IV HEARINGS
REZONE HEARING - ELlA. Request to rezone 8.75 acres
from RS-9 (Single-Family Residential) to RMF
(Residential MUlti-Family). Location: Midway
between "M" and "N" Streets, and lying between 12th
and 14th Streets. (Continued from June 9, 1982.)
PLANNED RESIDENTIAL DEVELOPMENT HEARING - ELlA.
Request to consider a Planned Residential
Development on approximately 8.75 acres. Location:
Midway between "M" and "N" Streets, and lying
between 12th and 14th Streets. (Continued from
June 9, 1982.)
The Planning Commission combined these two items. During
the public hearing Mr. Torres, representing Ms. Elia, ex-
plained that the continuance would provide the applicant
additional time to reassess the viability of the project.

Following the public hearing, Mr. Brewer moved to con-
tinue these two items to January 12, 1983. Mr. Hulett
seconded the motion, which passed unanimously.

STREET VACATION HEARING - OLYMPIC MEMORIAL HOSPITAL.
petition to vacate the westerly 50' of Columbia
Street between Blocks 3 and 4, PSCC~ and to vacate
the westerly 50' of the Columbia/Caroline alley in
Block 4, PSCC. Location: Columbia Street and
Columbia/Caroline alley, immediately east of Olympic
Memorial Hospital.
Chairman Ranta read the Hospital's request for a continu-
ance until the September 22, 1982, meeting in order to
provide additional information. Mr. Anderson moved to
continue this hearing to September 22, 1982. Mr. Downie
seconded this motion, which passed unanimously.
CONDITIONAL USE HEARING - KOLDEN. Application for a
Conditional Use Permit to operate a consignment
auction business in the CSD-C1 commercial zone.
Location: 16th and "C" Street. (Continued from
August 11, 1982.)
Mr. Brewer moved to formally accept Mr. Kolden's with-
drawal of his application. Mr. Anderson seconded the
motion, which passed unanimously.

SHORELINE MANAGEMENT HEARING - BETTING. Application
for a Shoreline Substantial Development Permit for
establishment of a shoreside storage and supply
facility/fuel yard. Location: West of Tumwater
Street, south of Marine Drive, north of Third
Street. (Continued from August 25, 1982.)
Mr. VanHemert briefly reviewed this application, noting
that testimony could be taken but no final recommendation
should be made until the State Department of Ecology's
proposed Declaration of Nonsignificance was final.
Chairman Ranta opened the public hearing.

Clay Betting, Westco Marine, provided additional informa-
tion on the characteristics of the proposal in response
to questions raised at the previous meeting, explaining
that typically there will be three shifts of 11 people
plus some people on the dock and fueling will be randomly
occurring on a 24-hour basis. Hattie Bergland requested
the Commission consider how much Harbor usage would be
restricted by expansion of the proposed activity, booming
plans, how often the applicant can use the Port terminal
dock, and other questions. Mr. Betting explained that he
expected a potential 5% to 10% increase in the number of
ships coming to the Harbor. Bill Oliver of the Port of
Port Angeles said they did not see any conflict with

their terminal operations. Mr. Cornell asked for clari-
fication if the fueling operation would take a secondary
position to the log loading operation at the terminal.
Don Hughes spoke in favor of the proposal and noted that
the Captain of the Port who is situated in Seattle desig-
nates how many ships can be in the Harbor. Chairman
Ranta closed the public hearing.
Mr. Anderson moved to continue this matter to September
22, 1982. Mr. Downie seconded, and the motion passed
unanimously.
STREET VACATION HEARING - ALLEN, DNR. Petition to
vacate approximately 747 feet of an un-named right-
of-way abutting Tracts 34, 35 and 36, Alderwood Acre
Tracts, and abutting the NW~ of the NE~ of Sec. 16,
Township 30 North, Range 6 WWM. Location: South of
Park Street, approximately 100 feet west of Cherry
Street.
Mr. VanHeffiert reviewed the Department Report; Chairman
Ranta opened the public hearing.

Jack Wright, surveyor, said the proposed house location
was chosen so that it would not block the view of the
existing Allen residence. Bob Forshaw, the Allens I
builder, explained that the setback requirement would be
changed if the vacation were granted, thereby permitting
location of the proposed house in its preferred location.
The Commission discussed the potential impacts of vaca-
tion on development patterns in the area, as well as
access for utilities. Chairman Ranta closed the public
hearing.
Mr. Downie moved to recommend approval of the vacation of
that portion of the right-of-way abutting Tracts 34, 35
and 36, Alderwood Acre Tracts, provided the Applicant
file a zoning lot for Tracts 35, 34, 27, and 26, Alder-
wood Acre Tracts, and provide an easement for utilities
across said zoning lot if desired by the City; citing as
findings of fact the property will be returned to the tax
rolls and vacation combined with the zoning lot, would
promote more logical future development of the property.
Mr. Hulett seconded this motion, which passed
unanimously.

CONDITIONAL USE HEARING - PINGEL. Application for a
Conditional Use Permit to operate a wire marking ser-
vice for commercial fishermen as a Home Occupation.
Location: 227 East Tenth Street.
Mr. VanHemert reviewed the Department Report. Mr. Pingel
explained the operation, noting that 95% of the customers

would order by telephone or mail. Chairman Ranta closed
the public hearing.
Mr. Anderson moved to recommend approval for a period of
one year, citing the following findings:
1. Since only hand tools will be used in the operation,
there will be no noise, smoke, dust, or other
obnoxious or harmful conditions created by the Home
Occupation.
2. Local traffic will not be significantly increased by
the Home occupation.
3. There will be no injurious or detrimental impacts on
adjoining properties.
4. The Home Occupation will not endanger the public
health, morals, safety and welfare; and it is in the
public interest.
Mr. Cornell seconded the motion, which passed
unanimously.

VI STAFF REPORTS
Amendment to By-Laws changing the place of the regular
meetings of the Planning Commission.
Mr. Anderson moved to formally amend the By-Laws at the
September 22, 1982, meeting. Mr. Brewer seconded this
motion, which passed unanimously.
