BOARD OF ADJUSTMENT
Port Angeles, Washington
August 6, 1984
I CALL TO ORDER
Vice-Chairman Lewis called the meeting to order at 7:00 PM.
II ROLL CALL
Members Present: John Lacey, Scott Lewis, Steve Pazan.
Members Absent: Evelyn Tinkham, Jim Rexroat.
Staff Present: Paul D. Carr, Dan VanHemert.
III MINUTES
Mr. Pazan moved to approve the minutes of the July 2, 1984,
meeting as submitted. Mr. Lacey seconded the motion, which
passed unanimously.
IV COMMUNICATIONS FROM THE PUBLIC
None.
V VARIANCES
V-84(5)8 - JAMES O. SULLIVAN: A request for a variance
in the rear yard setback requirement from 25' to 7'; a
reduction on the east side from 7' to 3'10"; and on the
west side from 7' to l' to allow construction of a
second story to a single family residence. Location:
1221 West Fifth Street. (Tabled from the 6/4/84, and
7/2/84 meetings.)
Mr. VanHemert reviewed the memo explaining that the applicant
had submitted a design profile for the proposed second story
addition, a petition, a letter, and supplemental information.
Mr. Lacey asked whether the second story addition would cast
a shadow on the house to the north, to which Mr. VanHemert
responded that the house was 25 feet or more from the alley
and would not be shaded; but a detached garage in the rear
yard would be. Vice-Chairman Lewis opened the public
hearing.
James Sullivan, 1221 West Fifth Street, stated that a ground
level addition of the same size as the second story,
together with the proposed detached garage would exceed the
30% lot coverage requirement. The Board and staff discussed
the shadow cast by the proposed second story addition.
Vice-Chairman Lewis closed the public hearing.

Mr. Lacey moved to grant the rear yard variance from 25' to
17' and the east side yard variance from 7' to 3', provided
the second story adhered to the elevation profile submitted
with the application, and no carport be constructed in the
west side yard. Mr. Pazan seconded the motion, which passed
unanimously.
The Board cited the following findings of fact:
1. The house predated the present zoning Ordinance.
2. The variance provided the use right to remodel an
existing single-family residence.
3. The second story addition will not be detrimental to
the neighboring properties.
SOV-84(8)1 - SIGN VARIANCE - TIM HALEY: A request for
a variance in the Sign Ordinance #2152 to allow the
installation of two 18 square foot pedestrian signs,
from the requirement which allows one 12 square foot
pedestrian sign per establishment. Location: 105 East
First Street.
Mr. Carr stated that Tim Haley has requested that this mat-
ter be tabled because pictures taken for presentation had
not returned from the film processor. Vice-Chairman Lewis
opened the public hearing.
The Board discussed the requested tabling action. Since the
applicant was not present, Vice-Chairman Lewis closed the
public hearing.
Mr. Lacey moved to table the application until the next
meeting. Mr. Paz an seconded the motion, which pa s sed
unanimously.
VI STAFF REPORTS
Set Date for September Board Meeting
Mr. VanHemert advised that the next regularly scheduled
Board meeting falls on September 3, Labor Day. Mr. Lacey
moved to set the next regular meeting for September 10,
1984, and to propose the Board By-Laws be amended to set
the second Monday as the regular meeting date for September.
Mr. Pazan seconded the motion, which passed unanimously.
