1. CONDITIONAL USE PERMIT - CUP 87(8)19 - GLADYS PRESSLEY.
1017 West Seventeenth Street: Request to allow an adult
boarding home for elderly residents to locate in the RS-
7, Single-Family Residential District. (This item is continued
from the August 12, 1987 meeting).
2. SHORELINE MANAGEMENT REQUEST - SMA 87 ( 8 ) 84 - CITY OF
PORT ANGELES. located on the beach at the base of the present
City landfill site. West Eighteenth Street: Request to
dig or drill three test wells for subsurface water sampling
to determine any downgradient contamination from the landfill
site. (This item is continued from the August 12, 1987
meeting).
3. STREET VACATION REQUEST - STV 87(8)4 - OLYMPIC VISTAS.
Vine Street: Request to vacate a portion of Vine Street
abutting Lot 11, Block 16, and Lot 10, Block 11, puget Sound
Co-operative Colony's 2nd Addition to Port Angeles.

I CALL TO ORDER
Chairman Lemon called the meeting to order at 7:07 P.M.
II ROLL CALL
~lembers Present: Ted Puckett, Jerry Glass, Jim Hulett, Dick
Wight, Bob Philpott, Mike Lemon.
Members Absent: Donna Davison Ness.
Staff Present: Paul D. Carr, Otto Miller, Bruce Becker.
III APPROVAL OF MINUTES
Mr. Hulett moved to approve the minutes of the August 26,
1987, meeting as written. Mr. Glass seconded and the motion
passed 4 - 0 with Messrs. Puckett and Wight abstaining.
IV PUBLIC HEARINGS
CONDITIONAL USE HEARING - GLADYS PRESSLEY: Request to
allow an adult boarding home for elderly residents to
locate in the RS-7, Single-Family Residential District.
Location: 1017 West 17th Street. (This item continued
from the August 12, 1987, meeting.)
Mr. Miller reviewed the memorandum. Mr. Glass moved to
remove the item from the agenda because the request did not
qualify as a permitted or conditional use in that zone under
the Zoning Code. Mr. Hulett seconded the motion, which
passed unanimously.
SHORELINE MANAGEMENT HEARING - CITY OF PORT ANGELES:
Request to dig or drill three test wells for subsurface
water sampling to determine any downgradient contamina-
tion from the Landfill site. Location: On the beach
at the base of the present City Landfill site, West
18th Street. (Continued from August 12, 1987.)
Mr. Miller reviewed the Department Report. Chairman Lemon
opened the public hearing.
Bob Jones of the Public Works Department explained that
three holes would be drilled on the beach and one upland
from the Landfill site. The purpose of the upland well was

to determine the quality of the ground water prior to its
traversing the Landfill. The upland hole is outside Shore-
line Management Act jurisdiction. The proposal complies
with DOE standards. Mr. Jones also provided a brief review
of the history of the Landfill and what is in store in the
future. Chairman Lemon closed the public hearing following
further questions.
Mr. Glass moved to recommend granting the Shoreline Substan-
tial Development Permit, citing the following findings:
A. The proposal at this location will not materially
interfere with the normal public use of the water or
shorelines of the State.
B. The proposed use, located in an isolated area will
result in three minor structures, approximately 6" (six
inches) wide by 24" (twenty-four inches) high. As
such, this proposal will not cause a sight problem,
create a fire hazard or otherwise impact any existing
land use in the immediate vicinity or zone.
C.
The proposal is a system designed to indicate whether
an existing use (the Port Angeles Landfill) can affect
the ground water quality in the immediate vicinity.
Therefore, the proposal can be seen as a potential
benefit to the public health, safety and welfare.
Mr. Hulett seconded the motion, which passed unanimously.
STREET VACATION HEARING - OLYMPIC VISTAS: Request to
vacate a portion of Vine Street abutting Lot 11, Block
16, and Lot 10, Block 11, puget Sound Cooperative
Colony's 2nd Addition to Port Angeles. Location: Vine
Street.
Mr. Carr reviewed the Department Report. Chairman Lemon
opened the public hearing.
Mary Johnson was available to respond to questions. Follow-
ing a brief discussion among staff, the Commission and Ms.
Johnson, Chairman Lemon closed the public hearing.
Mr. Hulett moved to recommend granting the street vacation,
citing the following findings:

Vacation will not affect circulation patterns, public
safety, or development patterns because Vine Street has
been developed west of the subject right-of-way and

portion of the Vine Street right-of-way north and south
have already been vacated.
B. Vacation would remove any question as to ownership of
the subject right-of-way.
Mr. Glass seconded the motion, which passed unanimously.
V COMMUNICATIONS FROM THE PUBLIC
None.
VI STAFF REPORTS
Staff mentioned the filling activity occurring near the
Bushwhacker Restaurant on White Creek Ravine. The Commis-
sion expressed concern and suggested continued monitoring.
VII REPORTS OF COMMISSIONERS
Mr. Philpott and Chairman Lemon expressed concern that the
railroad crossing on Marine Drive was still in poor con-
dition and potentially dangerous.
Mr. Wight expressed concern with the speed of the northbound
traffic on Race Street at the Race and Boulevard intersec-
tion. He inquired if there would be a light. Staff would
investigate.
