CALL TO ORDER
Vice-Chairman Thompson called the meeting to order at 7 PM.

APPROVAL OF MINUTES
Mr. Brewer moved to approve the Minutes of the August 26th
meeting as submitted. Mr. Whidden seconded this motion,
which passed 5 - 0, with Mr. Ranta abstaining due to his
absence from that meeting.
IV
HEARINGS
Mr. Downie moved to set Item No.3 on tonight.s Agenda to
the second position. Mr. Brewer seconded this motion,
which passed unanimously.
REZONE HEARING - RANTA. Request to rezone 21,000
square feet from CAD (Commercial Arterial District)
to CBD (Central Business District). Location:
North side of First Street, approximately 200 feet
east of Lincoln Street.
Mr. Ranta excused himself on the conflict of interest and
left the hearing room.
Mr. Carr reviewed the Department Report; Chairman Thompson
opened the public hearing.
Ken Sweeney, Clark and Associates, exhibited an aerial photo-
map and an aerial phototograph. The reason for requesting
the change is to permit an office building in excess of 30..
The property is more compatible with the CBD than the CAD,
and expansion of the CBn is suggested in earlier Downtown
plans and studies. John Layson, consultant from Seattle,

reviewed the economic feasibility of the project. Mr.
Sweeney said that the westernmost lot is already in the
CBD Zone and the zoning change would place all of the ap-
plicant's property in one zoning district.
Mr. Downie asked if a multi-use building has been con-
sidered; to which Mr. Layson responded that they are only
feasible in very tall buildings. Chairman Thompson closed
the public hearing.
Mr. Bennett observed that the Commission was considering
only the rezone of the property, not the ultimate use.
Mr. Bennett then moved to recommend approval of the rezone
of 14,000 square feet from CAD to CBD, based on compliance
with Comprehensive Plan Commercial Policies Nos. 1 and 2,
with greater emphasis on Policy No.6; and because it would
put all of the applicant's property within one zone. Mr.
Whidden seconded this motion, which passed 5 - O.
Mr. Ranta returned to the hearing room.
PRELIMINARY PLAT HEARING - CRONAUER. Request to con-
sider the revised Preliminary Plat of Cronauer Replat
consisting of four residential lots on 3.2 acres.
Location: North of Milwaukee Drive, between "N" and
"0" Streets.
Mr. Carr reviewed the Department recommendation on this re-
vision after review by other City Departments. Chairman
Thompson opened the public hearing.
Ken Sweeney asked if this matter could be returned to its
original place on the Agenda, as Mr. Cronauer was not then
present and wished to be.
Mr. Whidden moved to place this item at the end of the
Agenda. Mr. Downie seconded this motion, which passed
unanimously.
(A) ZONING ORDINANCE M4ENDMENT - BUNJE DOWSE & CO.
Request to amend Article IV, Section 7, Ordinance
No. 1709 (Zoning Ordinance) to include movie theaters
as a permitted use in the CSD-C2 Zoning District.
Location: CSD-C2 Zoning Districts in the City of
Port Angeles.

(B) REZONE HEARING - BUNJE DOWSE & CO. Request to
rezone 12.25 acres from RS-7 (Single-Family Residen-
tial) to CSD-C2 (Community Shopping District). Loca-
tion: Between lOG" and "I" Streets and between Eighth
Street and the alley next south of Ninth Street.
(C) STREET VACATION HEARING - BUNJE DOWSE & CO. Re-
quest for vacation of "H" Street from Eighth Street to
Tenth Street; Ninth Street from "G" Street to "I" Street;
alley from "G" Street to "I" Street between Eighth Street
and Ninth Street: EXCLUDING all portions of said streets
and alleys contained in Eighth-Tenth Crossover Drive.
Messrs. Brewer and Whidden excused themselves on the appear-
ance of fairness and left the hearing room.
Mr. VanHemert then reviewed the main issues contained in the
Department Report, which recommended denial of the Code Amend-
ment permitting theaters, approval of the rezone and approval
of the street vacations. Chairman Thompson opened the pub-
lic hearing.

