I CALL TO ORDER
Chairman Glass called the meeting to order at 7:05 P.M.

III MINUTES
Ms. Ross moved to approve the minutes of the July 24, 1985,
meeting as submitted. Mr. Hallett seconded the motion,
which passed 3 - 0 with Mr. Puckett and Ms. Davison
abstaining.
IV PUBLIC HEARINGS
TEMPORARY USE HEARING - Clallam County Juvenile Center:
Request for an extension of one year to permit a
mobile, temporary office unit at the location until
construction of a permanent facility is complete.
Location: 18th and "M" Streets.
Mr. VanHemert reviewed the Department Report.
Glass opened the public hearing.
Chairman
Ed King stated that the County expects to initiate
construction of the building by next spring. Chairman Glass
closed the public hearing.
Ms. Ross moved to recommend granting an extension for a one-
year period, subject to the applicants obtaining a permanent
electrical permit for the existing facility. Ms. Davison
seconded the motion, which passed unanimously.

Mr. Carr reviewed the information submitted by the School
District, noting that the submitted site plan was developed
in 1977 and that the 1978 revisions proposed deletion of
several parking areas and improvement of other graveled
lots. Chairman Glass opened the public hearing.
Don Lang, High School Principal, stated that there was more
than sufficient parking and assured the Commission that he
could easily accommodate any impacts if the tennis courts
were constructed. Presently, the lots inside of the school
grounds proper are closed to students. Milt Hunt, archi-
tect, stated that restrooms are an alternate for the pro-
posed plan and if built, would be supervised by the school
District. He also noted tennis courts could be locked at
night. Bill Serrette, School District Superintendent, noted
that lights would enable the public to use the courts and
there are street lights in the area. Bill LaRue, 222 West
Park Street, noted that lights should not affect surrounding
residences. Chairman Glass closed the public hearing.
Ms. Davison moved to recommend approval of the four tennis
courts, subject to the following conditions:
1. The fence on the north side have vision obscuring
material installed and the 12-foot yard area be land-
scaped with ground cover, shrubs and at least 20 trees
of 2 inches caliper at planting time and a mature
height of 20 feet.
2. Lights may be installed with only a building permit,
provided they do not shine directly on abutting prop-
erties.
3. Sidewalks be installed on Park Avenue and the adjacent
parking lot on the west be striped.
Ms. Ross seconded the motion, which passed 4 - 0, with Mr.
Hallett abstaining.
CONDITIONAL USE HEARING - Sukert. Request to allow a
body and fender repair service to locate in the ACD,
Arterial Commercial District. Location: l225 East
Front Street. (Continued from July 24, 1985.)

Paul Case, 1223 East Front Street, opposed the Conditional
Use Permit. Gordon Sukert stated that the proposed concrete
building would dampen any noise, and that the spray booths
will meet Code requirements. Work is done by appointment
only; however, the estimates are done by drop-in. There
would be no backlog of cars on the site. James Pollard,
representing the Church of Christ, read a letter opposing
the proposed use for the following six reasons: (1) Noise,
(2) paint odor, (3) dust, (4) parking impacts, (5) building
up to side property lines, and (6) the concerns of the
neighbors. Denise Dimmel, 1218 Georgiana, resident north
across the alley, opposed the use because it would increase
noise and create a traffic hazard for small children in the
area. Dennis Alwine, 1234 East Front Street, supported the
use if adequate conditions could be attached. Chairman
Glass closed the public hearing.
Ms. Ross moved to recommend approval of the proposed Condi-
tional Use Permit, subject to the following conditions:
1. There may not be any excessive noise before 7 AM or
after 9 PM.

2. There be no alley parking.
Mr. Puckett seconded the motion, which passed 3 - 1, with
Ms. Davison abstaining.
PARKING VARIANCE HEARING - Sukert. Request for a
variance in the off-street parking requirements from
the required 16 off-street parking spaces to a total of
12 spaces, with 6 spaces being inside and 6 outside the
structure, for a body/fender repair service, in the
ACD, Arterial Commercial District. Location: 1225
East Front street.
Mr. VanHemert presented the Department Report. Chairman
Glass opened the public hearing.
Dennis Alwine stated that the proposed use should meet the
off-street parking requirements. Mrt Sukert noted there
would be 5 outside parking areas and 7 inside the structure.
He stated that reducing the size of the building would not
solve the problem and some repair might then occur outside.
Chairman Glass closed the public hearing.

