All correspondence pertaining to a meeting or hearing item received by the Planning Department
at least one day prior to the scheduled meeting! hearing will be provided to Commission members
at the meeting.
PUBLIC HEARING PROCEDURE: Spokesmen for the proponents and opponents will be given an opportunity to speak to
the request. Information submitted should be factual, relevant and not merely duplication of a previous presentation. A
reasonable time (10 minutes) shall be allowed the spokesman; others shall be limited to short supporting remarks (5 minutes).
Other interested parties will be allowed to comment briefly (5 minutes each) or make inquiries. The Chair may allow
additional public testimony if the issue warrants it. Brief rebuttal (5 minutes) for proponents and opponents will be heard
separately and consecutively with presentation limited to their spokesman. Rebuttal shall be limited to factual statements
pertaining to previous testimony. Comments should be directed to the Board, not the City Staff representatives present, unless
directed to do so by the Chair.

APPROVAL OF MINUTES
Commissioner Craver noted that she was not in attendance at the May 28, 1997,
meeting but Commissioner Nutter was. With that correction, Commissioner King
moved to approve the May 28, 1997, minutes as written. The motion was seconded by
Commissioner Lucas and passed 3-0 with Commissioners Craver and Souders
abstaining as they were not present at the May 28 meeting.

preschool activity in the RS-7, Residential Single Family zone.
Senior Planner David Sawyer reviewed the Planning Department's report and responded to
discrepancies pointed out by Commissioner Reed in the operation schedule of the preschool
activity as proposed by the applicant, and that noted in the staffs report.
Vice Chair Reed opened the public hearing.
Debbie Roberts, 430 East Sixth Street, confirmed that the hours of operation of the
preschool activity wi11 be from 8:30 A.M. to 11 :30 A.M. and from 12:00 P.M. to 2:30 P.M.
Monday through Friday with weekends, holidays, and designated school days off. A
morning summer session is planned June through August as enrollment permits.
Ms. Roberts responded to Commissioner Souders regarding the site development with regard
to access and to ensure there will be no conflict with vehicles and pedestrians.
There being no further questions or testimony, Vice Chair Reed closed the public hearing.

Commissioner Souders moved to extend the conditional use permit for an indefinite
period of time based on compliance with four (4) conditions and citing the following
findings and conclusions:
Conditions.:
1. All aspects of the project shall meet or exceed all local, state, and federal codes,
including any required special state licenses required for the operation of a pre-
school.
2. The project shall comply with all state and local Fire Department requirements
including compliance with all local and state fIre codes.
3. The project shall maintain compliance with requirements of the City Light
Department.
4. Parking shall be maintained per the parking layout submitted by the applicant that
includes two loading/unloading spaces located for safe, convenient access to the
preschool facility, and a fence separating the parking area and the preschool area
as approved by the Planning Department for continued operation of the use.
. Endings:
Based on the information provided in the June 25, 1997, staff report for CUP 96-07 (1997
extension), including all of its attaclunents, conunents and information presented during the public
hearing, and the Planning Commission's discussion and deliberation, the City of Port Angeles
Planning Commission hereby finds that:
1. The applicant, Debbie Roberts, received a conditional use permit (CUP 96-07) to
operate a preschool for a 15 month period in the RS-7 zone as described in the June
25, 1997 Planning Department Staff Report.
2. The applicant, Debbie Roberts, applied for an unlimited extension of CUP 96-07
with a slight modification to the hours of operation and age limits of the students
(Attaclunent A to the June 25, 1997, Planning Department Staff Report for CUP
96-07 [1997 extension]).
3. The Comprehensive Plan land use designation for the subject property is Low
Density Residential (LDR).
4. The subject property is zoned RS-7, Residential Single Family..

A Determination of Non-Significance (#666) was issued for the proposal on March
20, 1996. No conunents were received during the comment period which ended
March 31, 1996.

6.
Preschools are a conditionally permitted use in the RS~ 7, Residential Single Family
zone.
7. Classes will be held Monday through Friday with morning sessions from 8:30
A.M. to 11:30 A.M. and afternoon sessions from 12:00 P.M. to 2:30 P.M.. The
school will be closed on weekends, holidays, and school designated days off. A
five week summer program is scheduled to begin in 1997.
8. The age of the students range from three to seven years old.
9. All conditions for CUP 96-07 have been complied with,
10. The Planning Department has not received any complaints regarding the operation
of the pre-school.
Conclusions.:.
Based on the information provided in the June 25, 1997, Staff Report for CUP 96-07 (1997
extension) including all of its attaclunents, comments, and information presented during the public
hearing, the Planning Commission's discussion and deliberation, and the above listed findings,
the City of Port Angeles Planning Commission hereby concludes that:
A. As conditioned, the proposed project meets the intent of the Comprehensive Plan
Land Use Policies A2, C 1, D 1, and E3 and 4 and the requirements of the PAM C
including the RS-7 zone.
B. As conditioned, the proposed project is in the public use and interest.
The motion was seconded by Commissioner King and passed 5 - O.

Vice Chair Reed noted that staff requested continuation of this item pending completion of the
required environmental review and opened the public hearing. Commissioner Souders moved to
continue the public hearing to July 23, 1997, 7 P.M. The motion was seconded by
Commissioner King and passed 5 - O.

Vice Chair Reed noted that this item has been withdrawn by the applicant. There was no one present
to speak to the issue. The Commission accepted the withdraw!.
COMMUNICATIONS FROM THE PUBLIC
None.
STAFF REPORTS
Dave Sawyer reported that the Environmentally Sensitive Areas Committee is progressing in its
review of the ESA Ordinance and should have a draft amended ordinance ready for the
Commission's review by fall.
Mr. Sawyer noted that there will be no July 9 meeting.
REPORTS OF COMMISSION MEMBERS
Martie Lucas regretfully submitted her resignation from the Commission effective July 31, as her
husband has accepted a position that will require the family to move from town.
Commissioner Souders reminded everyone ofthe American Planning Association social gatherings
scheduled for July 11 and 26, and encouraged all who were interested to attend.
