I CALL TO ORDER
The meeting was called to order at 7: 00 P.M. by Chairman
Cornell.
II ROLL CALL
Members Present:
Larry Leonard, Jim Hulett, Bob Philpott,
Donna Davison, Dick Wight, Jerry
Cornell.
Members Absent:
Jerry Glass.

III APPROVAL OF MINUTES
Chairman Cornell noted the revised copy of the Planning
commission minutes which corrected an oversight by staff
where a condition from the approved motion to allow Daishowa
a Shoreline Substantial Development Permit; SMA-89 (07) 100,
which had been omitted from the previous draft minutes for
the July 12, 1989, meeting of the Commission. Condition No.
2 reads as follows:
2. Dredge spoils shall be handled in such a manner as to
not impact street with mud or debris.
Mr. Hulett moved to accept the revised minutes. Mr. Leonard
seconded the motion, which passed 5 - 0, with Mr. Wight
abstaining.
IV PLANNING STUDIES
Continued Review of the Comprehensive Plan
As an introduction to review of the comprehensive Plan, Mr.
Miller outlined possible options available to the Commis-
sion in review of the Plan. The suggestions included
consideration of background data to guide the land use of
ravines and environmentally sensitive areas of the City;
consideration of pre-zoning as a goal, to better cooperate
with the County on land use issues, including annexation; or
the possibility where the Planning Commission could set goals
to upgrade access streets for industrial development and/or
expansion. Mr. Miller also suggested consideration of
inclusion of guidelines to establish a set time for review
of the Comprehensive Plan or perhaps an annual review of
certain sections of the Plan, with a more comprehensive

review of the entire Plan every five years. He said the
Commission could consider as community goals the development
of a community center, a four-year college on the Peninsula,
or perhaps an inter-jurisdictional trails system.
There was discussion on zoning maps, zoning codes, compre-
hensive plans, and comprehensive plan maps and their uses.
There was discussion regarding the update of the demographic
and neighborhood information.
The Commission discussed the merits of pre-zoning at
length. The comprehensive Plan could possibly include a
generalized map indicating areas for possible pre-zoning of
areas which could be seen to be within the City's sphere of
influence.
Following lengthy discussion, the following items were set
out to be considered for additions to the Goals in the
Comprehensive Plan:
1. To encourage planned growth through annexation while
examining the land uses of the peripheral areas and
the location and capacity of existing infrastructures.
2.
To encourage the preservation of the environment for
the protection of wildlife and the enhancement of a
variable urban environment which provides the
opportunity for enjoyment of convenient accessible
natural settings within the urban area for each
neighborhood of the community.
The Commission concluded review by indicating the Commission
members should list possible further goals for the September
long-range meeting of the commission.
V COMMUNICATIONS FROM THE PUBLIC
None.
VI STAFF REPORTS
Mr. Miller' informed the Planning commission that corres-
pondence between the Thunderbird Boathouse and the Planning
Department stating that the Boathouse would bring the
camping area on Ediz Hook into compliance with their permit
had been received~ however, the Thunderbird does not appear
to be in compliance, following an inspection of the
property by the Planning Director on July 26, 1989.
Mr. Wight moved to require the Planning staff to take action
and inform the Thunderbird Boathouse operators that camping

must be stopped at the Boathouse as of July 30, 1989, due to
non-compliance with the Conditional Use Permit. Mr. Hulett
seconded the motion, which passed unanimously.
VII REPORTS OF COMMISSIONERS
It was decided for the September long-range meeting of the
Commission to discuss the Comprehensive Plan and possible
crossings of White r s Creek. The Commission requested a
member of the Public Works Department be present at that
meeting to discuss bridge connections with arterials and
alternatives.

Ms. Davison requested further information from the City
Attorney regarding the Federal Fair Housing Act memo, dated
July 3, 1989.
Mr. Leonard suggested a possible joint effort between the
City and Parks Service for trails on Race Street to the
Visitor's Center. Mr. Leonard said the Parks Service has
paved trails from Park Avenue to the Visitor's Center. He
said due to the narrow roadway on Race street, it is very
dangerous to bike or walk. There needs to be signage and
possibly a bike lane in order to separate pedestrians,
bicyclists, and motorists, and encourage the use of the
trails. Staff will investigate.
Chairman Cornell was concerned about the congestion on First
and Front Streets at 5: 00 P.M. He suggested possibly the
Public Works Department investigate timing for the traffic
signals in order to alleviate the heavy congestion at that
time of day. He also requested the Public Works Department
inform the Commission as to how long the construction
activity will occur at various street corners throughout the
City. He said the congestion is very annoying to property
owners in the area and seems to be endless. He noted that
possibly Public Works should notify property owners as to
the timing of projects whiCh directly affect properties.
Mr. Hulett suggested that the Parks Department adjust the
hanging flower pots in town so they are more readily seen by
motorists. He also wanted to commend the Parks Department
for the beautiful hanging pots this year.

Chairman Cornell noted in the Administrative Hearing
Minutes, the Planning Director had approved two bed and
breakfasts with check-in and check-out time limits. The
Director said the times are set so as to assure the least
impact to the surrounding residential uses. It was agreed
to further discuss the issue when Mr. Glass could be
present.
