CALL TO ORDER
Vice-Chairman Jean Thompson called the meeting to order
at 7:02 P.M.

APPROVAL OF MINUTES

Mr. Brewer moved to approve the minutes of the September
9th meeting as submitted. Mr. Bennett seconded this motion,
which passed unanimously.

COMMUNICATIONS FROM THE PUBLIC
None.
V PLANNING STUDIES
1. Home Occupations' Utili t'ies Charges.
Based on the lack of current information, Mr. Whidden moved
to continue discussion of this study until October 28th.
Mr. Ranta seconded this motion, which passed unanimously.
2. Short Plat Ordinance Rev'iew.

Mr. Carr reviewed the new sections of the proposed ordinance
clarifying certain proposed design standards. The Commis-
sion discussed the design standards and suggested that the
reasons for such standards be included. The Commission sug-
gested that a portion of the panhandle area be included in
the lot areai and that the number of panhandles permitted
in a short plat should be determined by the configuration
of the parcel being short platted. Messrs. Bennett and
Ranta felt the proposed design standards might be too re-
strictive.

Louie Torres, Clark and Associates, said that the proposed
standards appear to be concerned with development rather than
the division of land. George Casady added that some of the
proposed standards duplicate existing laws. Mr. Bennett
pointed out that the present review was undertaken because
of the vagueness of the existing short plat ordinance. Mr.
Carr added that the problem was one of inconsistency in im-
posing requirements. Mr. Torres said improvement require-
ments were appropriate but design should be determined by
the market.
Johnie Key said that 40% of the cost of a house involves
regulations, fees, interest, down tiMe, etc. He suggested
sufficient regulation to guarantee the public health and
safety and then look at each proposed short plat on an in-
dividual basis. Keep the regulations to a minimum.
Mr. Bennett suggested subsection C, items 3 and 4, and sub-
sections D and E be eliminated. r.ir. Bennett thanked the
Home Builders' Association members for attending. George
Casady suggested setting minimum regulations and adding ad-
ditional ones when they are needed.

Mr. Bennett moved to continue this Planning Study to October
28th to allow the Home Builders' Association and other in-
terested parties to review and submit comments on the pro-
posed design standards. Mr. Whidden seconded this motion,
which passed unanimously.
3. Parking Reguir'ertlent's' -fOT" OayCare Ce-nt'ers.
Mr. VanHemert said that copies of the Agenda and the previous
memoranda submitted to the Commission had been forwarded to
Mrs. Warder, but the Department had not heard from her.
Mr. Bennett commented that the present requirement of ten
off-street parking spaces for a day care center might be
excessive. The Commission discussed the advantages and
disadvantages of drive-throughs and unloading areas.
Mr. Bennett then suggested that the parking requirements for
day care centers be reduced to two spaces plus one for un~
loading, so long as there are no more than 12 children at
the center. More than 12 children would require 10 spaces.
Mr. Ranta said that not all of the children are at a day
care center at the same time. Mr. Bennett further suggested
that the Department seek more in-put from the public.

Mr. Bennett moved to request the Department to circulate the
information on this study to the public for responses; and
moved to continue the discussion until October 28th. Mr.
Brewer seconded this motion, which passed unanimously.

VI STAFF REPORTS
Mr. Bennett moved to change the first meeting in November
from the Ilth to the 10th, if the Council Chambers are avail-
able on that date. Mr. Brewer seconded this motion, which
passed unanimously.
A memorandum regarding the amendments to the Sign Ordinance
was discussed and clarifications were requested from the City
Attorney. The sign inventory has been completed, but the
analysis is still in progress. After the analysis, possible
amendments can be considered. Mr. Whidden asked if newspaper
sale boxes were considered signs; and Mr. Carr said the City
Attorney is still working on that.
Mr. Carr submitted the "thank you" card from Mr. Anderson,
who is confined to the hospital.
VII REPORTS OF COMMISSIONERS
Mr. Whidden: Mentioned that vehicles for sale are again at
Eighth and "C" and the Albertson's Parking Lot.
Asked if a City employee or appointee must reside in the
City. Mr. Carr said there was no requirement for such
residency.
Mr. Bennett and Vice-Chairman Thompson had nothing.
Mr. Brewer: Speeding cars trying to make the lights are mak-
ing the mid-block crosswalks unsafe. Many pedestrians, in-
cluding himself, have almost been hit by a car. He requested
strict enforcement.
Mr. Ranta: Asked whether the handicapped parking space near
the police station which had been removed for "police pur-
poses" would be replaced elsewhere in the area. Mr. Carr
said he would inquire 'about another such space in that lot,
as well as in the lot next to the shoe store.
