I CALL TO ORDER
Chairman Glass called the meeting to order at 7:07 P.M.
II ROLL CALL
Members Present: Mike Lemon, Jim Hulett, Jerry Glass, Donna
Davison.
Members Absent: Ted Puckett, David Burns, Gary Cissel.
Staff Present: Dan VanHemert, Jeff Abram.
III APPROVAL OF MINUTES
Ms. Davison moved to approve the minutes of the July 23,
1986, meeting, as corrected. Mr. Hulett seconded and the
motion passed unanimously.
IV SHORT PLAT APPEAL
Bernard Barnes, SP-86(4)2 - 16th & "0" Streets
Mr. VanHemert stated that the applicant has appealed the
requirements of a paved street, curb and drainage system on
this four-lot short plat. He further described the
development in the subject area.
Terry Neske, representing the property owner, stated that
the required improvements will increase the cost of the lots
so much that they will not sell or develop. The property is
approximately one-half block away from West 14th Street, the
nearest standard roadway. The property owner. is willing to
sign an LID non-protest agreement.
After an extended discussion, Mr. Hulett recommended that
the appeal be granted, with the condition that an LID Non-
Protest Agreement be placed on the face of the final plat,
citing the following findings of fact:
1. The improvements place an undue economic burden on the
developer.
2. The property 1S not adjacent to an improved roadway.
Mr. Lemon seconded the motion, which passed 3 - 1. Ms.
Davison stated the following reason for her dissenting vote:

The original condition of approvai is supported by Resolution
8-83 and Ordinance 2222, although there may be. exceptional
circumstances in this case, indicating that other options to
full improvement and an LID Non- Protest Agreement may be
available.
V PUBLIC HEARINGS
SHORELINE MANAGEMENT PERMIT HEARING BRITISH
PETROLEUM. Request for a Shoreline Management Permit
to allow an office building to be constructed in
association with the fuel bunkering facility now
located in the area. Location: Ediz Hook.
Mr. VanHemert reviewed the Department Report.
Glass opened the public hearing.
Chairman
Bill Lindberg, Lindberg & Associates, described the pro-
posal. Chairman Glass closed the public hearing.
Mr. Hullet asked about height of the structure from ground
level, to which Mr. VanHemert responded 24 feet.
Mr. Hulett moved to recommend that the Shoreline Substantial
Development Permit be approved with the condition that a
State Hydraulics permit for the rip rap be granted prior to
the initiation of bulkhead reconstruction, citing the fol-
lowing findings of fact:
1. Because there will be no construction over water.or.on
natural beach, the proposed development complies with
General Regulation 5. and Natural Systems Policy 1.a.
2. Since the office building is associated with a water-
oriented use, the proposal partially complies with
General Regulation C.2. and Land Use Element D.l.a.
3. The Waterfront Trail has been provided for in a pre-
vious Shoreline Substantial Development Permit;
therefore, the application complies with Land Use
Element D.2.
4. The proposed use ~s situated in an industrially
developed shoreline; therefore, the proposal complies
with General Regulations C.4. and C.l.
Ms. Davison seconded the motion, which passed unanimously.

TEMPORARY USE HEARING - CLALLAM COUNTY JUVENILE
FACILITY. Request for extension of a Temporary Use
Permit allowing a temporary mobile office unit to be
used until a permanent structure can be completed.
Location: 18th and "M" Streets.
Mr. VanHemert reviewed the Department memo. Chairman Glass
opened the public hearing.
Edward King, Director of Juvenile Services, stated that he
is available for questions. There were none. Chairman
Glass closed the public hearing.
Ms. Davison moved to approve the Temporary Use Permit for a
one-year period, subject to the original conditions and
findings of fact. Mr. Lemon seconded the motion, which
passed unanimously.

CONDITIONAL USE HEARING - GERALD DEARING. Request for
an amendment to Conditional Use Permit CUP-84 (8) 14
allowing tanning and pickling of hides in association
with a presently permitted taxidermy business, located
in the ACD, Arterial Commercial District. Location:
l327 East First Street.
Mr. VanHemert announced that the City had requested additional
information which is not available at this time and requested
that the application be continued.
Mr. Hulett moved to continue the application to the August
27, 1986, meeting. Ms. Davison seconded the motion which
passed unanimously.
CONDITIONAL USE HEARING - ALAN AND JAN HARE. Request
for extension of a Conditional Use Permit allowing a
bed and breakfast establishment to locate in the RS-9,
Single-Family Residential District. Location: 90
Lindberg Road.
Chairman Glass stated that he had a potential appearance of
fairness problem with the application. Mr. Lindberg, rep-
resenting the applicant, stated that Mr. Glass could act in
an unbiased manner and requested that the application be
heard this evening.

Mr. VanHemert reviewed the Department memo, noting that the
Home Occupation is not yet in operation, and all requested
information had not been submitted to the Public Works
Department. In response to a question from Ms. Davison,
Fire Marshal Abram stated that the sprinkler system is now
being installed. Chairman Glass opened the public hearing.