John Buss, representing the applicant, exhibiting two draw-
ings of the proposed project and a scale model, reviewed
the proposal in detail. A 50-foot buffer of natural trees
to be retained, combined with the limited height of the pro-
posed buildings, will result in the center being visible
only from the Crossover. The center will be energy effi-
cient, reducing distances traveled by west-side residents
to obtain goods and services: and it will create construc-
tion jobs and future employment in the stores and offices
established. He added that they would like the Code amend-
ment approved. Finally, the center will not be detrimental
to the Downtown as the only possible competition would be a
grocery store.
Ray Taylor, 1025 West Sixth Street, speaking in favor of the
proposal, submitted a City map showing that most of the
financial, retail and grocery establishments are east of
the Truck Route. Mrs. Harry Witt, 606 South nG" Street,
said the west end needs the shopping center. John Cummings,
1537 West Tenth Street, spoke against the movie theater, but
in favor of the shopping center. Neal Warren, 515 South "I"
Street, urged approval of the project and said he was not
concerned about the increase in traffic.

Ray Cline, 1233 West Tenth Street, is against a movie theater
and suggested that no use in the proposed development keep
late night hours: and the proposed Crossover would adversely
impact the residences on the south side of Tenth Street.
Bob Zindel, 508 South liB" Street, suggested that a movie
theater could be compatible if its hours of operation were
controlled. Betty Schlemmer, 1440 West Fifth Street, is not

against a theater, but would not like to see a tavern in
the center: the shopping center is needed in the west end.
Robert Roebuck, 2111 West Sixteenth, observed that an ap-
plicant for a liquor license has to advertise his appli-
cation and the neighbors can then object.

Richard Page, 918 South "G" Street, is against the Zoning
Code amendment as it would permit movie theaters in all
CSD-C2 Zones; the rezone and the street vacation. He noted
that additional lots in the immediate area could be subject
to rezone applications in the future. Anne Woods, 1019
South "G" Street, does not believe that the shopping center
belongs in a completely residential neighborhood: nor would
she like to see theaters permitted in the CSD-C2 District.
She further voiced concern about increasing assessed value
of residential property. Elinor Saar, 1432 West Eleventh
Street, expressed opposition to the entire project, es-
pecially a movie theater. She further questioned the ap-
propriateness of the Crossover; and suggested the old Lincoln
School site for a west-side shopping center. Charlotte Brad-
ford of Hutchison Jewelers said that the Downtown businesses
have expended a great deal of their own money to keep cus-
tomers Downtown and asked that the rezone be denied. Chair-
man Thompson closed the public hearing.
Mr. Bennett said that he would require additional time to
study the Department Report and comments of the audience.
Mr. Downie and Chairman Thompson agreed.
Mr. Bennett moved to continue the hearings on the three ap-
plications to a special meeting to be held at 7 PM on Wed-
nesday, September 30th, in the Council Chambers. Mr. Downie
seconded this motion, which passed 4 - O.
At the close of this hearing, a 5-minute recess was taken,
during which Mr. Whidden returned to the hearing room.
PRELIMINARY PLAT HEARING - CRONAUER. Request to con-
sider the revised Preliminary Plat of Cronauer Replat

Mr. Carr reviewed the revision and the re-circulation to
other City Departments, repeating the original recommenda-
tions which included conditions that were not agreeable to
the developer. Chairman Thompson opened the public hearing.

Ken Sweeney said that Mr. Cronauer improved Milwaukee Drive
in front of his two short plats and installed the necessary
utilities of his own volition; and should not be required
to construct a road all the way to "N" Street when another
property owner in the area had been permitted to divide one
lot into two without having to install any improvements.
Mr. Cronauer seeks approval of his replat without the road
and storm sewer extension requirements. Chairman Thompson
closed the public hearing.
Mr. Bennett moved to recommend approval of the Preliminary
Plat of the Cronauer Replat with an amended description at
the top of the Replat that reads as follows:
A Replat of Short Plat 77-l1-8 and Short Plat
78-5-l6, respectively; portions of Bluffs West
(Suburban Lot 40) and Suburban Lot 41, Townsite
of Port Angelesi
but without road and storm water system improvements, based
on the prior approval of the Butler Replat which did not
require improvements. He cited the following findings of
fact:
1. The proposed subdivision conforms with the Residential
policies of the Comprehensive Plan.
2. The proposed lots comply with the RS-9 Zoning District.
3. Basic public utilities and streets are available to the
proposed subdivision.
4. The circulation patterns in this area are minimally
affected.
5. Public schools, parks and recreation facilities are
not impacted by this subdivision.
6. The public use and interest will be served by approv-
ing the plat.
Mr. Ranta seconded this motion, which passed unanimously.
