I CALL TO ORDER
Nayor Duncan called the meeting to order at 7:00 P.M. The purpose of this g
meeting is to discuss future electrical rates, hold a public hearing to consider a
future electrical power rates, and a joint meeting with the City Council and the
Port Angeles Planning Carmission to discuss Adult Foster Care Homes.

I. Discussion of future electrical rates: Presentation by Lew Cosens, Greg
Booth and members of the Utility Advisory Corrmittee.
Lew Cosens, Director of Port Angeles City Light, discussed. the reasons that City
Light Utility was proposing an electrical pcMer rate increase, and explained how
City Light calculated the aIrOunt of increase. '
Greg Booth, Pa.ver Manager" presented an analysis of the rate and cost of service
study. '
2. Public Hearing to consider future electrical power rates.
Mayor Duncan then opened the public hearing on the proposed electrical po.ver
rate increases and asked for questions or corrrnents from the public. R. Thurman,
R. Friedman and J. Buvit spoke against the prop:::lsed electrical p:Mer rate
increase. R. Friedman proposed the Council adopt "base line ratesll.
r'layor Duncan closed the public hearing. City Manager Floostran brought to the
r,layor' 5 attention a letter fran I'IT Rayonier which they requested be made a part
of the record of the public hearing.
After further discussion on the proposed electrical rate increase, ~ayor Duncan
asked for further corrment iran the public. Councilmen Quast and Horo.yk
carmented. l-layor Duncan then read I'IT' s letter into the record.

A rrotion was made to consider the ordinance regarding the rate increase at the
September 21, 1982 rreeting by Counci1rna..1 \'J11idden and \....as seconded by Councilman
Quast. The rrotion carried. nayor Duncan then stilted that the public Hould have

A five-rrinute recess was called before the joint meeting with the Port
Angeles Planning Commission.
3. Discussion by Council and Planning Canmission of Adult Foster Care Borres.
The meeting reconvened with the. members of the Planning Ccmnission. Members of
the City COuncil and the Planning Commission corrmented on Adult Foster Care
Homes. Stafr alSo presented corrrrents.
COWlcilman Gerberding ITOved . to. accept the recormnendation of the. Planning
Cormnission that the interpretation of Adult Foster Care Homes with four or less
unrelated persons are permitted uses in RS-7 and RS-9 and RMF (as .amended by
Planning COmmission) Districts. The rrotion was seconded by Councilman Hordyk.
On call for the question, the motion carried.
