I CALL TO ORDER
Chairman Ross called the meeting to order at 7:05 PM.
II ROLL CALL
Members Present: Jerry Glass, Jim Hulett, Lorraine Ross,
Jerry Cornell, Gary Cissel
Members Absent:
Ted Puckett, Freeman Rice
Staff Present:
Paul D. Carr, Dan VanHemert, Gary Braun
III APPROVAL OF MINUTES
Mr. Cornell moved to approve the minutes of the September
12, 1984, meeting with the following corrections: Condition
3 of the Upton Conditional Use Permit should state
"unlighted sign". In the M-l Permit for Jones/Washington
Stevedoring, the flrst sentence to be rewritten to read:
"Chairman Ross removed herself because of a potential
conflict of interest"; and the first condition changed to
strike the phrase, "to the alley and the truck routell after
the phrase "straight drive-in and drive-out access". Mr.
Hulett seconded the motion, which passed unanimously.
IV PUBLIC HEARINGS
Watt Short Plat Appeal. Appeal of the condition
requiring a contribution to the Craig/Campbell/Porter
Improvement Fund for future street development.
(Tabled at the September 12, 1984, meeting.)
Mr. VanHemert reviewed the Department Report. Chairman Ross
opened the public hearing.
Louie Torres, Clark & Associates, representing the Watts',
explained the reasons for the appeal to the requirement of
$14,000 contribution to the Improvement Fund. He also
explained that the Watts J would agree to a non-protest
agreement on the plat, provided the following conditions
were included:
1. There would be no improvement cost now.
2.
Some specification of a range of costs were provided.

3. The non-protest agreement would apply to only one LID.
4. They sign the document after an ordinance authorizing
such procedure is adopted.
The Commission, staff and Mr. Torres discussed the effect of
the improvement requirements. Chairman Ross closed the
public hearing.
Mr. Cornell moved to recommend that condition No. 3 of short
plat approval not be applied to this short plat (SP-84(4)4)
and that the City Council review Ordinance 2175 and its
application. Mr. Glass seconded the motion, which passed 4
- 1. The Commission stated as its findings:
A. that application of Ordinance 2lJ5, in this particular
instance, left too many unanswered questions regarding
possible future impacts and actual results of
implementation of the ordinance.
B. Approval of the short plat without Condition No. 3
would still provide a decent residential environment.
Mr. Hulett voted "No" because it completely removes all
improvement requirements, which could establish a precedent
and requiring a non-protest agreement would be an acceptable
substitute for condition No.3.
Annexation Petition - Austin. Petition requesting
annexation of a parcel of land approximately 3,450
square feet in size, located west of Fairmount Avenue
and north of Spruce Street on the City's southwest
side.
Mr. VanHemert reviewed the Department Report. Chairman Ross
opened the public hearing.
Harold Layman, representing Mr. Austin, explained that
annexation would bring all of their property into the City
and enable them to short plat it into two lots. Chairman
Ross closed the public hearing.
Mr. Hulett moved to recommend annexation, citing the
following findings:
1. The annexation of the property will encourage
residential development within the City.
2.
Since this is not a promotional annexation, City
services and utilities will not be burdened by the
annexation.
3.
The annexation is in the public interst.

Mr. Cissel seconded the motion, which passed unanimously.
City's Policies Regarding Multi-Family Housing in the
Area Generally Referred to as the "C" Street Extension.
That area generally considered to be between Fairmount
Avenue, SR 101, the Truck Route, and Lauridsen
Boulevard.
Mr. Carr reviewed the Department Report. Chairman Ross
opened the public hearing.
Mr. Torres suggested the Commission consider a policy in the
"C" Street Extension area that permitted duplexes outright
on lots that contained the equivalent area of two single-
family residential lots. The Planning Commission, staft and
Mr. Torres discussed duplexes in the "C" Street Extension
area and various approaches to establishing policies.
Chairman Ross closed the public hearing.
Mr. Cornell moved to recommend that the Planning Commis-
sion's policy in the "C" Street Extension area should be to
encourage duplexes that are proposed for areas in excess of
two single-family lots and discourage duplexes that occur on
the minimum area allowed for a duplex, until all City
facilities are installed. Mr. Cissel seconded the motion,
which passed unanimously.
V COMMUNICATIONS FROM THE PUBLIC
None.
VI STAFF REPORTS
Mr. Carr distributed the Draft EIS for the DelHur Westside
Annexation. He also distributed an illustration of the
Comprehensive Plan land use policies.
VII REPORTS OF COMMISSIONERS
None.
VIII ADJOURNMENT
The meeting adjourned at 8:45 P.M.
