way on Caroline Street east of Francis Street. (This
item is continued from the August 10, 1988 meeting).

SHORELINE MANAGEMENT PERMIT - SMA 86(08)91 - CRONAUER,
Francis Street: Request for a shoreline permit to allow
development of an area within 200' of the shoreline.
(This item is continued from the August 10, 1988 meeting).
3. REZONE REQUEST - REZ 88(08)2 - GERALD AUSTIN, Railroad
Avenue: Request to rezone property presently classified
as LI, Light Industrial, to CBD, Central Business District.
The property is located east of Railroad Avenue, between
Peabody and Vine Streets.
4. SHORELINE MANAGEMENT PERMIT - SMA 88 (09) 92 - DAISHOWA
AMERICA, Ediz Hook: Request to relocate an existing office
building elsewhere on the mill site.
5. CONDITIONAL USE PERMIT REQUEST - CUP 88(09)18 HO - GERMAN,
3131 Regent Street: Request to allow a day care as a
Home Occupation, located in the RS-7, Single-Family
Residential District.
6. CONDITIONAL USE PERMIT REQUEST - CUP 88(09)17 - McCONNELL,
l020 East Front Street: Request for a permit to allow a
massage therapy service to locate in an existing commercial
structure, located in the ACD, Arterial Commercial District.

III APPROVAL OF MINUTES
Mr. Hulett moved to approve the minutes of the August 24,
1988, meeting as written. Ms. Davison-Ness seconded the
motion, which passed 5 - 0, with Mr. Philpott abstaining.

IV PUBLIC HEARINGS
SHORELINE MANAGEMENT HEARING - SMA-88(8)9l - CRONAUER:
Request for a shoreline permit to allow development of
an area within 200 feet of the shoreline. Location:
Francis Street. (Continued from August 10. 1988.)
Staff requested a one-month continuance of this item in
order to obtain additional information.
Mr. Torres, representing Mr. Cronauer, requested the
Planning Commission receive the entire file on the proposal.
Following further discussion, Mr. Leonard moved to continue
this item to the October 12th meeting. Ms. Davison-Ness
seconded the motion, which passed unanimously.

AMERICA: Request to relocate an existing office
building elsewhere on the mill site. Location: Ediz
Hook.
Staff requested a continuance for one month to obtain
additional information on the project and the environmental
requirements.

Ms. Davison-Ness moved to continue the item to the October
12th meeting. Mr. Cornell seconded the motion, which passed
unanimously.

Request to vacate right-of-way on Caroline Street east
of Francis Street. Location: Portion of Caroline
Street. (Continued from August 10. 1988.)

Following

Paul Cronauer explained that he wanted the right-of-way
vacated because it would allow the abutting lots more lot
coverage; however, the proposed houses would be below the
bluff. He supports bicycle paths and would be willing to
provide an easement across the vacated right-of-way. The
middle lot of his property could be provided access through
Victoria Street.
Mr. Carr noted that Victoria Street was actually an alley
that had been mis-named.

Committee and the Waterfront Trail Committee, read a letter
that had been submitted opposing vacation of Caroline
Street right-of-way.
Jewell VanOss, 1019 East Fourth Street, opposed street
vacation because the subject right-of-way is a designated
street-end park in the Park Plan. In response to questions
from the Commission, she noted that the subject right-of.way
provides a water view of the Harbor and is part of the
green belt.
Vance Bingham, 323 Va shan Avenue, spoke in support of the
vacation.
In response to a question from Mr. Cornell, Louie
explained that the shoreline permit proposal
contingent upon the street vacation.

In response to a question from Mr. Cornell, Mr. Cronauer
explained that he has at present no house plans for the
property, but vacation would make the property more
valuable. Mr. Cronauer stated that the fill was purposely
placed on the vacated right-of-way for the Waterfront Trail.
In response to a question from Mr. Hulett, Mr. Cronauer
explained that he could not specify how many building sites
would be developed because each of the lots will be for
sale.

In response to a question from Mr. Philpott, Mr. Cronauer
explained that he was not considering replatting, but rather
was offering the lots for sale.

In response to a question from Mr. Cornell,

following findings:

lation system. Thus, vacation would not be in the
public interest.
4. Vacation of the subject right-of-way would not be in
the public interest because it would not improve
residential safety, because at least one lot would not
have the required public access to a street right-of-
way that could be used by police and fire vehicles.
Mr. Philpott seconded the motion, which passed 5

VII REPORTS OF COMMISSIONERS
Mr. Leonard inquired if bed and breakfasts were permitted
uses in the CSD-Cl Commercial District. The Commission and
staff reviewed the Ordinance and noted that B & Bs were
considered hotels in commercial districts, and hotels were
not a permitted use in the CSD-Cl District. Accordingly, a
B & B would not be permitted.

Mr. Hulett requested a copy of the Council's proposed 1989-
90 Goals and Objectives, and suggested the Commission get
more involved in the process. The Commission concurred.
Mr. Cornell expressed concern that a number of citizens
waited to hear the Austin rezone, only to find out that Mr.
Austin had requested a continuance that night. Commission
and staff discussed how the situation occurred and future
remedies.
