Mr. John Resch, a resident of the vicinity, spoke in favor of
the application. Dr. Quentin Kintner was present and a rBwered questions directed at
him with reference to the clinic. The discussion c ontinned for a considerable period
of time, most of which was repetitious, and it was finally decided by the members of
the COmmission that the matter be tabled for the present, to be brought up at our
next regular meeting on June 19th.
There was a general discussion among the members of the Commission regarding the
hazardous traffic condition developing at 8th and Cherry Streets and it is sug~ested
by the Planning Commission that the City Council be requested to have a study made of
the traffic condition at that corner with a view towards the installa tio n of a stop
and go light or some safer means of traffic control than is presently employed.
No further business appearing, meeting adjourned at 10:00 P.M.
