Chairman Glass called the meeting to order at 7:0S P.M.

III APPROVAL OF MINUTES
Ms. Davison moved to approve the minutes of the August 27(
1986, meeting as submitted. Mr. Burns seconded the motion
which passed unanimously.
IV PUBLIC HEARINGS
CONDITIONAL USE HEARING - GERALD DEARING: Request for
an amendment to Conditional Use Permit CUP-84 (8) 14
allowing tanning and pickling of hides in association
with a presently permitted taxidermy business located
in the ACD, Arterial Commercial District. Location:
1327 East Front Street. (Continued from August 27 (
1986) .
Ms. Davison moved to continue this item to the October 8,
1986, meeting. Mr. Hulett seconded the motion, which passed
unanimously.
CONDITIONAL USE HEARING - SOVDE: Request for extension
of a Conditional Use Permit to allow a duplex to locate
in the RS-7, Single-Family Residential District.
Location: 151S West 16th Street.
Mr. VanHemert reviewed the Department Report.
Glass opened the public hearing.
Chairman
Mrs. Sovde requested a one-year extension. Chairman Glass
closed the public hearing.

Mr. Cissel moved to recommend a one-year extension, subject
to the original conditions. Mr. Burns seconded the motion,
which passed unanimously.
CONDITIONAL USE HEARING - SMITH/SYBIL: Request for
extension of a Conditional Use Permit allowing a roller
skating rink to operate as a recreational use in the
RS-7, Single-Family Residential District. Location:
703-707 South Chase Street.
Mr. VanHemert reviewed the Department Report. Jeff Abram
explained that the Fire Department concerns were addressed
prior to the meeting. Chairman Glass opened the public
hearing.
Mr. Sybil requested a five-year extension, rather than two
years, in order to make improvements to the building, such
as new carpets and booths. Chairman Glass closed the public
hearing.
Following further discussion, Mr. Burns moved to recommend
extension of the Conditional Use Permit for four years,
subject to the original conditions. Mr. Lemon seconded the
motion, which passed unanimously.

CONDITIONAL USE HEARING - VIRGINIA SLEDD: Request for
extension of a Conditional Use Permit to allow the
manufacture and sale of handcrafted jewelry as a Home
Occupation in the RS-7, Single-Family Residential
Dsitrict. Location: 422 South "L" Street.
Mr. VanHemert reviewed the Department Report.
Glass opened the public hearing.
Chairman
Virginia Sledd noted that there had been no change in the
business. Chairman Glass closed the public hearing.
Mr. Burns moved to recommend a two-year extension, subject
to the original conditions and findings. Ms. Davison
seconded the motionr which passed 6 - O.
REZONE HEARING - CORNING: Request for a rezone of a
parcel of property presently zoned PBP, Public
Buildings and Parks, to RS-7r Single-Family
Residential, for a residence. Location: South of
Eight Street bridge, east of the Eigh/Pine Street
intersection.

Mr. VanHeffiert reviewed the Department Report. Following
questions from the Planning Conunission, Chairman Glass
opened the public hearing.

Sally Corning explained that she had a potential buyer who
wished to build a home. The pre-existing nonconforming
single-wide trailer was removed from the lot approximately
two months ago. The staff noted that the trailer could be
replaced by a similar trailer during the next ten months.
Following additional discussion, Chairman Glass closed the
public hearing.
Mr. Cissel moved to recommend rezoning the property from
PBP, Public Building and Parks, to RS-9, Single-Family
Residential, citing the following findings:
1. A former residential site, the subj ect property has
access to Ninth Street and the municipal sanitary
sewers and water is available to it. Therefore, the
rezone complies with Residential policy No.5.
2. Because of topography and district size, its ultimate
development will be in compliance with Residential
Policy No. 13.
3.
The parcel is basically level and served by City
streets and utilities. Thereforer the PBP, Public
Building and Parks, designation, is not consistent with
Open Space Policies Nos. 2 and 3 or the intent of the
PBP District.

The motion died for lack of a second.
Mr. Burns moved to recommend denial of the rezone from PBP
to RS-7, citing the following findings:
A. The remoteness of the proposed rezone from other
single-family zones and its small size.
B. There has been no change in conditions since the
original zoning.
c. The existing PBP zoning complies with Comprehensive
Plan Open Space Policies Nos. 2 and 3.
Ms. Davison seconded the motion which passed 3 - 2, with
Messrs. Cissel and Lemon voting "No", because PBP zoning was
not the most appropriate for this particular parcel.
Ms. Davison suggested the Commission investigate PBP zoning.

