CALL TO ORDER
Chairman Hulett called the meeting to order at 7 PM.

III APPROVAL OF MINUTES

Mr. Anderson moved to approve the minutes of the August
24, 1983 meeting as submitted. Mr. Holm seconded the
motion, which passed 5 - 0 with Chairman Hulett abstaining.
IV HEARINGS
CONDITIONAL USE HEARING - UPTON. Application for a
Conditional Use Permit to establish a framing shop as
a Home Occupation. Location: 524 Cherry Street.
Mr. VanHemert reviewed the Department Report. Chairman
Hulett opened the public hearing.
Craig Upton explained that there will also be an art
studio in the Home Occupation and the framing portion of
the business is secondary. Chairman Hulett closed the
public hearing.
Mr. Anderson moved to recommend granting the Conditional
Use Permit subject to the following conditions:
1. That a four-space otf-street parking area be designed
and installed in accordance with the requirements of
the Public Works Department.
2. That provision for fire protection be made in
accordance with the Uniform Building Code, Unitorm
Fire Code and NFPA No. 10.

3. That no products be displayed in the windows or
otherwise be visible from the sidewalk or street.

He cited the following findings of fact:
A. Because the Home Occupation will not involve power
equipment, it will not introduce excessive noise,
smoke, dust, or vibrations into the residential
neighborhood.
B. Provided an adequate off-street parking area is in-
stalled, the Home Occupation will not significantly
increase local vehicular or pedestrian traffic.
C. Since that portion of the structure being used for
the Home Occupation does not abut an adjoining
property, the use generally will not be injurious or
detrimental to abutting properties, and will not
endanger the public health, moral safety or welfare
and is in the public interest.
Ms. Ross seconded the motion, which passed unanimously.
STREET VACATION HEARING - CITY OF PORT ANGELES.
Petition to vacate the north half of Fifth Street
west of Valley Street. Location: Fifth Street, west
of Valley Street.
Mr. Carr reviewed the Department Report. Chairman Hulett
opened the public hearing.
Hattie Hampton, 322 West Tenth Street, discussed previous
City street vacation policies. Chairman Hulett closed
the public hearing.
The Commission discussed the need for Fifth Street in the
future. Mr. Holm moved to recommend vacation of the
Street, citing the following findings of fact:
A. Vacation of the subject right-of-way will assist in
the assembly of industrially-zoned land in compliance
with Industrial Policy No. 2 and Economic Objectives
Nos. 1 and 2.
B. Vacation of the right-of-way will place additional
land on the tax rolls and stimulate development.
C. Vacation will not affect City-wide or immediate
circulation and access.
Ms. Ross seconded the motion, which passed unanimously.

M-l PERMIT HEARING - CLEVENGER ROAD CO. Application
for an M-l Permit to establish a construction
equipment shop with offices. Location: Northwest
corner, Fifth and Valley Streets.
Mr. Carr reviewed the Department Report. Chairman Hulett
opened the public hearing.
Jim Mathia, 507 Vashon, explained that the business would
operate from 8 AM to 5 PM Monday through Friday and
repairs will be made primarily on their own equipment.
Chairman Hulett closed the public hearing.
Mr. Holm moved to recommend approval of the M-l Permit
subject to the following conditions:
1. The parking lot be paved prior to occupancy of the
building.
2. The on-site storm drain shall connect to the utility
designated by the Public Works Department.
3. Any yard lights shall be directed or shaded so as not
to shine onto the abutting residential properties.

4. The proposed free-standing sign shall not exceed 10
feet in height nor 7S square feet in area and be
located on the north half of the property.
5. The fence on the south side of the property shall be
6 feet high and provide vision-obscuring screening of
the parking area when viewed from the south.
6. The gas pumps shall be located in a location approved
by the Fire Department.
He cited the following findings of fact:
A. The proposed use is a light industrial use that meets
the purpose and intent of the M-1 Light Industrial
Zone.
B. The proposed use will not have an adverse effect upon
residential traffic patterns and the City street
system.
C. Provided the above conditions are attached, the
proposed use will not have an adverse impact upon the
residential areas.

Mr. Anderson seconded the motion, which passed
unanimously.

REZONE HEARING - BLaRE. Application to rezone 7,000
square feet from CSD-Cl to CSD-C2 (Community Shopping
District). Location: Northwest corner, 15th and "C"
Streets.
Mr. VanHemert reviewed the Department Report. Chairman
Hulett opened the public hearing.
Approximately a dozen people spoke in opposition to the
rezone, citing a number of reasons including availability
of commercial servicescCEighth and "C" Streets and Fair-
monti late operating hours, noise, traffic on adjacent
residential streets, lack of buffering, and potential
detrimental impacts on apartment property values. Craig
Ritchie, representing the applicant, stated that the
rezone area would be buffered by the surrounding C1
Zoning and there is little difference between Cl and C2,
and the use would be compatible. Chairman Hulett closed
the public hearing.
Following a discussion by the Commission, Mr. Anderson
moved to recommend denying the rezone, citing the
following findings of fact:
1. The rezone will not increase the compatability of
potential commercial uses with adjacent residential
uses and may cause the intermingling of incompatible
land uses, contrary to Land Use Objective No.2.
2. A commercial cluster configuration cannot be achieved
in accordance with Commercial policies Nos. 2 and 13.
3. The additional uses permitted by the rezone may have
greater adverse land use impacts on nearby residential
development and other Cl permitted commercial uses
because the one lot may not be readily buffered in
accordance with Commercial Policy No.3.
Mr. Banner seconded the motion, which passed unanimously.
V COMMUNICATIONS FROM THE PUBLIC

VI PLANNING STUDIES
Medical-Retail as a Conditional Use Permit ln the OC
Zone.
Following a discussion, the Planning Commission set a

the Office Commercial Zone to allow medical-related
retail sales as a conditional use.
CAD Zone.
The Commission decided to work on the CAD Zone at the
next meeting as well.
VII STAFF REPORTS
None.
VIII REPORTS OF COMMISSIONERS
Chairman Hulett suggested investigating taverns and bars
as conditional uses in greater detail at a work session.
Mr. Anderson commented upon the new building being
constructed by Bearings, Inc.
Mr. Puckett noted that the new freestanding lights at the
Gull Oil Station at the southeast corner of First and
Lincoln shine into north-bound traffic.
Ms. Ross mentioned a good planning and land use short
course in San Francisco, costing approximately $600.
