DelHur, Inc. for a PRO adjacent to Del Guzzi Drive and Ennis Creek. The
Planning Commission will review the application for consistency with the
requirements of the Planned Residential Development Chapter of the Zoning
Code. The public hearing on this matter is to be continued to August 22, 1990.

I CALL TO ORDER
Chairman Leonard called the meeting to order at 7:00 P.M.
II ROLL CALL
Members Present:
Roger Catts, Larry Leonard, Bob Philpott,
Ray Gruver, Bill Anabel, Jim Hulett.
Members Excused:
Donna Davison.
staff Present:
Brad Collins, Grant Beck, Jeff Abram.
III APPROVAL OF MINUTES
Mr. Philpott moved to approve the minutes of the July 11th and
July 18, 1990, meeting. Mr. Gruver seconded the motion, which
passed unanimously.
IV CURRENT PLANNING PROJECTS
Ennis Creek Estates Planned Residential Development. An
appl ication by DelHur, Inc., for a PRD adj acent to
DelGuzzi Drive and Ennis Creek. The Planning Commission
will review the application for consistency with the
requirements of the Planned Residential Development
Chapter of the Zoning Code. (The public hearing on this
matter is to be continued to Auqust 22, 1990.)
Chairman Leonard opened the public hearing and indicated that
the Planning Commission would be taking testimony on August
22nd and would encourage anyone wishing to speak on the
proposal to do so at that time. He asked if anyone in the
audience wished to speak to the proposal. There being no one,
Mr. Hulett moved to continue the public hearing to August 22,
1990, at 7:00 P.M., or shortly thereafter, in the city council
Chambers, 321 East Fifth street, Port Angeles, washington.
Mr. Gruver seconded the motion, which carried unanimously.
Mr. Collins presented the preliminary Department Report,
noting that several sections had not been completed, but would
be prior to the August 22nd meeting. Mr. Collins reviewed
both the proposed project and the procedures the Planning
commission should follow in reviewing a Planned Residential
Development.
The Planning Commission asked whether building renderings and
scope specs of the buildings would be presented to the
Commission in the future. Mr. Collins indicated they had not

been provided by the applicant, but the Planning Commission
could request this information following the public hearing.
The Commission also requested the Planning Director list and
provide a staff response to all mitigation measures available
to the Planning commission during its review of the PRO.
Finally, the Commission requested Planning staff schedule a
tour of the site, which the Planning Commission may attend.
This would have to be a public meeting and although there are
logistical problems in doing this, Mr. Collins indicated that
it would be appropriate to do so, after the public hearing was
closed.
Chairman Leonard called for a 10-minute break at 8:30 P.M.
The meeting reconvened at 8:40 P.M.
V PLANNING STUDIES
Review of Zonina South of City Hall
Mr. Beck presented the background information regarding this
item, indicating that if the Planning Commission wishes to
pursue a rezone of the area south of City Hall at this time,
the Commission should determine which zoning district to
schedule a hearing for and what boundaries the rezone should
have.
There was discussion by the Planning Commission regarding the
allowance of motels near the Downtown area and whether the
area would be appropriate for this type of use. The Planning
Commission reached a consensus that the rezone should be to
Office Commercial and that the comprehensive Plan Advisory
Committee should look at the issue of allowing motels in areas
functionally related to the Downtown core.
Review of the 1991-1995 Capital Improvement Plan
The Planning Commission reached a consensus that there was no
need to review the 1991-1995 Capital Improvement Plan, but
that in the future, due to requirements of the Growth Manage-
ment Act, the Planning Commission would be required to review
Capital Improvement Plans.
VI COMMUNICATIONS FROM THE PUBLIC
Mr. Collins indicated that a letter from Paul Cronauer regard-
ing a Short Plat Advisory Committee, which had met in the
past, was in the Planning commission's packet. The letter
requested the Planning commission adopt the Advisory Com-
mittee's findings regarding the Short Plat Code.

Mr. Collins indicated that the City Council had advertised for
the Comprehensive Plan Advisory Committee and that fifteen
people had applied, three of whom were on the Planning
Department's original list of seven suggested members.
Mr. Collins stated that the Planning Commission would be
holding public hearings on August 7th to review the Abbott
Short Plat appeal; the Jay Ketchum Conditional Use Permit (one
of the conditions of which had been appealed to the Council) ;
and the Ruddell and Howatt rezones.
VIII REPORTS OF COMMISSIONERS
Mr. Gruver complimented staff on the press release issued
following the Planning Commission I s decision regarding the
DelHur SEPA appeal. Mr. Collins said that Lucille Schmidt,
the Ci ty I s Publ ic Information Officer, had prepared the
release.

Mr. Philpott indicated that he had talked to the Interim city
Manager regarding providing cookies and coffee at the Planning
Commission meetings, and that Mr. Knutson had informed him
that the Planning Commission would be required to pass a
resolution for the Council's review in order to provide
cookies and coffee.
Mr. Philpott moved to adopt a resolution requesting cookies
and coffee be provided at Planning Commission meetings at
which public hearings are held. Mr. Anabel seconded the
motion, which carried unanimously.
Mr. Hulett noted the old City parking lot across from the old
city Hall was overgrown with weeds and grass, and wondered
whether this would fall under the City'S Nuisance Ordinance.
Mr. Hulett also requested an update regarding the truck
trailers used as a business on Railroad Avenue. Mr. Collins
indicated he had talked with the Building Official and the
Assistant Fire Chief and would be pursuing action pending
their reports.
Chairman Leonard requested an update from staff regarding the
Thunderbird Boathouse Conditional Use Permit. Mr. Beck stated
that a letter had been received from the Boathouse indicating
that all conditions of the Conditional Use Permit had been met
and that staff has not had an opportunity to verify this at
this time.