CONDITIONAL USE HEARING - JONES/PRIEST: Request for a
Condi tional Use Permit to allow a phase fill of
property in the ACD, Arterial Commercial District.
Location: Alder Street between First and Front
Streets.
Mr. VanHemert reviewed the portion of the Department Report
addressing the interpretation of the proposed fill land use.
Mr. Carr reviewed the procedures for ruling on interpreta-
tions. The Commission discussed the compatability and
appropriateness of a fill use which would occur over a
five-year period and was not associated with any specific
project. Ms. Davison moved to interpret that filling of
property not in association with construction of a project
was an inappropriate use in the Arterial Commercial District
because it did not meet the purpose and intent of that
District and was not similar to the permitted uses. Mr.
Burns seconded the motion, which passed unanimously.
Ms. Davison then moved to continue the Conditional Use
Permit associated with the interpretation to the October 8th
Planning Commission meeting. Mr. Burns seconded the motionr
which passed unanimously.

CONDITIONAL USE HEARING - R. W. FRICK. Request for a
Condi tional Use Permit to allow an additional 4,500
square feet of property for specialized manufacturing
and machinery repair workr to an existing Conditional
Use Permit. Location: 308 South Valley Street.
Mr. Carr reviewed the Department Report. Chairman Glass
opened the public hearing.
Mr. Frick explained the nature of his operation. Ed Brownr
owner of the property to the south, expressed concern about
noise and visual impacts upon his home. Mr. Frick explained
that his normal hours of operation would be 8 AM to 5 PM,
Monday through Friday. He does not intend to landscape the
property. The alley between the two properties will not be
used regularly. Chairman Glass closed the public hearing.
Mr. Cissel left the room on the appearance of fairness
doctrine.

In response to questions from the Commission, Mr. Brown
explained that he would like a buffer and limited use of the
alley as conditions on the proposed use. The Commission
discussed buffering between disparate uses in the same zone
and the requirements of the Light Industrial Zoning Dis-
trict.

Ms. Davison moved to recommend approval of the Conditional
Use Permit, subject to the Code requirements for landscaping
in the Light Industrial District. Mr. Hulett seconded the
motionr which passed 4 - O. Mr. Burns abstained from the
vote.
Mr. Cissel returned to the meeting room.
REZONE REQUEST - MOOSE LODGE #996: Request for rezone
of a parcel of property, 7,000 square feet, from RS-7,
Single-Family Residential, to CSD-Clr Commercial.
Location: Northwest Corner of Ninth and Pine Streets.
Mr. Carr reviewed the Department Report, which recommended
denial of the rezone. Chairman Glass opened the public
hearing.
George Strarnpherr explained that the Moose wish to rezone
the lot on the northwest corner of Ninth and Pine Streets in
order to provide safer parking than would be provided in a
parking lot northr across Eighth Street. Chairman Glass
closed the public hearing.

Ms. Davison moved to recommend denial of the rezone, citing
the following findings:
1. The subject property complies with Comprehensive Plan
Residential Policies Nos. 1r 4 and 11. Thus, residen-
tial zoning is the most appropriate classification of
this parcel and achieves Land Use Objective No.1.
2. The subject parcel does not comply with Commercial
policy No. 2 because it is too small and would be an
isolated commercial parcel surrounded by residential
zoning.
3. Commercial zoning cannot comply with Commercial Policy
No. 4 because it would begin a commercial strip on pine
Street.
4. Commercial Zoning cannot comply with Commercial Policy
No. 18 because the area is not a pre-existing commer-
cial strip.
Mr. Lemon seconded the motion, which passed unanimously.
Mr. Burns moved to continue the public hearing on the Port
Angeles Fine Art Center to September 24r 1986. Ms. Davison
seconded the motion, which passed unanimously.

V COMMUNICATIONS FROM THE PUBLIC

VI STAFF REPORTS
Mr. Carr provided an update on the Trail Grant Application
to lAC.
VII REPORTS FROM COMMISSIONERS
Mr. Hulett noted that there was a travel trailer behind
KONP .
Ms. Davison requested additional background information on
the Smith/Sybil Conditional Use Permit. Mr. Carr provided
the information.
Ms. Davison reviewed City Council discussion of the Jackson
rezone, making note of the comments by the applicant regard-
ing inaccurate maps. Mr. Carr noted that the maps were
correct.
