Minutes of Port Angeles Planning Commission meeting of June 24,1968.

Present: Hunt, Anderson, McHone, Treat, Driscoll. Dilling, Hankins,
and Building Inspector Willson.
This meeting was called as a special hearing, requested by the
Clallam County Housing Authority. The Housing AuthG,trity had
requested a variance requesting relief from the 15 foot setback
requirement from the alley right of way in a CAD zone. The request
had been properly received and posted for hearing at this time.
During the ensuing discussion, the Housing Authority representativ~
Mr. J..R. Hurworth, emphasized the 4 foot grade di ffe re ntial be twe en
the alley elevation and the abutting property elevation. The set-
back proposed is 6 feet from the enclosed stairway enclosure~ and
10 feet from the main wall of. the north wing of the building.
Planning Commission members felt that since there was no access to
the alley at this point, because of the grade differential, no
adverse effects would occur to the neighborhood by allowing the
variance requested. It was therefore recommended that approval be
granted for constructing the building to ~ feet from the alley
right of way line (stairway enclosure) and 10 feet from the alley
right of way line (north wall of north wing).
At the same time the Housing Authority had requested further relief
from the offstreet parking requirements.

The basic requirements for seventy apartments would be two off-street
parking spaces per dwelling unit, or a total of 140. On December
7, 1967 a variance was granted which would allow the reduction of
the required 140, to 70. with the stipulation that the land area
be provided which would allow for expansion to the full 140 at such
future date as the City Council would require it for reasons of
public safety and convenience.
The currect request is for a further reduction of the 70 offstreet
parking places to 46. This request was supported by figures and
copies of both Seattle and Tacoma regulations treating housing for low
income. elderly as a separate situation from normal apartment
parking requirements. This portion of the request was discussed at
some length, Since many of the members felt the variance granted
in December of 1967 was adequate. Some of the opposition to further
reductions centered around the possibility in changing from low-
income elderly residents at some future time, to normal apartment
occupancies with a higher ratio of vehicles to occupants.

Upon Mr. Hurworth's firm assurance that land area for the full 140
vehicles would be maintained for future requirements, the Planning
Commission recommended that approval be granted for 46 off street
parking places at this time. The balance of the required land area
Is to be maintained in lawn and landscaped grounds and, upon the
direction of the City Council when they feel the need exists, will
be converted to additional offstreet parking.
No further business was submitted and the meeting adjourned at 8:00
P.M.
