CALL TO ORDER
vice-Chairman Jean Thompson called the meeting to order
at 7:06 PM.
II ROLL CALL
Members Present: Jean Thompson, Charles Whidden, Colin
Bennett, Patrick Downie, David Brewer
Members Absent: Richard Anderson, Milton E. Ranta
Staff Present: Paul Carr, Dan VanHemert, Phyllis Rasler
III APPROVAL OF MINUTES
Mr. Downie moved to accept the the minutes of August 12,
1981, as presented. Mr. Bennett seconded this motion
which passed, 4-0 with Mr. Brewer abstaining.
IV HEARINGS
STREET VACATION - SHILLINGTON. Request to
vacate the east half of "A" Street right-
of-way north of Fourth Street. Location:
The northeast portion of Fourth and >tA"
Streets.
Mr. VanHemert explained to the Commissioners that the City
Council remanded this matter because of the tie vote.
Mr. Downie moved to table the matter to the next hearing
when all Commissioners are expected to be present. The
motion died for lack of a second. After a lengthy dis-
cussion on the Park and Recreation Plan's intent:.to ':
develop parks and access points at streets dead-ending on
bluffs and ravines, Mr. Bennett moved to recommend denial
of the request to vacate the east half of "A" Street,
affirming the intent of the Port Angeles Comprehensive
Parks and Recreation Plan regarding Dead-End Street Parks,
and recommended that the City Council consider executing
and.recording a document granting the property owner the
use of the right-of-way for the garage while it exists.
Mr. Brewer seconded the motion which passed, 5-0.
Mrs. Shillington then requested that the September 1 public
hearing before the City Council be set for a later date.

SHORT PLAT APPEAL HEARING - GOODWIN
Short Plat No. 8l(7)III. Location:
Suburban Lot 97, northwest corner of
18th and "P" Streets.
Mr. Carr explained that Mr. Goodwin is appealing the staff
requirement that his short plat dedicate the North 35 feet
of Lot 3 to the City for the right-of-way for 16th Street.
The right-of-way is needed to insure the connection of west
16th Street with Milwaukee Drive.
Mr. Goodwin stated that he submitted the short plat so that
he could build a rental house on l8th Street. He does not
intend to develop or sell any of his property abutting 16th
Street and objects to dedicating property for the right-of-
way.
Ed Warren, 2731 West 18th Street, explained that the portion
of "P" Street which has been vacated was purchased from
Clallam County by the abutting property owners, after they
requested that it be offered for sale.
Following the discussion, Mr. Bennett moved that the
Planning Commission concur with the Planning Staff's require-
ment that the North '^ 35 feet of the proposed Lot 3 be
dedicated for street right-of-way, because it is good planning
to obtain the right-of-way at the time of platting. Mr.
Downied seconded the motion which carried, 5-0.

PLANNING STUDIES
Home Occupation Utilities Charges
Mr. Carr reported;that the Staff is continuing to research
ways to obtain information regarding which home occupations
may do over $1000 worth of business.
Short Plat Ordinance Review
"}1r. .VanHemert discussed 'the "draft 'Physi"cal ''Improvements,. -,
Section and suggested the Commissioners might want to consider
more refined requirements for fire protection. Mr. Carr
illustrated some lot and access design problems which were
then discussed by the Commissioners. The Commission decided
to consider fire standards in the improvements section,
include illustrations of design requirements in the ordinance,
and directed staff to investigate standards that would not
restrict creativity.

Parking Requirements for Day Care Centers
Consideration of this issue was continued to the next long-
range planning meeting.
VI COMMUNICATIONS FROM THE PUBLIC
None
VII STAFF REPORTS
Mr. Carr reported on the administrative law judge's
recommendation on Northern Tier's application.
VIII REPORTS OF CO}~ISSIONERS
Mr. Whidden: Asked if the "Farmers' Market" has been
authorized by the City. Staff reported that it is
in the process.
Mr. Whidden noted that vehicles are still being
offered for sale on the lot at 8th and "C".
Mr. Bennett: Made a motion that the City's Park and
Recreation Board and the Planning Department Staff
make an inventory of the city streets ending on bluffs
and ravines and grade them as to their desirability
for public use. Mr. Whidden seconded the motion
which passed unanimously.
Mrs. Thompson: Commented that since planning is an
intregal part of economic growth, she hopes that the
Planning Staff and Commissioners would have some input
to the Economic Development Council Task Force. Mr.
Carr said that the Department is becoming involved in
the issue of economic development and that the Commis-
sion will most likely be involved later.
Mr Brewer: Suggested a joint meeting with the City
Council and' the Planning Commission be held soon and
that the City's policy on dead-end streets and short
plat standards are good issues to discuss.
He then reiterated that the City should consider not
charging the new sign ordinance fee for those businesses
that bring their existing signs 'into conformance.

Mr. Downie: Notice a building permit issued to the
K.O. Erickson Estates for sidewalks on their property
in the 200 Block on West First Street.and asked if this
area is in the downtown beautification project? It is.
Mr. Downie asked if Staff is inventorying historical
buildings.
IX ADJOURNMENT
The meeting adjourned at 10:25 PM.
