of a Conditional Use Permit allowing a bed and breakfast estab-

I CALL TO ORDER
Chairman Glass called the meeting to order at 7:05 P.M.
II ROLL CALL
Members Present: Dave Burns, Ted Puckett, Jim Hulett, Jerry
Glass, Gary Cissel, Donna Davison.
Members Absent: Mike Lemon.
Staff Present: Paul D. Carr, Dan VanHemert.
III APPROVAL OF MINUTES
Ms. Davison moved to approve the minutes of the August 13,
1986( meeting as corrected, noting that water was seeping
out of the hillside east of Estes Engineering on Marine
Drive. Mr. Hulett seconded the motion, which passed
unanimously.
IV PUBLIC HEARINGS
CONDITIONAL USE HEARING - GERALD DEARING. 'Request for
an amendment to Conditional Use Permit CUP-84 (8) 14,
allowing tanning and pickling of hides in association
with a presently permitted taxidermy business, located
in the ACD, Arterial Commercial District. Location:
1327 East First Street.
Ms. Davison moved to continue the hearing to the September
10, 1986, meeting. Mr. Burns seconded the motion, which
passed unanimously.
CONDITIONAL USE HEARING - JERRY GLASS. Request for
extension of a Conditional Use Permit allowing a bed
and breakfast establishment as a Home Occupation,
located in the RS-7, Single-Family Residential
District. Lodation: 1108 South Oak Street.
Because of a conflict of interest, Chairman Glass left the
hearing room.
Mr. VanHemert reviewed the request. Vice-Chairman Hulett
opened the public hearing.

Jane Glass, 1108 South Oak Street, was available for
questions. Vice-Chairman Hulett closed the public hearing.
Ms. Davison moved to recommend a two-year extension be
granted with the understanding that the off-street parking
area will not be paved. Mr. Burns seconded the motion,
which passed 5 - O.
Chairman Glass returned to the hearing room.
CONDITIONAL USE HEARING - GARY THOMPSON. Request for a
Conditional Use Permit to allow an orthotic/prosthetic
business to operate in the OC, Office Commercial
District. Location: 920 Caroline Street.
Because of an appearance of fairness, Ms. Davison left the
hearing room.
Mr. VanHemert presented the Department Report.
Glass opened the public hearing.
Chairman
Gary Thompson was available for questions. Chairman Glass
closed the public hearing.
Mr. Hulett moved to recommend approval of the Conditional
Use Permit with the condition that the parking lot adjacent
to the proposed structure be re-striped, citing the follow-
ing findings:
1. The use is compatible with the Hospital and other
surrounding medical uses, and therefore complies with
Commercial Policy 16.
2. Its functional relationship with other medical uses in
the area and its degree of specialization will result
in an insignificant increase in traffic on Caroline
Street.
Mr. Cissel seconded the motion, which passed 5 - O.
Ms. Davison returned to the hearing room.
V COMMUNICATIONS FROM THE PUBLIC
None.
VI STAFF REPORTS
Mr. VanHemert reviewed the Zoning Ordinance Update.
Mr. Carr proposed a special joint meeting with the City
Council to review and tour short subdivisions. The Planning
Commission proposed September 9th at 6:30 P.M. for the tour.

VII REPORTS FROM COMMISSIONERS
Mr. Hulett noted the increased number of trailers in and
around near the Thunderbird Boathouse. Mr. VanHemert noted
that a letter has been sent to the owner.
Mr. Puckett inquired about the prohibition of unattached
boat trailers at the Yacht Club. Mr. Carr noted that the
Boat Haven is Port of Port Angeles property and not
specifically addressed in the Parking Code.
Ms. Davison inquired about off-street parking Downtown.
Mr. Hulett asked about non-conforming signs in the CBD. Mr.
Carr noted that the merchants have been sent letters stating
that such signs must be removed by the end of the year.
Mr. Hulett also asked about swimming lessons for children in
the evening.
Chairman Glass stated that there were cars parked with "For
Sale" signs adjacent east of the Market Basket on Lauridsen
Blvd. Mr. VanHemert stated he will investigate.