Ms. Ross moved to recommend approval of the proposed reduc-
tion from the required 16 off-street parking to a total of
12 spaces, contingent upon a submitted parking plan meeting
the Public Works Department requirements. Mr. Puckett
seconded the motion, which passed 3 - 1, with Ms. Davison
abstaining.

Mr. VanHemert reviewed the Department Report recommending
approval. Chairman Glass opened the public hearing.
Ok Sovde was available to answer questions. Chairman Glass
closed the public hearing.
Mr. Hallett moved to recommend approval of the proposed
Conditional Use Permit for a duplex, citing the following
findings:
1. A duplex is compatible with the surrounding land uses.
2. The street and utilities can support one additional
dwelling unit on the site.
3. There will not be a significant increase in population
density in this vicinity.
Ms. Ross seconded the motion, which passed unanimously.
REQUEST TO CIRCULATE AN ANNEXATION PETITION - Odell/
Austin. Request for circulation of an annexation
peti tion for an area 8.52 acres, located south of
Lauridsen Blvd., north of Highway 101 and West of
Fairmount Avenue.
Mr. Carr reviewed the Department Report. Chairman Glass
opened the public hearing.
Jerry Austin stated that the applicants did not wish to
petition for more area to the south. The conditions of R5-9
zoning and assumption of bonded indebtedness were acceptable.
Chairman Glass closed the public hearing.
Ms. Ross moved to recommend that the applicants be allowed
to circulate an annexation petition for the area requested
and including all of Bean Road abutting the areal subject to
RS-9 Zoning and the assumption of bonded indebtedness. Mr.
Puckett seconded the motion, which passed unanimously.

CONDITIONAL USE HEARING - Denis and Darlene Holcomb.
Request for a Conditional Use Permit allowing the
retail sales/repair of motorcycles in the CSD-C1,
Communi ty Shopping District. Location: 321 West
Eighth Street.
Mr. Carr reviewed the Department Report( noting that this
request first required an interpretation, and then, if a
positive interpretation was made( a Conditional Use Permit
hearing would follow. Following a discussion, Ms. Ross
moved to interpret that motorcycle sales and repair business
could be compatible in the CSD-Cl District. Mr. Puckett
seconded the motion, which passed 4 - 1.
Mr. Carr then reviewed the Department Report for the pro-
posed Conditional Use Permit. Chairman Glass opened the
public hearing.

Denis Holcomb noted that other auto-oriented businesses are
in the area: one in three families owns a motorcycle; prop-
erty on First and Front Streets is too expensive; 60% of the
customers come on motorcycles, and testing of off-road
vehicles would occur inside the building. Annabelle Morrison
stated that if the Commission refused the permit, she would
lose a sale. Sandra Blank, 702 South Cherry Street, stated
that motorcycles in the alley would create noise and will
negatively impact the residences to the north. Chairman
Glass closed the public hearing.
Ms. Davison moved to recommend approval of the Conditional
Use Permit( subject to the following conditions.
1. Compliance with the Public Works Department requirements.
2. Compliance with the Fire Department requirements.
Ms. Ross seconded the motion which passed 4 - O( with Mr.
Hallett abstaining.
REZONE HEARING - DEL HUR. Request for rezone of a
parcel of property slightly over 2 acres in size from
RS-9, Single-Family Residential, to RMF, Residential
Multi-Family. Location: East of the Plaza Shopping
Center, south of Highway 101 East.
This item was continued to the September 1l, 1985( meeting
because of the 10 PM rule.

Mr. Puckett noted that the roadway through the Crown-Z Mill
is in poor condition.
Ms. Ross noted that there was a lack of boat launches in the
City and suggested that Lincoln School site be rezoned to
ACD conunercial.

The meeting adjourned at 11 PM.
