Meeting scheduled for June 8, 1970
Old Business - Harry Brown's request to convert an existing
single-family residence to a duplex was tabled at the last
meeting. Telephone contact was made advising Mr. Brown that
more information was desired, but it is not known at this time
if he will be present at the June 8th meeting.
New Business
Mr. Ivan Priest, 1115 West 9th, has requested a
temporary variance to permit installation of a mobile home
next to his house on a hardship basis.
Mr. Mack Campbell, 1605 West 13th Street has
requested a variance to permit him to enlarge a pre-existing,
non-conforming, single-family residence in an RS-7 zone. Part
of the enlargement would project into the front yard further .-.
then the existing house.
Other Business
Wood Construction Co. of Burien, Washington has
requested a rezoning of 300 feet on the southeast corner of
2nd and Washington Streets to RMF from RS-7. They plan to
construct 4 quad-plexes on this property. The City Council
has referred it for recommendation.
The Council also referred the request of Weston D.
Withers, for an auction house, at 16th and "c2 Streets, back
to the Planning Commission. They plan to be present to discuss
this request.
Council Action - On items from the Planning Commission meeting
of May 25, 1970 the Council took the following action:
Jewell - exchange of R/W - no action
Arctic Circle - alley setback variance, approved with
conditions recommended by Planning Commission.
Withers - Auction house, referred back to Planning
Commission for joint discussion.
Edwards - enlarge pre-existing, non-conforming, single
family residence - approved as recommended.
Brown - convert SFR to duplex - no action.
As of this date, I have no further business submitted for this
meeting. tit
On June 25, 1970 from 8:00 - 5:00 there is an Environmental
Housing Clinic scheduled in the Olympic Hotel, Seattle. I saw
a small portion of this program at a Building Officials Seminar
in Bellevue on May 22 and found it highly interesting and very
informative. Attendance at this meeting could be provided for
out of the Planning Commissions budget it any members desire to
attend.

The meetin~ was opened at 7:35 P.M. in the Municipal Chambers.
Minutes of the previous meeting were approved as received.

Old Business ...
Mr. Fred Jewelrs proposal (for relocating the right-of-way
of west l4th Street at MacDonald Street); no further information
had been received and the item was left on the table.
Mr. Weston ~. Withers request approval to operate an auction
house in the 16th/17th alley just east of "C" Street had been referred
back to the Planning Commission by the City Council. Mr. Withers was
present and the request was discussed again with no new information
being submitted. Members voted to re-affirm their previous recommenda-
tion that the request be denied as not an appropriate land use in
this zone.
Mr. Harry Brown's request for a Conditional Use Permit to
convert an existing single family residence to a duplex in an RS-7
zone was left on the table as Mr. BFown had not yet submitted the
additional information requested.
Mr. Graham Ralston's request for a rezoning of the area
around 8th Street, Race and Francis Strp.et (1/12170) was brought
up again for discussion. Members felt that rezoning to a CAD zone
was not in the best interest of the surrounding area and voted to
recommend the request be denied.
New 'Business
Mr. Ivan Priest, 1115 West 9th street. had requested a temporary
variance to permit the installation of a mobile home on his property
for living quarters. Following a brief discussion, the members
felt the request represented a ,hardship at present, and voted to
recommend th~ request be ,approved for six months.
Mr. Mack Campbell,.'1605 West l3th st. had requested a variance
to permit him to enlarge a pre-existing, non-conforming single-family
residence, on a corner lot. Mr. Campbell ~as present and explained
his proposed enlargement~' Following a brief disussion, members
voted to recommend approval of the request.
Other Bustness -
The City Council had referred the request of Wood Construction
Company to the Planning Commission for a recommendation on the~
rezoning application. The area involved is the southeast corner of
2nd and Washington Streets. A re-zone from RS-7 (single family) to
RMF (multi-family) was requested. The members discussed the applica-
tion and were of the opinion this would constitute !1spot zoning"
and as such could not be defended were it to be challenged. It was
therefore voted to recommend the request be denied.

Chairman Harry Hunt announced the tenure of the position of Chairman
had expired and nominations for chairman were open. Mr. Hunts name
was submitted in nomination. No other candidates were proposed.

Nominations were closed and a vote taken. Mr. Hunt was re-elected
as Chairman.
Members received notice of a seminar to be held in Seattle on June
25, 1970 relative to Community Developement and its relation to
environmental quality. Commission woman Agnes Sannes expressed
her intention of attending.
No other business was submitte,d, and the meeting ad;ouned at 8:35 PM.