Mr. Lindberg, representing the applicant, explained the
present state of the home occupation. Chairman Glass closed
the public hearing.
Mr. Lemon moved to recommend a one-year extension, subject
to the original conditions and findings of fact. Mr. Hulett
seconded the motion, which passed unanimously.
CONDITONAL USE HEARING - DOREEN STEPHENS. Request for
extension of a Conditional Use Permit allowing a floral
decoration business as a Horne Occupation, located in
the RS-7, Single-Family Residential District.
Location: 804 East Second Street.
Mr. VanHemert reviewed the Department memo. Chairman Glass
opened the public hearing.
Mrs. Stevens was available for questions. There being none,
Chairman Glass closed the public hearing.
Mr. Hulett moved to recommend a two-year extension. Mr.
Lemon seconded the motion which passed unanimously.
CONDITIONAL USE HEARING - JERRY GLASS. Request for
extension of a Conditional Use Permit allowing a bed
and breakfast establishment as a Home Occupation in the
RS-7, Single-Family Residential District,. Location:
1108 South Oak Street.
Jerry Glass announced that he had a conflict of interest in
this application. For lack of a quorum, Mr. Hulett moved to
continue the application to August 27, 1986. Ms. Davison
seconded the motion, which passed unanimously.
CONDITIONAL USE HEARING - GARY THOMPSON. Request for a
Conditional Use Permit to allow an orthontic/prosthetic
business to operate in the OC, Office Commerical
District. Location: 920 Caroline Street.
Ms. Davison announced that she had an appearance of fairness
problem with this application. For lack of a quorum, Mr.
Hulett moved to continue this application to the August 27,
1986, meeting. The motion was seconded by Mr. Lemon and
passed unanimously.

REZONE HEARING - JERRY AND BEULAH JACKSON. Request for
a rezone from RMF, Residential Multi-Family, to LI,
Light Industrial. Location: East Side of Valley
Street, between Fifth and Sixth Streets.
Mr. VanHemert reviewed the Department Report.
Glass opened the public hearing.
Chairman
Jerry Jackson, 1905 West Seventh Street, noted that he had
asked the owner of the residential lot immediately to the
east to participate in the rezone petition, but he did not
wish to. Chairman Glass closed the public hearing.
Ms. Davison moved to recommend approval of the rezone,
citing the following findings of fact:
1. Due to its size and location, the property partially
conforms to Industrial Development Policies 1 and 2,
and is a functional extension of the adjoining LI
District.
2.
The Valley Creek Ravine walls provide a natural buffer
between the subject property and existing industrial
uses and the established residential areas to the east
and west. Therefore, the rezone complies with
Industrial Policy No.6.

3. The property and this RMF District have not developed
in multiple-family residential uses, as presently
designated. Therefore, the rezone may encourage a more
appropriate use of the land, in compliance with Land
Use Objective No.2.
4. The area to the north is in slow transition to light
industrial uses. Therefore, the redesignation of the
property to Light Industrial will encourage similar
functionally related land uses and discourage unplanned
intermingling of incompatible uses, in compliance with
Land Use Objective No.2.
Mr. Lemon seconded the motion, which passed unanimously.
CONDITIONAL USE HEARING - BIRDWELL FORD. Request for a
Conditional Use Permit to allow expansion of a body
shop located in the ACD, Arterial Commercial District.
Location: 1527 East Front Street.
Mr. VanHemert reviewed the Department Report.
Glass opened the public hearing.

Mr. Hulett moved to recommend approval of the Conditional
Use Permit, citing the following findings of fact:
1. White and Ennis Creek Ravines provide natural buffering
between the use and the nearest residential area.
2. The body shop is quite distant from the view of
pedestrians and vehicles traveling Front Street.
3. The use is compatible with the auto-oriented commercial
uses within the vicinity and complies with the purpose
and intent of the ACD District.
Ms. Davison seconded the motion, which passed unanimously.
REZONE HEARING - CLALLAM COUNTY PHYSICIANS' SERVICE.
Request to rezone a parcel, approximately 35,000 square
feet, from RMF, Residential Multi-Family, to OC, Office
Commercial. Location: Southwest Corner of Second and
Vine Streets.
Mr. VanHemert noted that the applicant has requested a two-
month continuance. Mr. Hulett moved to continue the hearing
until the November 12, 1986, meeting. Ms. Davison seconded
the motion, which passed unanimously.
VI COMMUNICATIONS FROM THE PUBLIC
None.
VII STAFF REPORTS
Referral of SeaFarm of Norway back to Commission
Mr. VanHemert reported that the City Council has referred
the Sea Farm of Norway Sharline Management Application back
to the Commission to allow the Commission time to review the
State Department of Fisheries and Game aquaculture reports
when they become available. The Council also appointed an
arbitrator to meet with the applicant and other participants
to seek resolution of some of the problems. At this time,
the Commission will await the reports and a report back from
the arbitrator or applicant. The Commission may then set a
public hearing in which to review the new information.
VIII REPORTS OF COMMISSIONERS
Mr. Lemon noted that there are a travel trailer and camper
permanently parked in a wooded area at West 18th and "Oil
Streets.

Mr. Hulett advised that water is leaching out of the ravine
wall next to Marine Drive, east of Estes Engineering.
Ms. Davison asked if a plumbing permit is required for the
sprinkler system. Mr. VanHemert stated he would refer the
matter to the Public Works Department. She further
requested that the improvement requirements for short plats
be placed on the September 24th Agenda for discussion.
